Kirkman continues struggling to establish his authority after a press conference raises serious doubts about his ability to lead the country out of its crisis. A leaked video, in which the terrorist organisation Al-Sakar claims responsibility for the Capitol bombing, doesn't help matters. FBI Agent Wells questions the survivor of the bombing — Peter MacLeish — and realizes that he isn't telling her the truth.
