The second arc of A Certain Scientific Railgun, consisting of episodes 15-16 of the anime. This arc is not in the manga.
- Badass Normal: Wataru Kurozuma, the guy who makes Touma look like a chump. Unlike Touma, he's a real Level Zero, but he's still able to fight off entire gangs by himself.
- Brown Note: This arc introduces Capacity Down, a sound file that disrupts esper brain functions, making it very difficult for them to use their power effectively, or do much of anything at all. It was given to the Skill-Out gangsters for testing.
- Dragon Ascendant: After Wataru apparently died (actually carted off to a prison hospital), his second in command, Tsuguo Hebitani, took control of Big Spider. That didn't really go well for anyone.
