    Patrick 
Voiced by: Kenji Nojima (Japanese), Billy Kametz (English)
  • Genre Savvy: Downplayed; when Spacer turns, Patrick realizes he poses a danger and draws his gun on him, opening fire when Spacer fails to comply. However, he fails to shoot him in the head, and is narrowly saved by Leon who advises him such afterward.
  • Underestimating Badassery: He initially thinks Leon was lucky when he was sent to rescue Ashley Graham from the Los Illuminados cult in RE4. As stated by Jason and proven by Leon, Patrick's assumptions were wrong.
  • You Are Better Than You Think You Are: Tells Leon this when the latter expresses doubt when called a hero.

    Jason 
Voiced by: Fumihiko Tachiki (Japanese), Ray Chase (English)
  • A Father to His Men: He cared dearly for the men under him in the Mad Dogs Unit. Their committing suicide due to Wilson's abuse after being infected is the reason for Jason's slippage into evil.
  • An Arm and a Leg: After mutating, Jason's right arm gets blown off at a later point by Leon, who was using a Barrett sniper rifle.
  • Anti-Villain: He genuinely wants to prevent further atrocities like what happened to the Mad Dogs from happening, but his ends as well as his means are extreme, to say the least.
  • Dark and Troubled Past: Watching his men gradually commit suicide and being used as a Human Weapon ultimately drove him to despair. By the time he finally turned against Wilson, Jason no longer cared about using the inhibitor to slow down his infection because he already considered his life a Fate Worse than Death.
  • The Dog Bites Back: When he turns on Wilson in Episode 4.
  • Fallen Hero: Initially a courageous soldier who wanted to do right by people, he cared greatly for his men and was even willing to disobey orders to rescue people on the possibility that there was still someone alive, refusing to leave them behind. Then Wilson came along...
  • Human Weapon: What he and the rest of the Mad Dogs became after their sortie into Penamstan. Wilson deliberately holds off the inhibitor for their viral infection, giving it to them only when they do black ops work for him.
  • Impaled with Extreme Prejudice: How he meets his end, lasting a few minutes to deliver a few words to Leon before expiring.
  • "Not So Different" Remark: With his final breath, he told Leon that they both knew what true terror was. Jason also implored Leon to carry on the lesson of terror to the world so that everyone can truly understand his suffering. Having seen how despair and terror could corrupt people like Jason and Shen Mei, Leon instead decided to protect hope by not letting the true story behind the Mad Dogs see the light of day.
  • Only One Name: Strangely, for being a famous war hero whose reputation precedes him, Jason's never given a last name. We see newspaper clippings about him, and in even in formal briefing situations where he would be more likely referred to as Agent Surname, people are just casually calling him Jason.
  • Put Them All Out of My Misery: By the end of his life, Jason was so utterly broken that he decided that the only thing he could do was teach the world the terror he experienced and then burn it all down. He even killed his only remaining friend Shen Mei when she tried to stop him.
  • Red Baron: He is known to the American public as the "Hero of Penamstan". Jason is more than a little cynical about this title, given what really happened.
  • Rogue Agent: Ultimately the culprit responsible for trying to going after Wilson, going against orders.
  • Shell-Shocked Veteran: Up To Eleven. Not only was he a veteran soldier familiar with the conventional horrors of war, but he also had to watch his men end up as unwilling Human Weapons and gradually kill themselves.
  • Tragic Villain: He and his men had the unfortunate fate of being chosen by Wilson as prototypes for his bioweapon program. The sheer horror of it all left Jason a broken shell of a man who sees no hope for the world.
  • Zombie Infectee: Jason and his entire unit end up getting bitten by zombies during their attempted rescue of Jun See's downed helicopter. The only thing that kept his infection at bay were Wilson's supply of inhibitors.

    Shen Mei 
Voiced by: Megumi Han (Japanese), Jona Xiao (English)
  • Action Girl: She is more than capable of handling zombies on her own.
  • All for Nothing: Everything she did for her brother is rendered moot. Not only does Jason kill her, but Leon chooses not to hand over the chip containing information about Wilson's crimes, denying her family and the Mad Dogs Unit any justice.
  • Anti-Villain: Wilson sent the Mad Dogs unit into Penamstan in order to test the abilities of his bioweapons. Her brother was a victim of a zombie attack, and thus was turned into one. She even teamed up with Jason in order to bring his crimes to justice no matter what methods they're willing to go through with.
  • But Not Too Foreign: She's Chinese-American.
  • Neck Snap: At the receiving end of a particularly brutal one courtesy of a mutated Jason.
  • The Ojou: Her immediate family still in China is from the upper class and her grandfather has founded a huge company in Shanghai.
  • Rogue Agent: Ultimately one of the culprits for trying to going after Wilson, going against orders.
  • Slashed Throat: She ends up giving one to an unfortunate submarine crew member in order to leave no witnesses for her and Jason's secret mission.
  • Spell My Name With An S: Shen Mei is her name, although Shen May is also sometime seen with the name being translated as such from katakana.
  • You Are Better Than You Think You Are: She tries giving one to a mutated Jason. It doesn't work and it just ends up getting her killed by Jason.

    President Graham 
Voiced by: Kazuhiko Inoue (Japanese), Joe J. Thomas (English)
Mentioned: 4, Degeneration
  • Benevolent Boss: Like his successor, Adam Benford, he treats Leon with nothing but respect. He even trusts Leon to rescue his daughter after Ashley was kidnapped by Krauser, who had her held prisoner in Spain.
  • The Ghost: In RE4 and Degeneration only. Infinite Darkness is his first on-screen appearance in Resident Evil media. His brief (but faceless) cameo in the introduction of Resident Evil 4 (Remake) is shown, via stock footage from the series.
  • Greater-Scope Paragon: He sent Leon to Spain in order to rescue his daughter Ashley from the Los Illuminados cult in Resident Evil 4.
  • Offscreen Villainy: The rest of the series, particularly RE6, implies that Graham helped cover-up the U.S. government's involvement in the Raccoon City outbreak and its subsequent nuclear destruction.
  • Reasonable Authority Figure: President Graham is initially reluctant to start a war with China, as he doesn't believe there is enough evidence implicating them in the attacks against the US. He is convinced not to go through with that decision by Patrick's last-minute warning that Secretary Wilson was behind the attacks in order to start a war with China, simply by hearing that Leon was the one who wanted him to know.

    Ryan 
Voiced by: Mitsuru Ogata (Japanese), Brad Venable (English)
  • Only Sane Man: In contrast to Wilson and Graham (the latter of whom is more neutral whereas the former is a warhawk), Ryan realizes how very destructive a war against China would be.
  • Reasonable Authority Figure: In contrast to Wilson, Ryan seems to care for his agents and also argues against starting a war against China.

    Wilson 
Voiced by: Aruno Tahara (Japanese), Doug Stone (English)
  • Bad Boss: As Jason and the Mad Dogs unit can attest.
  • Big Bad: Of the webseries.
  • Corrupt Politician: After the Mad Dogs Unit learned of his involvement with developing bioweapons with Tricell, Wilson blackmailed them into serving as his own personal black ops team by threatening to withhold the inhibitors from them, which would result in them becoming monsters. All of them except Jason committed suicide as a result of this abuse. In the present, Wilson orchestrates a zombie attack on the White House and frames the Chinese for it in order to start a war with them from which he will profit.
  • Didn't See That Coming: Is shocked when Jason turns on him, knowing he'll succumb to his condition without the inhibitors Wilson's been supplying him.
  • Evil Old Folks: With gray hair and wrinkled skin.
  • Four Eyes, Zero Soul: Wears glasses in the present and, as he shows, is absolutely deplorable as a human being.
  • Hate Sink: Yet another highly despicable person who uses bioweapons all to ensure his pockets are filled and making him a powerful man. He first uses his soldiers as test subjects to spread the virus in a foreign country, then using the surviving soldiers as his personal hound dogs for years. After becoming Secretary of Defense, he manipulates the President into starting a war with China and once again plans to use the virus in the upcoming war. Worse of all, unlike most RE villains who is not Albert Wesker or Oswell Spencer, Wilson is able to get away scott free with his only karma being infected and has to use the inhibitor for the rest of his life.
  • Karma Houdini Warranty: At first Wilson may seem like a Karma Houdini since he is neither killed nor imprisoned at the end of Infinite Darkness. And while Leon is able to foil his plans of starting a war with China, Wilson's crimes against Shen Mei's family and the Mad Dogs go unexposed thanks to Leon's decision to keep the information a secret. However, Wilson getting infected by Jason and being forced to rely on the inhibitor to stave off his mutation can be seen as a Fate Worse than Death and a nice bit of Laser-Guided Karma. And his crimes are now known by President Graham, even if they aren't made public. Furthermore, TRICELL, the providers of the inhibitors will collapse in 2009, leaving Wilson without anyone to produce the inhibitors.
  • Laser-Guided Karma: Wilson helped develop a virus that he planned to use to infect the people of Penamstam and then make them reliant on an inhibitor created by his co-conspirators at TRICELL. Wilson is bitten by a mutated Jason, infecting him with the very virus he helped create and planned to use on people, making Wilson dependent on the inhibitors. TRICELL's eventual collapse in 2009 likely means that he is also Doomed by Canon.
  • No Full Name Given: Wilson's full name is never mentioned in the series and it isn't clear if "Wilson" is a forename or a surname.
  • Non-Action Big Bad: Rarely gets physical, instead using his authority and resources to achieve his goals.
  • Suspiciously Similar Substitute: To Derek Simmons. Both are high ranking government officials who use bioweapons with the self-justification of trying to preserve the United States' status as world superpower.
  • Villainous Breakdown: He suffers a massive one when Jason turns against him and infects him with the virus he helped make.
  • Would Hit a Girl: Strikes Claire while she's tied up in his custody.
