As funny as the toll booth scene in Planet Kleer is, it makes a bit of sense: while the price is obviously there to prevent Sam from reaching Count Kleerofski, Sam may have left all of his pocket change back at the Sirius Council, he may have lost it in the way (then again, what could have been the odds of finding, of all things, a toll booth in a Death World such as Planet Kleer?), or he just didn't had that much collected.
