Frank Agnew
Played By: Mark Strong
- Karma Houdini: Subverted. He gets away with the McCann murder, but his life is pretty much in ruins by the finale.
- Killer Cop: He's a cop who murdered Brendan McCann by drowning him.
Joe Geddes
Played By: Lennie James
- Karma Houdini: Gets off scot-free with the murders of both McCann and Katia.
- Killer Cop: He and Frank Agnew are cops who murdered Brendan McCann by drowning him.
- Secret-Keeper He did not kill Katia prior to the pilot after all.
Simon Boyd
Played By: David Costabile
- Hero Antagonist: Investigating corruption and murder, he serves as the foil to the anti-hero protagonists.
- Internal Affairs: Boyd was investigating McCann and about to formally charge him before Geddes and Agnew killed him.
- Smug Snake: His cause is noble, but he often comes across as unbearably self-satisfied.
- Villainous Breakdown: Completely loses the plot after the mayor's office throw out his accusations against Geddes and Agnew in favour of a more politically convenient Fall Guy.

Damon Callis
Played By: James Ransone
- Berserk Button: Normally cool under pressure, he boils over if someone publicly reminds him that "his" bar is actually owned by his wife.
- Even Evil Has Standards: He may be a killer and a drug dealer, but he refuses to have underage prostitues in his club.
- "Facing the Bullets" One-Liner: His last words before being shot down are "Nice mask, asshole" to the gunman.
Others
Katia
Played By: Mickey Sumner
- Death by Flashback She is revealed to be alive in "No Rounds", but is later Killed Off for Real by Geddes in "Revelations".
- The Lost Lenore: Geddes tells Agnew she was murdered by McCann because he needs his help to murder his partner. It's a subversion, however, as Geddes actually snuck her out of the country instead of killing her.
Sean Foster
Played By: Trevor Long
- The Alcoholic: His addictions cost him his job on the force, his wife and his home.
- Fall Guy: Willingly offers himself as one to end the investigation into McCann's murder to protect Maya and Frank.
- I Want My Beloved to Be Happy: He is resigned to the fact that he has no chance of ever winning Maya back, but frequently checks in on her just to share her company and make sure she is ok. Eventually he sets himself up for crimes he did not commit just to keep her safe.
