In spite of being 200 years old, Laas' ability to replicate faces isn't as good as Odo's becomes in "Children of Time," after he's had a similar amount of time to practice. But Laas repeatedly admits that he's uninterested in fitting in with humanoids and only takes their shape by necessity, so it makes sense that even though he can transform into fog and fire, he's still pretty bad with faces.
