In an alternate universe where the world is ruled by the tyrannical Emperor Turpin, Muggles are treated as cattle, lorded over by the "second tier", the wizards. The wizards are in turn ruled by Turpin's inner circle, the immortal third tier of society. On the fringes of society, a rebellion led by Governor Albus Dumbledore attempt to overthrow the regime. But how do you defeat someone who cannot die?

- Disproportionate Retribution: George skips school for three days. His mother spends three months in a Siberian prison, one for each day he was gone.
- Fantastic Racism: Muggles are treated like animals, and werewolves are hunted on full moon nights.
