President Kirkman continues to deal with civil rights abuses perpetrated by Royce's government in Michigan while directing the military's hunt for Al-Sakar. Agent Wells investigates Peter MacLeish, who she suspects is not telling the truth about what happened on the night of the Capitol bombing. The White House staff are thrown into chaos when the new Press Secretary abruptly resigns.
