Lady Kika Pirates

Captain of the Grishend and a powerful pirate in the seas of the Island Nations. Though officially an outlaw, Kika is known not to pick fights and doesn't appreciate the Kooluk Empire invading her homeland. She is the Tenko Star, also known as the Lone Star, of the 108 Stars of Destiny.
- Action Girl: Kika actively commands her own ship and doesn't hesitate to follow her own men into battle.
- Blade Spam: of the "Simultaneous Blade Spam" type. Thanks to her Falcon Rune, Kika can stab her opponents multiple times in a few seconds.
- Blow You Away: In Tactics, her innate element is wind.
- Her Combo Attack with Lazlo has them creating a powerful Razor Wind with their swords.
- The Captain: She is well-known in the waters of the Island Nations.
- Combination Attack: Kika can perform the "Double Sword Attack" (with Lazlo), the "Allure Attack" (with Gretchen and Jeane), and the "Beauty Attack" (with Ameria and Jeane).
- The first two combos are back in Tactics, except that Gretchen is replaced by Ornela.
- Dual Wielding: She uses two swords, known as Righarard.

- Heart Broken Badass: Her lover Edgar was killed by the pirate Steele, who at the time wielded the rune of punishment. These events are showcased in Suikoden Tactics.

Dario is a short, chubby pirate. He is the Chibi Star, also known as the Least Star, of the 108 Stars of Destiny.
- Boisterous Bruiser: To the point where Kika has to scold him about picking fights with people who haven't committed any sort of crime.
- Butt-Monkey: Get the worst treatment out of Kika's crewmates. Dario's attack on Razril ends badly and his fleet in nearly antiquated by the Rune of Punishment power, when Lazlo saves Lilin from Cray Trading Company, Dario thinks he is kidnapping her and attacks, only to be defeated and flee.
- Cluster F-Bomb: He's pretty foul-mouthed, even when around his young son.
- Combination Attack: Dario can perform the "Berserker Attack" with Gau.
- Dishing Out Dirt: Has excellent affinity with the Earth Rune. This is also his innate element in Tactics.
- Drunken Master: He likes his grog.
- Fast Ball Special: Gets thrown into the enemies by Gau in his unite attack.
- Heel–Face Turn: He initially menaces Gaien, and picks fights in naval combat until Kika approached him and told him to behave himself.
- Hidden Depths: Dario initially attacked Lazlo and his companions because he thought they were responsible for capturing and killing dozens of mermaids.
- Hot-Blooded: Very much so, and sometimes to the point where Kika and the other pirates wonder if he's either drunk or just plain has no self-control.

- The Dragon: To Reinbach II, before the events of Suikoden IV. Sigurd received direct orders from him to assassinate anyone who could interfere with his Rune Cannon smuggling business.
- Flechette Storm: He attacks with a dart-like weapon named Golden Blade.
- He Knows Too Much: On both ends of this: Reinbach II orders him to silence Walter's group after they start making questions about Rune Cannons. In Suikoden IV, after he joins Kika's pirate crew, Reinbach II hires an assassin, Keen, to kill him.

- Bookworm: Tanya likes to read books and studies strategy on her own. When recruited, she opens a libary on your ship.
- Deadpan Snarker: She's particularly sneering to poor Agnes, which is probably out of spite because she thinks she should be Elenor's pupil, not Agnes.
- Encyclopedia Exposita: She manages Suikoden 4's version of this, the Old Books volume 1-12.

Hermitage Island

After living in exile for many years, Elenor eventually agrees to assist Lazlo in leading the Island Liberation Navy to victory against Kooluk. She is the Tenki Star, also known as the Star of Wisdom, of the 108 Stars of Destiny.
- A Pupil of Mine Until He Turned to Evil: Graham Cray is her ex-pupil.

- But Thou Must!: Elenor need to be sent to Fort El-Eal to disable the giant rune cannon. Even if Lazlo forbids her, she will lock him in his room and go anyway.

A shy and nervous archer that has abandoned by his shipmates on the deserted Hermitage Island. Aldo is the Tenei Star, also known as the Heroic Star, of the 108 Stars of Destiny.
- The Champion: To Ted. He becomes his confidant and is very protective of his well being.
- Combination Attack: Aldo can perform the "Bow and Arrow Attack" with Ted. He also can be part of the "Barrage Attack", which requires three archers: two males and one female.
- Country Mouse: Having lived in isolation for years, he is nervous of the hustle and bustle of the ship HQ.
- Forgotten Fallen Friend: Because he debuted in the prequel, Aldo was not mentioned by Ted at all during his time in I and when he sacrificed his own life for Soul Eater, even when he could correctly mention Teo, Gremio and a stranger (to him anyway) like Odessa as the victims of Soul Eater.
- Elemental Powers: In Naval Battles, Aldo can use powerful Rune Cannons of every element. He has good affinity with all but the lightning element.
- Killed Offscreen: He's said to have died following Ted around at the ending, probably because he became too close with Ted and got designated as Soul Eater's victim.

- Combination Attack: Gau can perform the "Berserker Attack" with Dario.
- Defeat Means Friendship: Joins Lazlo after being defeated in combat.
- Elemental Powers: In Naval Battles, Gau can use very weak Rune Cannons of every element and has good affinity with the Earth Rune.
- Expy: Of Final Fantasy VI's Gau.
- Flunky Boss: As a boss, Gau fights alongside four Demon Wolves.
- Hulk Speak: Only Dario was able to understand him at times. Also, his letters to you are all variations of the word UGA!
- In the Hood: He wears a headdress made from the skinned head of a Demon Wolf.
- Lightning Bruiser: Not only Gau is strong, durable and has high HP, but he also has excellent speed stats. When leveled, he will became even faster than ninja-type characters.
- Luck-Based Mission: Gau appear as a enemy during random battles. He may show up fast or not, depending of your luck.

The female sibling of the Mordo Springs Bandits. Lo Fong is the Tenzai Star, also known as the Star of Sin, of the 108 Stars of Destiny.
- Dishing Out Dirt/Making a Splash: Has excellent affinity with Water and Earth Runes. She also joins with an Earth Rune attached.
- Genki Girl: Can be very energetic.
- Kimono Fanservice: Lo Fong wears a blue wave-themed kimono.
- Likes Older Men: Lo Fong clearly has a fondness for older men (and mustaches), as when she decides to rank the most attractive men on the boat, Gunter took bronze, Konrad took silver, and Izak took the gold. Also, in her confession scene:Keen: Then, would you tell me what you think of Lazlo?Lo Fong: Give him another 30 years... then we'll see if he becomes my kind of man...

Lo Hak is a young archer and the womanizer of the bandit siblings. He is the Tenpai Star, also known as the Vanquished Star, of the 108 Stars of Destiny.
- The Charmer: Lo Hak is a bit of a ladies man, with Katarina, Helga, and Maxine being his particular favorites.
- Playing with Fire: Has excellent affinity for fire magic. Also comes with a Fire Rune attached.
- Red Herring: In the Comment Box, he suggests that Katarina, Maxine, and Helga have the "Beauty Attack" Unite; in truth, it is Kika, Jeane, and Ameria.
- Shirtless Scene: He only wears a blue coat.

The older brother. Lo Seng is the Tenken Star, also known as the Dagger Star, of the 108 Stars of Destiny.
- Drunken Master: He has a weakness for wine.
- Greed: His weapon's last growth is called the "Knives of Avarice".
- Making a Splash: Has excellent affinity with the Water Rune.
- Money Multiplier: Comes with a Prosperity Rune attached. It doubles the amount of money received after battle.
- Team Dad: To the other two.
Deserted Island
A hot springs enthusiast. Taisuke is the Chiretsu Star, also known as the Inferior Star, of the 108 Stars of Destiny.
- Anime Hair: Has a spiky Wolverine-like hair-style.
- Bathtub Bonding: Certain combinations of characters and antiques placed within the baths will activate a variety of mini scenes.
- Furo Scene: His specialty. He has a passion for making baths, and once recruited, he builds a large onsen on the ship HQ, where party characters can be seen enjoying a nice soak. The onsen also serves as an area to display a mural of all islands visited and any treasures found.
- Naked on Arrival: He joins the allies after the hero retrieves his misplaced clothes whilst he is having a (naked) soak in a mountain spring on the Deserted Island.
- Playing with Fire: In Naval Battles, he can use Fire Rune Cannons.
Donut island
- Voiced by: Harumi Suga (IV) and Shuto Asayuka (Tactics) (JP)
A treasure hunter, able to uncover secrets with her dowsing rods. Rene is the Chikou Star, also known as the Cunning Star, of the 108 Stars of Destiny.
- Adventurer Archaeologist: She is an expert treasure hunter and loves the thrill of finding treasure more than the actual items themselves.
- Dishing Out Dirt: In Naval Battles, Rene can use Earth Rune Cannons. In Tactics, this is her innate element.
- Mini-Game: The "Tresure Hunt" minigame, a Metal Detector Puzzle where Rene uses her dowsing rods to find buried items.
- In Tactics, despite being playable, Rene cannot attack enemy units but she gain Experience Points by digging for buried treasure.
- Plucky Girl: When it comes to treasure hunting.
- Precocious Crush: It's apparent that Noah, Rita and herself have a crush on the hero.
- Promoted to Playable: In Suikoden Tactics.
- Treasure Map: These are her specialty and can be used in a variety of locations to activate her treasure hunt game.
The Mermaids
- Color-Coded Characters: Each mermaid's "ears", fins and lower limbs are from a specific color. Lilan is yellow, Lilen is purple, Lilin is blue, Lilon is green/brown, and Liloon is orange.
- Cute Monster Girl: No one would look at them and think monsters.
- Family Theme Naming: Their names follows the pattern: Lil + a vowel + n. The last one was supposed to be Lilun, but this was likely lost in translation.
- Humans Are the Real Monsters: The mermaids are very wary of humans due do being frequently hunted for their skin.
- Item Crafting: Their speciality. Lilin and her sisters operate an accessory store and can synthesize new accessories from any materials the hero has gained.
- Our Mermaids Are Different: Unlike traditional mermaids, Lilin and her sisters have humanoid legs, as opposed to fish-like tails. They also look like they're wearing a wetsuit.
- Throwing the Distraction: During the invasion of Fort El-Eal, the sisters led a three-ship decoy fleet, and jumped into the sea just seconds before the Huge Rune Cannon was fired and destroyed it.
- You No Take Candle: The sisters in general have trouble with the grammar. Liloon is particular has the worst grammar and seem to have no desire to learn.
- Subverted with Lilen and Lilon, who can write and speak normally.

The first mermaid sister encountered by Lazlo. She was spotted at the cave of the Deserted Island and latter warned the party about Chiepoo being in danger. Lilin is the Chisatsu Star, also known as the Searching Star, of the 108 Stars of Destiny.
- Damsel in Distress: During her recruitment quest, she is attacked by Cray Trading Company members and have to be rescued.
- Hair of Gold, Heart of Gold: Lilin has a long blonde hair and is Purity Personified.
- The Ingenue: She is naive and innocent.
- Shrinking Violet: She is very wary of humans and presumes the hero wants to skin her when she's first encountered.
- Strange-Syntax Speaker: Lilin has a peculiar manner of speech, as seen in the scene where Chieppo is attacked by a giant crab.
- Curtains Match the Window: Has brown hair and matching brown eyes.
- The Cutie: The sweet and innocent little sister of the team.
- Fishing for Sole: Lilan actually is this. Shiramine catches her in his net and pulls her onboard.
- Guide Dang It!: Lilan is the hardest mermaid to recruit. First you need to have Shiramine (whom to recruit, you need Ugetsu, a character who appears randomly at the Na-Nal docks), then you have to move the ship to Nay Island and asks Shiramine to lower his net to catch her.
- Shrinking Violet: Like her sister Lilin, Lilan is shy and is very wary of humans.
- Tagalong Kid: Lilan is the youngest and smallest of the sisters.
- Brainy Brunette: Has light-brown hair and is the smartest mermaid, alongside her big sister Lilon.
- Purple Is Powerful: Has purple limbs, purple eyes and is the smartest one.
- The Smart Girl: She doesn't have the peculiar speech pattern of her sisters and is the most adept at writing because she's the only one who bothers to learn.
- Curtains Match the Window: Has brown hair and matching brown eyes.
- Cool Big Sis: Lilon is this to her younger siblings, being the oldest and reliable one. She is also a Team Mom, being responsible for teaching (or at least trying) her sisters the human language and writing.
- Luck-Based Mission: After talking to a NPC in the Nest of Pirates, you have to keep sailing around the island, and dealing with Random Encounters, until Lilon decides to shows up.
- The Smart Girl: Lilon has no problem with the humans language and is very adept at their writing.
- Tall, Dark, and Handsome: Being the oldest sister, Lilon is tall, good-looking, and has brown hair and eyes.
- Tomboyish Ponytail: She is The Big Guy of the team, being older and more confident than her siblings and has a ponytail.
- Unusual Eyebrows: Her brows are about half the size of her eyes.
- Curtains Match the Window: Downplayed. Liloon's hair and eyes are brown, but in different shades.
- Girly Girl: Of the mermaid sisters, she's the most feminine.
- Odd Name Out: To match the Family Theme Naming of her sisters, Liloon name would have to be Lilun.

A villain that appears during the "Ted Recruitment" Sidequest. He is the owner of the Fog Ship and offers to save Lazlo from the burden of having the Rune of Punishment.
- Casting a Shadow: Attacks with the Soul Eater Rune, which he has taken from Ted.
- Eldritch Abomination: Looks like a floating mass of merged reptile monsters and a glowing hand.
- Escapism: The Guide offers Lazlo a chance to escape his dark fate as the wearer of the Rune of Punishment and live on his ship.
- Everyone Calls Him "Barkeep": He is referred, simply, as "Fog Ship Guide".
- Filler Villain: He only appears during the (optional) Ted's recruitment arc and has no relevance in the story.
- Ghost Ship: Inhabits the Fog Ship.
- Power Parasite: Has the power to take True Runes from it's bearers.
- We Will Meet Again: In his last words, before Leknaat sends him back to the Eternal City, the Guide makes a vow to return after acquiring more power.
Twin brothers that mysteriously appear in a room on the Ship HQ that shouldn't even exist. A mycologist and horticulturist, respectively. Mao is the "Chitou Star" (the Folding Star) and Nao is the "Chisyun Star" (The Elegant Star) of the 108 Stars of Destiny.
- Coordinated Clothes: Mao and Nao are twins and their clothes parallel each other: Mao has green hair, green shoes, and wears brown pants; Nao has brown hair, shoes, and green pants. Even their goggles mirror each other, being in opposite directions.
- Creepy Twins: They have a creep design and a Evil Laugh to boot.
- Green Thumb: They are experienced mycologists and provide the HQ with a useful harvest of mushrooms and crops of mint.
- Loners Are Freaks: There's a genuine sense of creepiness when it is found out that someone (or something) has set up shop in the lower decks, conducting bizarre biological experiments.
- Mad Scientist: Well, mad mycologist and botanist, if you want to be specific.
- Mini-Game: Mao and his brother operate a bizarre mini-game battle, where the player controls an army of mushroom or mint warriors on a Suikoden 1 inspired miniature battle field.
- Night-Vision Goggles: They have to work in low-light conditions.
- Single-Minded Twins: Their are both creepy loners with a sinister laugh and similar interests. Curiously, the duo tend to argue a lot.
- Vitriolic Best Buds: They argue a lot, each insisting that the other cannot continue cultivating his plants.
- Big Eater: Brec has a big appetite and asks for more in the Comment Box.
- Cluster F-Bomb: Has a foul mouth.
- Gasshole: Brec is known for his horrendous stink.
- Gonk: He was designed after a stereotypical pirate.
- Hates Baths: The ending states that he hasn't taken a bath in months.
- Heavy Sleeper: Brec is said to sleep a lot.
- Punch-Clock Hero: He and Jango are two Gonk stereotyped pirates who only joins the Liberation Army because the war prevents them from doing their piracy properly, and they want to get back at business.
- Random Event: He and Jango randomly turn up on board once 51 characters have been recruited.
- Seadog Beard: Fitting as he is a very stereotypical pirate.
- Shock and Awe: In Naval Battles, Brec can use Lightning Rune Cannons.
- Blow You Away: In Naval Battles, Jango can use Wind Rune Cannons.
- Boisterous Bruiser: Jango is big, loud, and has a big presence due to his '90s Anti-Hero personality.
- Gonk: He was designed after a stereotypical pirate.
- Perma-Stubble: Jango is a tough looking pirate and has stubble.
- Punch-Clock Hero: He and Brec joins the party because the ongoing war prevents them from doing their piracy properly.

- Status Buff: In Naval Battles, as a captain, Jango grants +2 points to the ship movement range.

A fisherman who use net to catch a fish. Shiramine the Tenhei Star, also known as the Leveled Star, of the 108 Stars of Destiny.
- Combination Attack: Can perform the "Fisherman Attack" with Ugetsu.
- Elemental Powers: In Naval Battles, Shiramine can use Rune Cannons of every element. For normal battles, he has good affinity with Earth and Water Runes.
- Eyes Always Shut: In his character portrait.
- Fishing Mini Game: Shiramine runs the net-fishing game, which is used to haul up treasure (and sometimes characters!) from the ocean.
- Fishing for Sole: Shiramine actually is this. Ugetsu catches him in his net in the middle of the ocean.
- Nice Guy: If you catch Lilan, a mermaid, he's shocked and worried and immediately wants to put her back into the ocean. It's only when Lilin, her sister, comes to you that he finds it's kind of a good thing.
- Real Men Wear Pink: Wears a priple coat.
- Theme Naming: Uses a ocean theme naming for his weapons: "Calm", "Wave" and "Tsunami".
- Wolverine Claws: Fights with claws, Tsunami.
A big believer in fate and fortunes. Also has a mysterious means of transportation, as despite the war, he manages to get from island to island with no difficulties. Gunter is the Chisyu Star, also known as the Ugly Star, of the 108 Stars of Destiny.

- Blow You Away: In Naval Battles, he can use Wind Rune Cannons.

- Neat Freak: He disliked how the smell of the sea stuck to him whilst on the ship HQ, so he had to take frequent baths to keep his hygiene and fresh smell.
