Anwar Amin
Callsign: Falcon-4
Once a police officer in a quaint little town before the war. He is the main protagonist.- Jerkass: He ends up acting quite rude when he has to rescue journalists in Damascus.
- You Are in Command Now: He takes command of the police forces in his town after Wazir is gunned down. What happens next is history.
Wahid
Formerly the chief of police for the neighbouring town, he is now in with the terrorists.
- Affably Evil: He takes on a polite endeavour when conversing with Wazir, but drops it when his hand is forced.
- We Meet Again: When Anwar's army reaches Damascus, he discovers that Wahid is the leader of the White Helmets there, and one sidequest is to evacuate a group of civilians before they do it (read: blow up the bus they're evacuating on and frame the Syrians).
Base-1
Anwar's commanding officer for much of the campaign.
- Mission Control: He outlines Anwar's main objectives from the third mission onwards.
Center
The commanding officer in charge of Russian military operations in Syria.
- Mission Control: Russian forces in Syria all answer to Center, and he even works with the Syrians later in the base game.
Tiger-4
An elite Tiger special forces unit under the command of Suheil al-Hassan, assigned to Palmyra.
- Hero of Another Story: Their exploits in the Palmyra theatre are covered in the DLC expansion Return to Palmyra.
