Protagonists

    Toad 
The protagonist of Toad Strikes Back. An ordinary Toad in the kingdom, he nevertheless decides to rise up against Kamek and the Koopa clan.
  • Heroic Mime: Like Mario before him, he never says a word.

    Toadette 
The protagonist of Toadette Strikes. When the sleeping curse strikes and Kammy descends upon the kingdom, she rises up like Toad before her.
  • Heroic Mime: Like Mario and Toad before her, she never says a word.

Koopa Clan

    Kamek 
The antagonist of Toad Strikes Back. He is a descendant of the original Kamek who stole the Mushroom Kingdom's seven Starspheres, intending to use them to resurrect Bowser, the now-dead king.

    Kammy Koopa 
The antagonist of Toadette Strikes. She is a descendant of the original Kammy and the new leader of the Koopa Clan. She cast the sleeping curse on the kingdom and is now trying to take it over.
  • Big Bad Ensemble: In Toadette Strikes, as she launches an invasion of the Mushroom Kingdom and kidnaps Toads in masses. On the other end, Reckloo is the one actually responsible for the sleeping curse and destruction of Subcon.
  • Evil Overlord: As the new leader of the Koopa Clan, she organizes the invasion of the mushroom Kingdom and kidnapping of the Toads.
  • Evil Sorceress: Like the original Kammy, she is a Magikoopa, and she leads the Koopa Clan in the kidnapping of the sleeping Toads.
  • Fantastic Racism: Appearantly, the reason why Kammy wants to turn all Toads into stone blocks is because she finds them ugly.
  • Identical Grandson: To the original Kammy, as she has the same appearance. Unlike the original, she has much more of a proactive role as the Big Bad.
  • Knight of Cerebus: In the original game, Kamek was a standard Big Bad who didn't do anything particularly notable. Kammy, on the other hand, is much more malevolent, as her plan is not just to take over the Mushroom Kingdom but to turn all Toads into stone blocks and use them to build a tower in her own image, dooming them to an And I Must Scream fate. What's worse is that, even when Toads are awake, she's still willing to do this.

    Wart 
The boss of World 6 of Toad Strikes Back and the tyrant who once ruled over Subcon.

    Anti Guy (spoilers) 
A door guard who frequently gets in Toadette's way.
  • Heel–Face Turn: When Toadette givers him a Lemon Candy, he is grateful and befriends her.
  • Heroic Sacrifice: Anti-Guy holds up the ceiling for you in the level preceding the final boss battle. Once you get past him, the ceiling crushes him. Thankfully, he gets better, as you can see him having tea with Toadette and her allies after the True Final Boss.

    King Bowser Koopa (spoilers) 
The deceased king of the Koopa Clan. Kamek aims to resurrect him.
  • Greater-Scope Villain: He is the founder of the Koopa Clan, but the game takes place long after his death. His army, led by Big Bad Kamek, aims to resurrect him.
  • True Final Boss: If all Mushroom Coins in World 7 are acquired, the resurrected King Koopa is fought in the unlockable bonus level, after Kamek.
  • Walking Spoiler: Due to his resurrection and status as True Final Boss.

Other Characters

    Reckloo (spoilers) 
A strange pair of eyes that shows up in every hub world. He is cranky and often complains about everyone making too much noise. In Toadette Strikes, he is revealed to be the true source of the sleeping curse, having gotten so annoyed that he placed the curse to get some solitude. His exact connection to the Koopa Clan is unclear.
  • Big Bad Ensemble: With Kammy. She leads the Koopa Clan in kidnapping the Toads, but he cursed the Toads to eternal slumber and created the Wart Virus that destroyed nearly all of Subcon.
  • Cerebus Retcon: In Toad Strikes Back, a Running Gag concerns Reckloo, a cranky NPC that can be found in each Hub Level. Talking to him prompts him to go on a humorous rant about how the Toads are constantly disturbing his peace and quiet, with a different rant each time. Toadette Strikes continues this gag, only to reveal in the true end that this drove him to enact the eternal slumber curse on the Toads and render Subcon a post-apocalyptic wasteland to finally be left alone, putting his comedic rants in a much darker light.
  • Chekhov's Gunman: Initially seems to just be a recurring humorous NPC that shows up in each world in both games to rant about not being able to have peace and quiet. Then in the second game, he becomes one half of the Big Bad Ensemble as he curses the Toads to an eternal slumber.
  • The Dog Was the Mastermind: As it turns out, Kammy was not the one who cast the curse. The real culprit is Reckloo, the pair of eyes that can be repeatedly encountered in the hub worlds, was also in the original game, and seemed to be nothing more than a humorous NPC.
  • Eldritch Abomination: Reckloo is a literally-otherworldly monster with immense dark power that can bend the fabric of reality.
  • Even Evil Has Loved Ones: He had a friend once and is shown mourning them in Glum Valley.
  • Even Evil Has Standards: On two occasions:
    • If Toadette kills the Whacka, he shows up and chastises her, claiming that she is crueler than he is.
    • When confronted just before the True Final Boss fight, he claims that the reason he cursed the Toads to eternal slumber is because he felt that outright genocide on the Toads was too cruel, even despite his hatred of the Toads.
  • The Faceless: Reckloo appears all over the place, always hidden within the shadow of something; all you ever see of him are his eyes until you defeat him in the True Final Boss fight, and even during the fight he's obscured by his own dark magic.
  • Fantastic Racism: Due to his sheer hatred for Toads, Reckloo decided cast a sleeping curse on them.
  • Hypocrite: Before the True Final Boss fight, Reckloo states that he thought it would be a bit too extreme to wipe out Toadkind himself. He conveniently forgets that he nearly wiped out all of Subcon and left the Toads at Kammy's "mercy" with his current plan anyway.
  • Karma Houdini: Despite the sleeping curse being broken and Kammy Koopa being turned into stone by her own evil machine, Reckloo gets exactly what he wants — to be left alone forever. Granted, being sealed under the Hidden Hideaway might not be all he finds it to be after a while.
  • Knight of Cerebus: He is singlehandedly responsible for the Darker and Edgier nature of Toadette Strikes, being an Eldritch Abomination who casts the eternal slumber curse on the Toads and uses the Wart Virus to destroy Subcon, leading to it being in the horrifying state it is in when Toadette visits. Compared to King Koopa, the True Final Boss of the original game, was threatening, but not to the extent of Reckloo.
  • Laughably Evil: In Toadette Strikes, while he may be the true culprit behind the sleeping curse and have nearly destroyed all of Subcon with his virus, these don't detract him from still being able to make funny lines when the title character interacts with him.
  • Load-Bearing Boss: Once his first phase is beaten, the cave he is holding up starts collapsing, and Toadette must escape while Reckloo chases her.
  • Sequential Boss: He has two phases. First, he floats around as a ball and attacks Toadette, who must jump on him while riding on a flying carpet. Then the cave starts collapsing and she must escape whiile he chases her and fires projectiles at her, culminating in him blocking the exit until he is hit enough times.
  • True Final Boss: Reckloo can be fought after collecting every single Mushroom Medal and spending them at the Fungitorium.
  • Walking Spoiler: Due to his role as the true culprit of the sleeping curse and being the True Final Boss.
