    A-Laws as a whole 
  • And There Was Much Rejoicing: The group being dissolved was met with celebration.
  • Elite Mooks: Their soldiers have access to better mobile suits than the regular ESF Army and are generally more skilled compared to their regular counterparts.
  • Evil Army: They are Ribbons' personal fighting force, operating independently of the Earth Sphere Federation Army's jurisdiction, and commit numerous atrocities against both rebels and civilians.
  • Expy: Of The Titans, another Knight Templar secret police force. Also to OZ, being the elite branch of The Federation's armed forces equipped with the latest technology and having the best-trained soldiers.
  • Heel–Face Turn: The surviving members of the A-Laws defect and attempt to redeem themselves by fixing their past mistakes.
  • Kill Sat: The Momento Mori, which was used to wipe whole countries off the face of the Earth that didn't submit to the Federation.
  • Knight Templar: They show little to no hesitation in mass slaughter to bring so-called peace.
  • Sociopathic Soldier: Most of their members don't hesitate to massacre civilians.
  • State Sec: They can do pretty much whatever they want. They are the Autonomous Peacekeeping Force, after all.
  • Villain with Good Publicity: They have total control of the world information networks, concealing their atrocities. They don't last long after losing this.
  • Well-Intentioned Extremist: They genuinely believe that their harsh methods in dealing with their enemies will result in a better future.

The commander-in-chief of A-Laws and uncle to Billy Katagiri. He is a dedicated disciple of Bushido.

  • Beard of Evil: He has a beard and is a ruthless Knight Templar.
  • Better to Die than Be Killed: He commits seppuku after the A-Laws are defeated so he won't have to face the consequences for his atrocities being exposed.
  • Cool Uncle: Pretty much his sole redeeming trait is that he acts like this towards Billy. Their screentime together shows that for all his faults, Homer isn't totally devoid of empathy.
  • Corporate Samurai: He's the A-laws' commander-in-chief and a follower of the way of Bushido. Strangely though, he's never actually seen in combat.
  • Desk Jockey: He is never seen commanding a fleet or piloting a mobile suit. Most of his duties appear to be administrative.
  • Even Evil Has Loved Ones: He’s the remorseless leader of a State Sec, but he is genuinely fond of his nephew Billy.
  • Evil Mentor: To Graham, having taught him everything about the way of Bushido.
  • Evil Uncle: He's Billy's ruthless Knight Templar uncle.
  • Evil Virtues: Befitting of a follower of bushido, Homer adheres to the steadfast loyalty to the Earth Sphere Federation and its goal of total unification, and he genuinely believes in that vision unlike his sadistic underlings (namely Goodman and Lindt).
  • Expy: To Jamitov Hymem, complete with Beard of Evil. Unlike Jamitov though, Homer is under no delusion that the A-Laws were his own private force and has no ambition to Take Over the World; he genuinely wants to eradicate all anti-Federation resistance to bring about a permanent peace.
  • Flat Character: He's introduced in Season 2 as Ribbons' political puppet and never really displays any defining characteristics besides an unwavering drive to realize permanent peace.
  • Grumpy Old Man: He rarely shows a lot of positivity.
  • I Did What I Had to Do: He sanctioned some of the A-Laws' worst atrocities without hesitation or remorse, firmly believing they are all for the betterment of the world. His nephew even implies that he would willingly shoulder all of their transgressions.
    Billy Katagiri: The commander is prepare to bear every sin imaginable in order to realize permanent peace.
  • Killed Off for Real: The last in-series kill. Though he dies by his own hands.
  • Kubrick Stare: Barely seen without it.
  • Non-Action Big Bad: Despite being one of the second season's main antagonists, Homer is never seen on the battlefield.
  • Old Soldier: He’s 58 and considering he’s the leader of the A-Laws, he has to be this.
  • Seppuku: This is how he meets his end, following "The Way of Bushido".
  • The Sociopath: Most of the A-Laws are this, but Homer deserves special mention — he only ever displays cold, dignified resolve to destroy anti-government forces and never indulges in the proud or sadistic pleasure of seeing them decimated like Goodman and Lindt.
  • The Stoic: Rarely if ever displays any emotion besides his cold resolution to eliminate Celestial Being and all other anti-Federation forces.

    Arthur Goodman

The A-Laws officer charged with anti-Katharon operations. He is Homer's second-in-command.

Voiced by Hisao Egawa (Japanese) and Jason Simpson (English)

  • Armchair Military: Unlike Homer Katagiri, Goodman is at least willing to be on the battlefield and commanding their forces (as long as he's surrounded by a huge fleet to protect himself).
  • Bad Boss: Orders his men to fire at an immobilized A-Laws ship that is blocking his fleet from firing at Katharon, completely unconcerned with how many of his own soldiers would be killed.
  • Colonel Kilgore: If he has to commit a military operation that is borderline terrorism, he will.
  • Chekhov's Gunman: First appeared as a background character in the Season 1 finale.
  • Dirty Coward: He's confident so long as he has an overwhelming tactical advantage. Once things turn against him, his cowardly nature shows itself. His last act is futilely trying to run away when Setsuna blows up his bridge, screaming for someone to "Do something!".
  • The Dragon: He commands the A-Laws's fleet actions in Homer's place.
  • Expy: A brutal second-in-command, tasked with hunting down the government's enemies, who goes way too far in doing so? He's Bask Om to Homer's Jamitov Hymem.
  • Fat Bastard: Overweight and one of the most detestable members of the A-Laws.
  • General Ripper: He's willing to resort to mass alley casualties and firing on his own men to get the job done.
  • Hate Sink: He embodies the A-Laws' arrogance and jerkassery without the competency, style, or sympathetic backstory of its individual members to get in the way of rooting for his demise.
  • Killed Off for Real: Meets his end by Setsuna blowing up his ship.
  • Last Episode, New Character: First appears in the first season finale.
  • Non-Action Guy: A commander, not a fighter.
  • Nonindicative Name: His name is Arthur and his last name is Goodman!? That ought to be a crime.
  • Smug Snake: Thinks he’ll be able to get everything under control against the Ptolemios. He’s proven wrong thanks to Katharon, Kati, and Patrick.
  • Small Name, Big Ego: Believes he’s much better than everyone else, but Celestial Being manages to prove him wrong.
  • We Have Reserves: Every tactic he employs all basically comes down to "crushing the enemy with overwhelming force."

An A-Laws commander who is shown to be somewhat arrogant and overconfident in his abilities.

Voiced by Kazuki Yao (Japanese) and Andrew Toth (English)

  • Armchair Military: Like Goodman, Lindt is also a more active field commander, though he's far less capable than he thinks.
  • Big "NO!": His final words as the explosion of the first Memento Mori consumes him.
  • Colonel Kilgore: He's infamous for his mopping-up operations and actively enjoys getting the chance to carry them out, even when non-combatants are slaughtered as well.
  • Evil Genius: He's an expert strategist notorious for his gruesome mop-up operations.
  • Hate Sink: He’s an apathetic mass-murderer working for a terrorist organization that has no problem hurting people, whether they’re his allies or enemies.
  • Karmic Death: He's killed by the debris of the very super weapon he was using to kill millions.
  • Killed Off for Real: One of the first members of the A-Laws to bite it.
  • Know-Nothing Know-It-All: He's competent enough to handle most conventional mop-up operations against garden-variety terrorists and resistance groups. Against Celestial Being, however, he's easily outplayed and outperformed by both Kati and Sumeragi.
  • Lack of Empathy: During the mop-up operation at Katharon's base, he doesn't care at all that his automatons are indiscriminately slaughtering defenseless opponents and non-combatants, and even mocks Kati for being disgusted by it. Later on he's given command of the first Memento Mori and uses it to kill millions of innocent people without batting an eye.
  • Modern Major General: He’s a total prick and proves to be a horribly incompetent man.
  • Non-Action Guy: Much like Kati, he’s a strategist, not a soldier.
  • Red Eyes, Take Warning: Has red eyes and is not a good person in the slightest.
  • Smug Snake: Acts like a master strategist, but is easily outmatched by Sumeragi and upstaged by his ally Kati.
  • The Strategist: Kati even states that he is reasonably skilled, but as his methods are usually practical and conventional, he can be quite predictable. This shows when he is easily picked apart by Sumeragi and outperformed by Kati, both of whom are far more bold and unorthodox tacticians.
  • 13 Is Unlucky: Dies in Episode 13 of season 2.

    Barrack Zinin

An A-Laws Mobile Suit commander who pilots an Ahead. Initially looking down on Louise Halevy, he often shows a great concern for her due to her young age and questionable heatlh, often chastising her for her reckless behavior on the battlefield.

Voiced by Tetsu Inada (Japanese) and Mark Gibbon (English)

  • A Father to His Men: He cares for his underlings and tries to be something of a father figure to Louise.
  • Anti-Villain: He joined the A-Laws to avenge his wife, who was killed by Katharon.
  • Fatal Family Photo: Dies the same episode that Louise sees a photograph of his late wife.
  • Good is Not Nice: He might be a fairly reasonable and caring fellow, but he is still part of a brutal State Sec and is mostivated by a burning desire for revenge.
  • Killed Off for Real: Is the first major A-Laws member to be killed by Celestial Being.
  • Large and in Charge: A very tall man who is also Louise’s commander.
  • Sacrificial Lion: Dies at the end of Episode 13 of Season 2, making him the first named A-Laws operative to be killed in combat.
  • Small Role, Big Impact: While Louise already hated the Gundams because of Nena's actions, Barrack's death ultimately made her desire for revenge blind her moral train. Her health also deteriorated as a result.
  • Team Dad: He looks out for his men.
  • 13 Is Unlucky: Dies in Episode 13 of Season 2.
  • Token Good Teammate: Heavily downplayed. While he does care for his troops and seems a reasonable person, he still follows the extremist ideology of the A-Laws.

    Andrei Smirnov

First introduced in the second season, Andrei is the estranged son of Sergei Smirnov and member of the A-Laws. He holds a grudge against his father for not protecting his mother 14 years before the beginning of the second season and joins the HRL military and later the A-Laws to forge his own path. Later in the story, Andrei meets Louise Halevy and develops an interest as he sees her more suited as a lady then a soldier, often protecting her in battle.

  • All Love Is Unrequited: He couldn't properly court Louise for his awkward personality and Parental Issues and for the fact that Louise and Saji are Star-Crossed Lovers.
  • The Atoner: After he realizes that Sergei wasn't a traitor and really did love him, Andrei decides to atone for his patricide by dedicating his life to protecting civilians. It eventually gets him killed.
  • Better to Die than Be Killed: He self-destructs his GN-XIV before the ELS can assimilate him.
  • Dying Moment of Awesome: In the movie's final battle, he pilots his GNX-IV and goes into Trans-Am mode to take down as many of the ELS before being killed and assimilated. Before he dies, he sees his mom and dad smiling at him with pride.
  • Even Evil Can Be Loved: He is a huge hypocritical Jerkass, but Sergei still love and care about him despite their conflict.
  • Even Evil Has Loved Ones: He still deeply loved his deceased mother. Same thing for Louise, Andrei genuinely worries about her and tried to help her multiple times (albeit in a misguided way).
  • Expy:
    • Since Saji is an Expy to Hathaway Noah and Louise being to Quess Paraya, that makes him Gyunei Guss since he is part of the Love Triangle and he is the commanding officer to Louise like how Gyunei is the commanding officer to Quess, as well as having a love rival on the opposite side of the war.
    • Also Jerid Messa, as both are zealous supporters and soldiers of their timeline's State Sec.
  • Freudian Excuse: For killing Sergei, it's to avenge his mother. For attempting to kill Saji, it's because he blames him for Louise's deteriorating mental condition.
  • Hate Sink: Before his redemption and his Heroic Sacrifice moment in the Movie, he is nothing but a delusional Jerkass. In Season 2, he receives this thanks to his convincing Louise to kill Saji and killing his own father due to his own misunderstanding.
  • Heel Realization: During the Trans-Am Burst, Soma makes him realize that Sergei was not a traitor and that he loved him.
  • Heroes Prefer Swords: Perhaps to symbolize his growth into a more noble and righteous soldier, Andrei's GN-XIV in the movie is equipped with a GN buster sword.
  • Heroic Sacrifice: He sacrifices himself to save the Earth from an ELS cluster that managed to breach the Federation and Celestial Being's blockade.
  • Hopeless Suitor: He has a crush on Louise, who just sees him as a cohort and doesn't like how he keeps trying to pressure him into being more feminine.
  • Horrible Judge of Character: Is convinced that Sergei is a ruthless monster who coldly left his own wife to die. Later in the story, he concluded and accused Saji of being a "bastard boyfriend" to Louise.
  • Hypocrite: Tried to persuade Louise to abandon his grudge against Celestial Being, yet his grudge against Sergei bears no difference to hers at all.
  • Jerkass: In season 2, he nothing more than hypocritical jerk. He gets better on last episode, though.
  • Karma Houdini: Subtle and neat subversion. He survived the final battle even if he killed his own father in a fit of rage. However, after his last heart-to-heart with Marie he has actually realized what he has done, and the prospect of living with his own terrible guilt for his actions, unable to forgive himself and knowing that his love for his Missing Mom robbed him of forgiving his Disappeared Dad, sounds like a much more fitting punishment for the series' Scrappy.
  • Last Stand: Goes off on his own to stop an ELS cluster that got past the Federation and Celestial Being blockade, knowing full well that destroying it would result in his death.
    "I am an Earth Federation Soldier, I will protect the civilians!"
  • Love at First Sight: Fascinating with Louise youthful appearance due her age.
  • Love Makes You Evil: Kills his father out of a twisted sense of love for his mother, Holly. And then he tries convincing Louise to kill her true love, Saji.
  • Military Brat: The son of two soldiers who became a soldier himself.
  • Moment Killer: Twice! First when he killed Sergei just after the world had a moment of unity. And second when he interferes with Saji while the latter is reaching to Louise via Quantum brainwaves.
  • Murder the Hypotenuse: In Episode 19 of Season 2, he decided upon himself that since Louise couldn't bring herself to kill Saji, he will do the job. During Episode 24, he attacks the 00-Raiser mistaking Saji as its main pilot, blaming him as the cause of Louise's further stress and deterioration. Saji's co-pilot sweeps him away and disabled his Ahead, foiling his plan.
  • My God, What Have I Done?: Breaks down crying when Soma makes him realize that Sergei loved him.
  • Parental Abandonment: His Action Mom died when he was young, causing him to hate his father. Years later, he became a Self-Made Orphan by killing him. He eventually comes to regret it.
  • Parental Issues: Hates his father for leaving his mother to die.
  • Poor Communication Kills: Murders Sergei before he can explain that he didn't actually defect to the coup faction.
  • The Resenter: Towards Sergei. And after killing him, he shifted towards Saji.
  • Redemption Equals Death: Dies defending humanity from the ELS with a roar on his face.
  • Sacrificial Lion: Dies during the movie's final battle.
  • Self-Made Orphan: Kills his only living parent.
  • Stalker with a Crush: Has a crush on Louise and ignores her rejection of his flirting with her and looks up her medical records without her consent.
  • Tall, Dark, and Snarky: He’s tall and doesn’t waste time snarking.
  • Took a Level in Kindness: After Marie forces him to realize that his father loved him, Andrei becomes a much kinder man.
  • Ungrateful Bastard: He killed his father and the man who helped him in joining the military for cryin' out loud! And when his adoptive sister hunts him down to pay for it, he is spared because one of her comrades stopped her. In the end of the episode, he plans on killing that guy too!
  • Unknown Rival: He blames Saji for Louise's Sanity Slippage and tries to kill him. Saji doesn't even know that Andrei exists.
  • You Shall Not Pass!: Repeatedly declares this against the ELS while holding the Absolute Defense Line and indeed he does not let a single one get past him. Even when it cost him his life.
