Hector Con Carne saw himself on the news as the world's 23rd most wanted criminal. This gave Skarr an idea to secretly call the FBI and arrest Hector so he can get paid for the case.

At jail, Hector was contacted by Ghastly as they came up with plans to defend Hector and stop him from losing his case to Cod Commando.
