The agents of the Bellisarioverse have faced various terrorists and other criminals over the years. The following stand out due to their sheer cruelty.

  • "Mind Games": Kyle Thomas Boone is a Serial Killer who's responsible for over 20 deaths. Murdering his mother when he was twelve, Kyle took himself to start butchering women, torturing them to death and taking their tongues as a trophy for himself. Sentenced to be executed, Kyle formulates a plan with his lawyer Adam O'Neill to have him kidnap Agent Cassidy and torture her to death. Sadistically petty, Kyle takes the families of his victims to where he committed his murders for closure, before revealing that all there was, was the tongues of his victims.
  • "Ravenous": James Landis is a Park Ranger who is also a Serial Killer. His modus operandi involves killing his victims, then making it look like a park accident or like a bear ate them. Three of his victims, with similar appearances, were beaten 7-10 days before they were killed. He had already killed 26 people, and had a 27th victim tied up and beaten, but was stopped before he could kill her.
  • "Smoked": Karen Bright is a seemingly innocent widow and a loving mother who hides a disturbed personality. A sadistic Serial Killer, Karen would target women who look like her and murder them by either repeatedly stabbing them or slicing their throats. When her victims are dead, Karen would remove the toes of her victims, taking sexual pleasure with her crimes. When her husband Charles discovers her crimes, Karen kills him and frames him for her murders while she tries to gets away with it before being caught. With 20 deaths to her name for no discernible reason, Karen stands out as one of the worst the NCIS team have faced.
  • "Alleged": Louis Wexler is a commander within the United States Navy who abuses his title to rape the female personnel under his command. After buying a victim a round of drinks, Louis would spike the drinks with sedatives and drag his victims to their homes, and rape their unconscious bodies. When confronted with the evidence of over a dozen rapes, Louis shifts the blame to his victims, demonstrating no guilt for his crimes.
  • "The Lost Boys" through "Stop the Bleeding": Daniel Budd is the leader of The Calling, a terrorist group which recruits children for the purpose of twisting them into terrorists. Daniel would have children corrupted by his cult either commit acts of terrorism such as murdering several agents or have them blow themselves up in highly populated areas. When one of the children get arrested, Daniel has his killed so he wouldn't say anything. Daniel's ultimate plan was to destroy Shanghai and pin the blame on the North Koreans, purely because he wanted to kill thousands.
  • "Déjà Vu": Adam Connors is a former NSA analyst whose primary goal is to line his own pockets. Recreating the methods of a human trafficking ring he once took down, Adam would have college girls kidnapped and brutalized in horrific conditions, with any that resist murdered. When one of his former partners, Daisy Milner, comes close to unrevealing the truth, Adam kills her, also later attempting to kill his other former partner Eleanor Bishop for discovering the truth.
  • "She": Robert Hill abducted the then-18-year-old and pregnant Morgan Burke, and made her his Sex Slave, beating and raping her for 10 years. He would also abuse the daughter Morgan gave birth to for 9 years, who it is also implied he raped. When Morgan's daughter escapes Hill's captivity, Hill tries to cover his tracks by killing his own brother when he learned about his crimes, then attempted to murder Morgan and NCIS agent Eleanor Bishop at a lake.

NCIS: Los Angeles

  • Tahir Khaled is a Sudanese war criminal whose rampant mania has resulted in countless lives lost. In his first appearance, Tahir brutally murders three CIA agents and has Sam tortured, later attempting to murder his own abused sister. Seeking revenge, Tahir tries to hurt Sam by targeting his loved ones, launching a missile at his family home and personally trying to kill Sam's son, with innocents being killed in his way. Arranging his escape after being arrested, Tahir kidnaps Sam's wife and uses her as a bargaining chip for his freedom, later having her asphyxiated. Tahir's final ploy is to lure Sam to a full bus, intending on detonating it so he can take Sam to the grave. With atrocities of a notorious scale, Tahir balances being one of the most heinous of the series while being one the most personal.
  • Marcel Janvier, also known as "The Chameleon", orchestrates the crimes of several cartels from behind the scenes. With a penchant for sadistic murder, Marcel would have people be burnt alive in their cars and would play cruel games with his victims. To hinder his investigation, Marcel murders an officer and tries to infiltrate the NCIS. In his debut proper, Marcel sets up a family of arms dealers to be murdered by the police and car bombs Agent Lauren Hunter, later trying to blackmail the NCIS by threatening to inform Iran of a US spy within their midst. Returning, having been brought in by NCIS to try and find his old ally Isaak Sidorov, Marcel exposes their operation to Sidorov, resulting with the torture of Sam and Deeks, something Marcel takes great glee in knowing it'll hurt Callen.
  • "Ambush": Malcolm Tallridge and John Bordinay are the leaders of a militia group known as "Enhancing Law Enforcement", a racist group which targets and murders immigrants or anyone who remotely looks like one in their eyes. Stealing several anti-tank missiles, Tallridge would have Bordinay use them on any immigrants they find, resulting in a multitude of deaths, including three childrenwho had ran into the desert and died of thirst. Not even their own loyal followers are safe from them, as Tallridge and Bordinay murder one of their own men for bringing in Agent Cullen into their midst without their knowledge.
  • "Random on Purpose": Tom Smith is a seemingly normal receptionist who also moonlights as the sadistic Serial Killer known as "The Phantom". Starting off with killing animals as a child, Tom took great pleasure from his acts of violence and decided to move on to humans. Traveling to various locations, Tom would lure people, regardless of age or gender, into traps and kill them in a variety of ways. These methods would include poison, a gunshot, and bludgeoning, with Tom always finding new ways to kill people, culminating with a trail of 20 bodies. Taking notice of Abigail "Abby" Sciuto, Tom kidnaps her and tries to butcher her with an axe when she insults him out of disgust for his crimes.
  • "Blye, K." two-parter: Peter Clairmont was a US sniper who killed a man in a drunken rage. To cover up his crime, he would murder over 15 potential witnesses, one of whom was his former comrade Donald Blye, who he beat to death, before making his death look like a car accident. When he learns that Donald's daughter, NCIS Agent Kensi Blye, was investigating her father's death, he would go on to murder the rest of his former unit, only leaving Alex Harris alive so he can bring Kensi to him, killing him afterwards. After engaging a brutal fight, Alex attempts to shoot Kensi In the Back, before he himself is killed by Owen Granger.
  • "The Seventh Child": Pritam Mondal is the head of a terrorist organisation that kidnaps children from third world countries and raises them to become suicide bombers. Any child kidnapped by his organization would be psychologically tortured to believe that killing themselves would let them ascend to Heaven. When one of the children rebels against him, Pritam forces him and his brother to blow themselves up in a public place. When called out for willingly forcing kids to kill themselves yet surrendering to save his own skin, Pritam simply replies with a smug grin.

  • Season 7 Appearances : Madison Gray is a psychiatrist who manipulates her patients into becoming serial killers, resulting in dozens of deaths. Not shy of murdering herself, Gray murders a cop and stages his death as a suicide, later murdering another person before leaving his body on someone's bed. Ambushing Steve McGarrett and Alicia Brown, Gray stabs them and leaves them to the mercy of a murderous couple while she escapes Oahu. While she's at California, Gray corrupts someone into replicating the Zodiac Killer's murders. Returning to Oahu, Gray takes Alicia to her daughter who she then later tries to kill.
  • "Na Ki'i" ("Dolls"): Coach Eric Blair, real name Larry Banks, is a slimy roller derby coach who had drugged women to force them into pornography against their will before escaping to Hawaii. Continuing his depraved enterprise, Banks forces his roller derby team into humiliating videos. Banks would later drug and murder a member who realises what he's done and later breaks the wrist and attempts to murder another member when he suspects she might know his operation.
  • "Akanahe" ("Reluctant Partners") & "O ka Pili'Ohana ka'Oi" ("Family Comes First"): Ian Wright is a hacker responsible for thousands of deaths by selling security codes to criminals for a quick buck. Hacking into a plane with over 300 people inside, Wright threatens to crash it if his demands weren't met; he later tries to crash the plane regardless. In his second appearance, Wright kidnaps Louis "Lou" Grover's daughter and murders an innocent man purely to get into his house. Wright forces Grover to steal 100 million dollars for him or else his daughter will die, later revealing he intended to kill her anyway. Motivated by greed and ego, Wright stands out as one of the worst in the series, disgusting even Wo Fat to the point that the latter shoots Wright dead.
  • "Pukana" ("Keepsake"): Gary Nathan is a cruel Serial Killer responsible for the deaths of 14 women. Choosing his victims, Gary would kidnap them and torture them until they break before unloading a bullet into the back of their heads. To relive the experience, Gary would remove a finger and take pictures of his victims' bodies. Gary later kills a burglar who had discovered his finger collection and tries to hide the body. Kidnapping Agent Chin Ho Kelly when the latter investigates, Gary subjects him to torture to try and break him, and later tries to murder his own girlfriend out of fear of being caught.
  • "A'ohe Kahi e Pe'e Ai" ("Nowhere to Hide"): Jonathon Redmond is an icy sociopath hired by espionage fugitive Lawrence Turner to help him escape from law enforcement, but who goes far beyond what he was asked to do. Hacking into a military drone, Redmond tests its usage by murdering two hikers before going on a rampage across the island, killing and wounding as many as he can, an action that horrifies Turner. When caught, Redmond shows no remorse for his crimes and notes this incident is far from his first.
  • "Kahania" ("Close Shave"): Eran Dobrian is a seemingly innocent bystander who's being hunted for witnessing a murder by crime boss Garig Dobrian. In actuality, Eran is a prolific child abuser and murderer responsible for the disappearances of dozens of kids, keeping photos and keepsakes of his victims—the true reason he's being hunted by Garig. Trying to escape the island, Eran holds the barber Odell Martin at gunpoint. Described as a "sick boy touched by the Devil" by Garig—his own father—Eran sticks out as a depraved foe of the series whose crimes left hardened NAVY Seal Steve McGarrett shaken to his core.
  • "No ke ali'i wahine a me ka 'aina" ("For Queen and Country"): Nashid El Hamadi is a terrorist responsible for the bombing of the Spanish British Embassy, resulting in a multitude of deaths. Aspiring for a higher body count, Hamadi attempts to use a cyber key to hack and destroy nuclear power plants all across Europe, risking the lives of millions. Even when being arrested, Hamadi tries to kill the Five-0 team and the agents with them by shooting them In the Back.
  • "Puka 'ana" ("Exodus") & "Ua Mau Ke Ea O Ka Aina I Ka Pono" ("The Life of the Land is Perpetuated in Righteousness"): Emilio and Deon are the leaders of a human trafficking ring responsible for the kidnapping of numerous young girls, with some as young as seven. Under their control, the duo have their victims brutalized and raped by their clients. Uncaring of each other, Deon sells out Emilio for a reduced sentence, resulting in Emilio taking the slaves in a truck and going on a manic drive to escape law enforcement, uncaring of the possible collateral damage he could cause.
  • "Ikiiki i ka la o Keawalua" ("Depressed with the Heat of Kealwalua"): Connor Russell and Roger Barton are members of the United Aryan Division who take pleasure inflicting racist violence, Barton himself responsible for murder. Together, the duo spread racist propaganda to the division and orchestrate a plan to make "blood from sea to shining sea". During their plans, Russell murders both a cop and a bystander for getting in his way. The duo's ultimate plan involves trying to blow up the Wailele Community Centre, putting the lives of hundreds of kids of all races at risk solely out of their own bigoted mania.
