Phyla has been dealing with the fear that she can't live up to the Quasar mantle for nearly the entirety of her miniseries, but upon going inside the Quantum Bands (long story), the spirit of Wendell Vaughn assures her she's a great successor.

First, the progression from Ronan the Accuser spitting on Kl'rt's grave and Kl'rt later reveling in the opportunity to murder some innocent Kree soldiers for the greater good. By Conquest, Kl'rt is willing to accept a medal of honor from the Kree Empire because Ronan asked him to. Kl'rt's quiet concern over the effect that putting down the infected Kree will have on his friend is particularly touching.
Second, Kl'rt's initial characterization during Annihilation was of an old warhorse who didn't understand his people anymore and was fighting for an empire that was dead and gone. Come Infinity, the Skrulls have been hit harder than ever but elect, by popular vote, Kl'rt the Super-Skrull as their new emperor. He never stopped caring and fighting for his people, even as the Skrull infrastructure crumbled around him, and finally the people noticed and rewarded him by rebuilding the infrastructure around what he always knew it should be.
