A man who infiltrated Black Satan and volunteered to be converted into the Kikkaijin called Electric Human Stronger. Once the cyborg remodeling surgery was complete, he rebelled against Black Satan and renamed himself as Kamen Rider Stronger to avenge his friend who was killed by the organization.
  • Anti-Hero: The first morally grey protagonist (barring Joji Yuki/Riderman) in Kamen Rider, at least prior to his Character Development.
  • Artificial Limbs: Has cybernetic arms that he covers up with gloves.
  • Brought to You by the Letter "S": Quite literally, as Stronger has an "S" on his chest.
  • Cursed with Awesome: Has to cover his hands up with gloves lest he electrocute everything he touches.
  • Jerkass: A lot more rough around the edges than his predecessors, being openly rude at times. He also refused Tachibana’s help constantly, constantly bragged about how great he is and was openly condescending to his partner Tackle. Character Development later made him into a Jerk with a Heart of Gold.
  • Large Ham: I AM KAMEN RIDER STRONGER!
  • Person of Mass Destruction: It's no surprise, since he can even create lightning storms in an instant.
  • The Hero: The main protagonist of the show and the one actively fighting against Black Satan.
  • In the Name of the Moon: Always delivers a speech, typically from a high ledge, right before kicking a monster's ass.
    Stronger: The heavens cry out! The earth cries out! The people cry out! They cry out for me to destroy evil! Listen up, evildoers...I am the warrior of justice, Kamen Rider Stronger!
  • Phlebotinum Rebel: Invoked on purpose by Jo. He allowed Black Satan to turn him into Stronger so he could use his powers against them to avenge the death of his friend.
  • Shock and Awe: He can do pretty much anything related to electric powers. Some of his most impressive feat are: freely use magnetism, swiftly generate over several trillion watts of electricity, and even phase through solid matter. Upon getting Charge-Up form, these powers were increased by 100-fold.

The six Kamen Riders who preceed Stronger. They returned to Japan in pursuit of Marshal Machine and his cohorts.
  • Badass Crew: As one would expect from a team of Kamen Riders.
  • Big Damn Heroes: They all make their returns by showing up to save Stronger when he's in a pinch.
  • Combination Attack: They confront the Great Leader of Delza Army's true form by combining their energies, warping reality to enter his giant body.
  • Super Team: The threat of Delza leads them all to come together once they return to Japan.
  • Worf Effect: Subverted for the final time in the entire Kamen Rider franchise. Whereas Shigeru required Charge-Up form to stand a chance against the Delza Army, Hongo and the others (barring Riderman) more than held their own.

Black Satan

A mysterious organization created as a restoration of Shocker. They seek to take over the world by possessing people with their Satan Bugs.
  • Create Your Own Hero: Not only did they give Stronger his powers, but their murder of his friend was what inspired him to fight against them in the first place.
  • Nebulous Evil Organization: They're out to take over the world, and that's pretty much it.
  • Obviously Evil: With a name like "Black Satan," what else would you expect.
  • Puppeteer Parasite: Their Satan Bugs can possess people by entering through the ears and embedding themselves inside people's brains.

The mysterious leader of Black Satan. He is yet another incarnation of (who else?) the Great Leader.
  • Big Creepy-Crawlies: His true form is a skull-faced, bug-like creature.
  • Disc-One Final Boss: Gets defeated by Stronger two thirds of the way through the series, making way for Delza Army.
  • Hive Queen: Controls the Satan Bugs which Black Satan uses to brainwash people.
  • Monster of the Week: Functions as this in episode 26.
  • Non-Action Big Bad: Subverted for the first time. Unlike his Shocker and Destron incarnations, the Black Satan Leader engages Stronger in battle but in the end goes out like another Monster of the Week. His next incarnation proves much stronger.
  • No One Sees the Boss: As with all his previous incarnations, the Great Leader gives orders via a speaker system while his true form is hidden somewhere else.
  • Returning Big Bad: After sitting the previous two series out, the Great Leader is back at it again with a new evil organization.
  • The Voice: As with his previous incarnations, the Great Leader communicates with his subordinates via a speaker and isn't fully seen until late into the series.

A human criminal who joined Black Satan. His true form is a black cyclops.
  • Back from the Dead: After his first death, he gets revived by Black Satan in a blood ritual as "Hundred-Eyed Titan".
  • Badass in a Nice Suit: You can say he's a bastard, but you can't say he isn't well dressed.
  • Cool Shades: Dons a pair of shades in his human form.
  • Cyclops: Has a single eye in the center of his head, at least prior to his resurrection.
  • Disney Villain Death: Dies by falling into a volcano.
  • The Dragon: Black Satan's only eminent executive at the start of the series and the one who typically oversees the kaijin on behalf of the Great Leader.
    • Co-Dragons: Later on after he gets revived he shares the position with General Shadow.
  • Hates Being Touched: Hates having his clothes ruffled, as a clumsy mook in the first episode learned the hard way.
  • The Heavy: Since the Great Leader was pretty hands off this season, it is Titan who usually oversees the Evil Plan each episode and serves as Stronger's main enemy.
  • His Name Really Is "Barkeep": According to supplementary materials, Titan is his real name.
  • Oral Fixation: He constantly chews a glass tube.
  • We ARE Struggling Together: With General Shadow after he gets called in, both wanting to be the one to defeat Stronger.
  • Wicked Cultured: For a criminal he's very refined.
  • Worthy Opponent: After his final death, Stronger silently tells Titan he was a truly formidable enemy.
    Dead Lion

The overall Number Two to the Great Leader in Black Satan, he comes to Japan after Hundred-Eyed Titan's death to deal with Stronger.
  • Cats Are Mean: Has a Lion motif and is a fearsome commander of the enemy faction.
  • The Dragon: The Great Leader's right-hand and Black Satan's strongest commander.
  • What Happened to the Mouse?: We never see what happens to him after Black Satan's destruction, though Kamen Rider Spirits sees him resurface as one of the commanders of the Badan Empire.

Delza Army

    In General

The organization that emerges after Black Satan's downfall. They are comprised of Majin from the Demon World. While Shadow is technically in charge, whoever defeats Stronger is the one who will become their leader.
  • Enemy Civil War: Oh yes. They fight each other just as much as they fight against Stronger.
  • Mooks: The Delza Army Corps, an army of black-suited Faceless Goons who wear masks of the symbol of the Majin they serve under.
  • Our Demons Are Different: They're all cybernetic demons from the Demon World themed after various monsters.
  • Playing Card Motifs: Each Majin of the Delza Army is assigned a different card in Shadow's deck.
  • Villainous Rescue: Taken to extremes: Every time one of them has Stronger on the ropes, another member will show up and help Stronger escape, with them all wanting to be the one to finish off Stronger.
    General Shadow

A Majin from the Demon World brought on by Black Satan to replace the fallen Mr. Titan. Later deserts Black Satan in favor of his own group, the Delza Army, which takes the reigns shortly after.
  • Badass Cape: Dons a white cape with a High Collar of Doom after becoming leader of Delza Army.
  • Bad Boss: While in Black Satan, he payed little regard to the common mook and was nearly as bad as Titan in this regard.
  • Big Bad: Once Black Satan is out of the way, General Shadow and his Delza Army emerge as the next foes of Stronger.
  • Blood Knight: Shadow loves the thrill of battle and he only joined Black Satan in the first place because he saw Stronger as a Worthy Opponent and wanted to challenge him.
  • Boyfriend-Blocking Dad: Parodied in a net movie made to promote the Let's Go Kamen Riders movie, where Shadow is revealed to be Hina Izumi's dad and is none too happy about Eiji dating her.
  • Breakout Villain: Shadow is very popular and is probably one of the best known villains from the Showa era. There's a reason he shows up in almost every crossover.
  • Dark Lord on Life Support: Supplementary materials reveal that the reason Shadow wears his white combat suit is that it keeps him alive from the injuries he suffered while in battle and from being persecuted by humans.
  • Divide and Conquer: A favorite strategy of Shadow's is to play two of his enemies against each other and, once one is destroyed, swoop in and deal with the one left standing. He does this with Black Satan and Stronger, helping Stronger find the Great Leader's lair because, as he notes, whichever one wins he'll be able to pick off. Later on he does this with Delza Army, keeping his subordinates focused on battling Stronger and competing against each other rather than challenging him.
  • The Dragon: Replaces Titan as the Great Leader's lieutenant in Black Satan's Japan branch.
    • Dragon with an Agenda: However, he doesn't care about Black Satan's goals and openly states he's only with them so he can fight Stronger.
    • Co-Dragons: Later shares the position with Mr. Titan after he gets revived.
    • Dragon Their Feet: Deserts Black Satan later on and survives their defeat by Stronger. Which leads to...
    • Dragon Ascendant: With Black Satan out of the way, Shadow becomes the new primary threat to Stronger and is free to insert his own organization into the fray to challenge the latter.
    • Demoted to Dragon: After the Majin First Team are all defeated, Shadow gets booted from his position as leader of Delza by Marshal Machine. Ironically, in crossovers, this is usually reversed with Machine served as one of Shadow's subordinates.
  • Even Evil Has Loved Ones: At the very least, he seemed to care for Snake Woman above all his other henchmen, and took a moment of silence after she died.
  • Even Evil Has Standards: Is disdainful of Black Satan plans that use children as hostages and even goes out of his way to foil a few that go outside his moral boundaries.
  • Faux Affably Evil: Even with his standards and just merely wanting to fight Stronger, even sounding friendly to him at times, he is still an evil villain that would manipulate others' schemes if not in his favor.
  • Foil: To Mr. Titan, his Co-Dragon. Titan is a modified human who's willing to use whatever tactics it takes to win, Shadow is a (literal) Noble Demon who abhors underhanded tactics and wants to fight Stronger fairly. Titan is fiercely loyal to Black Satan, Shadow is only with them to fight Stronger. Their outfits even contrast, with Titan dresses mostly in black while Shadow wears nearly all white.
  • The Heavy: Takes this role from Titan halfway through, fighting Stronger as a member of Black Satan and later bringing Delza Army to the forefront after manipulating Black Satan's downfall.
  • Noble Demon: He's a literal demon but is not without a code of honor. He dislikes tactics that harm children and desires a fair fight with Stronger, with no dirty tricks.
  • Playing Card Motifs: Is heavily associated with playing cards, which he uses as a method of attack as well as a way of receiving omens. His personal card is the King of Spades.
  • Screw This, I'm Outta Here: Leaves Black Satan after the Great Leader replaces him with Dead Lion and forbids him from fighting Stronger, even though that was the only reason Shadow joined in the first place.
  • The Only One Allowed to Defeat You: Wants to be the one to defeat Stronger, to the point where he'll sabotage his fellow commander's plans so he can be able to.
  • We ARE Struggling Together: While in Black Satan, he competes with Titan to be the one to defeat Stronger. He later invokes this with the way Delza Army is organized, as he sets up things so the member of Delza who defeats Stronger will be leader.
  • Worthy Opponent: Regards Stronger as one.
  • Wouldn't Hurt a Child: Refuses to harm children, and even goes out of his way to free some children Titan took as hostages. The other members of Delza don't seem to have this compunction however.

  • The Brute: He's incredibly tough on account of his body being literally made out of rocks.
  • Dishing Out Dirt: Can turn himself into a giant rock.
  • Dumb Muscle: Very strong but none too bright.
  • The Starscream: Ends up joining Secretary of State Wolf on his coup attempt against General Shadow.

  • Blue Blood: Apparently the Wolf Clan are an esteemed family in the Demon World, something Wolf takes a lot of pride in.
  • The Starscream: Seeks to overthrow Shadow as leader of Delza.
  • Wolf Man: It's his motif.
  • Would Hurt a Child: Would kill a child in fact. After his plan to overthrow Shadow with help from Baron Rock goes through, Wolf kidnaps children so he can sacrifice them for a ritual on the night of a full moon to gain more power.

A snake Majin and Shadow's favorite minion.
  • The Dragon: Out of all the Delza Army members, she's the one most loyal to Shadow and one of his most effective minions.
  • Snakes Are Sinister: She's a snake monster on the side of the bad guys.
  • Unholy Matrimony: Hinted to have something with Shadow, if her flirting with him is any indication. Notably, her assigned card in Shadow's deck is the Queen of Spades, going nicely with Shadow's is the King of Spades.

A mummy majin who travels to Japan to take control of Delza from General Shadow.
  • Arbitrary Skepticism: While he knows Amazon, X, Riderman and V3 exist, he thinks Kamen Riders 1 and 2 are a myth.
  • Cybernetics Eat Your Soul: Half his body is covered in machinery and he's quite the soulless individual.
  • The Dragon: To the Great Leader.
  • Dragon Ascendant: Displaces General Shadow as leader of Delza after his arrival, though it later becomes subverted when it's revealed that Machine is The Dragon to somebody else.
  • Sealed Evil in a Can: Introduced being unearthed from an Egyptian sarcophagus by a pair of hapless thieves.
  • The Starscream: With the deaths of the entire Delza Majin First Team, Machine demands Shadow's resignation so he can take his place as leader of Delza. Shadow concedes without issue, though for the most part does his own thing and doesn't really listen to Machine.
  • The Sociopath: Not only do his schemes involve endangering numerous innocents, he cares very little of others ranging from said innocents to forcing General Shadow to stage a final showdown against Stronger for foiling his scheme, not even caring that said general died and when Magnet and Knight asked for his help, he dismissed them as cowards for doing so.

The true leader of Delza Army and the one behind all the past organizations faced by the Kamen Riders. He used Marshal Machine to take control of Delza from General Shadow and reveals himself to the seven Kamen Riders once they all gather. His initial form is a giant rock golem which houses his true form, an alien brain.
  • Ambiguous Situation: While Geddon was noted as an organization the Great Leader was behind, no mention is made of the Garanda Empire - whose ruler also claimed to be behind Geddon - leaving the Great Leader's relation with them ambiguous.
  • Attack of the 50-Foot Whatever: The initial form the Great Leader takes is a colossal stone giant.
  • Big Bad: The true leader of Delza Army and final threat faced by the Riders. Also claims to be this for the Showa era as a whole.
  • Brain in a Jar: His true form is an alien-looking brain hooked up to all sorts of wires.
  • Greater-Scope Villain: For the first four Kamen Rider shows before Stronger, as he was behind each of the evil organizations in those installments.
  • Hijacked by Ganon: He's another form of the Great Leader and quite literally hijacks Delza through Marshal Machine. GOD and Geddon were also his doing too.
  • The Man Behind the Man: Marshal Machine was his minion all along. He was also behind Shocker, Gel-Shocker, Destron, G.O.D., Geddon and Black Satan.
  • Taking You with Me: Self-destructs in a final attempt to kill the Kamen Riders. It fails.
  • Uncertain Doom: Though he self-destructs, the last words of the Great Leader imply he may have returned to space rather than died.
