Tom Wachowski: Hey tough guy, I'm a cop and you're threatening an officer!
Dr. Robotnik: How can you threaten someone who never existed?

You know the ones. The guys who aren't there when you turn around, the ones that hunt you down and knock you out cold before dragging you to wherever they think you should be. Them. Call them what you want; The FBI, the men in the black, the secret service. I don't know, myself; I never bothered to ask. I was too busy running.

There was a man upon the stair,
when I looked back, he wasn't there.
He wasn't there again today,
I think he's from the CIA.
— Variation of Antigonish

"There's no such thing as Men in Black."

I hear the music, daylight disc.
Three Men in Black said "Don't report this
Ascension," and that's all they said.
Sickness now, the hours dread.
Blue Öyster Cult, E.T.I. (Extra-Terrestrial Intelligence)

INS Agent Janus: Who are you, really?
Agent Kay: Really? (dons glasses) I am just a figment of your imagination.
Sloan: Let's just say I belong to another branch of Starfleet Intelligence. Our official designation is Section 31.
Bashir: Never heard of it.
Sloan: We keep a low profile. Works out better that way for all concerned.

Those men in black with the matching suitcases
Where everything is on a need-to-know basis.
"Weird Al" Yankovic, Party in the CIA

Here come the Men in Black, galaxy defenders! Here come the Men in Black, they won't let you remember!
Men in Black song, from the film

The bright halogen headlights flooded the dank alleyway. Smashes-Steel heard the two men get out. Dark suits like a spider's body. Dark glasses like a spider's eyes. No smell at all, which bothered him more than the fact that the one on the left had been disemboweled ten minutes ago. They held guns, like most apes, but Smashes-Steel knew these guns were something else entirely.
"Surrender," they said in harmony. Smashes-Steel growled; using his dying Rage, he ran towards the two, leaping at the one on the right. The guns blazed.
In the distance, Night-Eyes howled for her lost leader. The Men in Black turned to each other. A strand of the Weaver's web vibrated, telling them her position. Had they emotions, they would have smiled.
Werewolf: The Apocalypse - Book Of The City

Two men in dark suits were arguing with a military policeman. "We're not the Blues Brothers, you idiot! We're the Men in Black!"
Plan 7 of 9 from Outer Space

NRO SECTION DELTA operatives work under administrative cover as employees of the National Reconnaissance Office. Since the NRO doesn't officially exist, DELTA operatives have a second layer of cover as employees of the Department of the Air Force, NSA, or CIA. NRO DELTA only answers to the NSA's Project GARNET, which answers to Project AQUARIUS, which answers to MJ-12, which answers to no one. NRO DELTA operatives provide Project GARNET and all its sub-projects with physical security and information security as well as counterintelligence and disinformation services. Burglary, bugging, bribery, and blackmail are NRO DELTA's bread and butter. Any means justifies the end of maintaining the secrecy of MJ-12. The use of deadly force is always authorized. More often than not, NRO DELTA operatives do not know what it is they are guarding or covering up; there are layers of disinformation between NRO DELTA and the MJ-12 control group. DELTA operatives are recruited from the CIA, NSA, DIA, and the Military Intelligence branches. DELTA operatives provide cover stories and operational security for both Project MOON DUST and The Greys' terrestrial activities. They guard the ICE CAVE at Los Alamos; the COUNTRY CLUB in Maryland; the Majestic facilities at Wright-Patterson AFB, Edwards AFB, and Ft. Belvoir; AREA-51's S-4 laboratory on the Air Force's Nellis Test Range; and Sub-Project ARC DREAM's Facility-12. They also operate disinformation campaigns against UFO investigators such as SaucerWatch.
