Born Shotaro Onodera, he is a young teenager Asmodeus is chasing after as part of the latter's plan to destroy all heroes. He would one day kick start the Kamen Rider and Super Sentai franchises.- Big Good: By virtue of being responsible for both the Kamen Rider and Super Sentai series.
- Physical God: Justified, as he is the author of said franchises.
- Face Death with Dignity: He doesn't actually die in the movie, but after he learns he will be dead before Saber is created he calmly accepts it and is just happy to see his creations living on past his death.
Asmodeus

The former guardian of Agastia base who intends to wipe out all heroes from the world.- Big Bad: He's the one who summoned all the other villains and is behind the plan to rid the world of heroes.
- Contrasting Sequel Antagonist: To both Tid & Finis from Kamen Rider Zi-O. Tid and Finis, just like him, intend to wipe out heroes from saving the world, targeting young children as part of their goals. However, Tid only wants to erase the Heisei Riders from existence and Finis also plots to have the Kamen Rider franchise wiped out while Asmodeus schemes to rid the world of both Kamen Riders and Super Sentai team. Tid and Finis were opposed by the Riders with Zi-O leading the way, while Asmodeus was countered by the Zenkaigers and the Sword of Logos. Finally, Tid and Finis' One-Winged Angel forms involve turning themselves (or doing a Fusion Dance) into massive monstrous versions of past Riders (Tid as Another Ulimate Kuuga and Finis as Another 1) while Asmodeus does a Fusion Dance with the villains' machines and things to assume a completely original dragon form with four wings.
- The Dragon: To Tassel Dark in Final Stage.
- Dragons Are Demonic: His monster form is a very scary and demonic looking dragon.
- Evil Knockoff: Creates a forgery of the Book of All in Final Stage to summon his master, Tassel Dark.
- Fallen Hero: Was originally the guardian of Agastia Base before attempting an uprising.
- Generic Doomsday Villain: While he's given a brief backstory in Saber's world, the motives behind his rebellion against the Sword of Logos and plan to rid the world of heroes are never revealed. Nor does he get an explanation for how he's able to turn into a dragon.
- Hijacked by Ganon: Returns as a major antagonist of Kamen Rider Saber Final Stage.
- Manipulative Bastard: He exploits Shotaro's frustration at not being able to draw the heroes he wanted to get him to tear up his drawings of the other Riders and Sentai, leading them to disappear.
- Meaningful Name: Asmodeus was a demon prince in Judeo-Christian mythology.
- One-Winged Angel: His final form is a giant, menacing four-winged dragon.
- Original Generation: He has his roots in the world of Saber, but he's a wholly original character created for this crossover.
- Outside-Context Problem: For the Zenkaigers, being not of their world, and pretty much every other Rider and Sentai team.

A Zenkaizer-themed Megid monster created by Asmodeus.- Card-Carrying Villain: When called out for holding Setchan hostage, he gleefully admits to being a Dirty Coward who will use whatever it takes to win.
- Co-Dragons: One of Asmodeus's top two henchmen, alongside the Rider World.
- Evil Knockoff: Resembles an Another Rider version of Zenkaizer.
Rider Wald

A Wald based on Kamen Rider Saber created by Asmodeus.- Batter Up!: He wields a bat as his main weapon.
- Co-Dragons: One of Asmodeus's top two henchmen, alongside the Sentai Megid.
- Evil Knockoff: Based off of Saber.
