The enemy AI in this game is notoriously terrible, barely above shooting-gallery level. All of the enemies are racist caricatures of non-white ethnic groups, up to and including black Gangbangers that make ape noises, and the game's developers are loud-and-proud white supremacists. In other words, the AI may well have been intended to be that stupid.
That said, the fact that the Jewish enemies are just as stupid, despite supposedly being the evil masterminds of an Ancient Conspiracy, indicates that it likely wasn't intentional. Per the observations of Umberto Eco on fascist ideology, their rhetoric can quickly shift from depicting their enemies as pushovers in one instance, to existential threats the next.
