    Kasumi/Batgirl III (Cassandra Cain)

A teenage assassin with metahuman abilities, Kasumi is seeking to atone for the hundreds of people she has killed. In truth she's Batgirl, working as The Mole on the team for Batman, though she does truly care for her teammates.


  • The Atoner: She's working to atone for the people she's killed. In truth, she's only killed once.
  • Covered with Scars: Her face and body are badly scarred. The facial scars are fake, but the ones on her body are very real.
  • Improbable Age: Killed over two hundred people before she turned sixteen. In truth, she's only ever killed one, but given her abilities it wouldn't have been impossible for her.
  • Nice Girl: Despite apparently being a feared assassin, she's never anything but polite to her teammates.
  • The Quiet One: She rarely speaks unless spoken to. This is due to her disability and traumatic upbringing.
  • Red Eyes, Take Warning: Her mask has glowing red eyes, and she's incredibly deadly.
  • Thou Shalt Not Kill: She's particularly insistent on following the team's Thou Shalt Not Kill rule, insisting that Coldcast revive the men she "killed" with nerve strikes before he saves her.
  • Two-Faced: Half of her face is badly scarred. It's actually makeup.

A former member of Manchester Black's Elite, Nathan is loyal to Vera, and joined the team on her behalf.


    Manitou Dawn

Manitou Raven's wife, who marriage to him became strained.


  • Belligerent Sexual Tension: With Oliver.
  • Deadpan Snarker: Enough to keep up with Green Arrow.
  • Deliberate Values Dissonance: Her idea of what a wife should be is millennia out-of-date, meaning that she feels discouraged from considering her own happiness over Raven's.
  • Stepford Smiler: She claims to be happy in her relationship with Raven, but it's obvious that she's lying.
  • My God, What Have I Done?: Dawn had a affair with Green Arrow because her husband began paying more attention to work and the trials of the "Stony Path" than her. She eventually regretted the affair and betraying Raven, especially when Raven apologized to her. Before she could apologize to Raven and reconcile with him, he died while taking the brunt of a bomb blast, leaving her heartbroken by his death and the fact he knew about the affair before he died.
  • Rape as Backstory: Dawn ended up with Manitou Raven after her family shunned her for attacking a tribal chieftain who forced himself upon her.

    Menagerie (Sonja)

  • Acid Attack: Her blood turns acidic when she is merged with her alien creche. She uses this to her advantage, getting in close enough for opponents to cut her and then letting the acid spill and burn them.
  • The Beastmaster: Serves as this to her alien symbiotes.
  • Face–Heel Turn: Killed President Bhat and framed Coldcast for it to punish Vera for Manchester Black’s role in the death of her sister.
  • Fate Worse than Death: After she is arrested for her murder of corrupt President Bhat, she is last shown in a cell on the JLA Watchtower that keeps her separated from her symbiote weapons cache by one wall, screaming for them to be returned to her. Given the bond she formed with them, Green Arrow compared the pain she must be in right now to heroin withdrawal times infinity plus one, and noted that they don’t know how they’re going to manage a conventional prison.
  • Legacy Character: Takes the title and powers from her sister Pamela.
  • With Great Power Comes Great Insanity: Becoming the second Menagerie does a number on Sonja's mental health, transforming her from a sweet girl who just wanted to complete her sister's work to a cold-blooded murderer.

    Naif al-Sheikh

  • Accuser of the Brethren: He’s brought in precisely because he doesn’t like superhumans to help keep the Elite in check.
  • Badass Normal: According to Vera Black, he was one of five people with the connections necessary to be the intelligence contact for the new black ops team.
  • Fantastic Racism: Explicitly stated at one point that he would happily be castrated with a rusty knife if it meant he’d never have to deal with superhumans again. It is actually this hatred of metahumans that led to Vera Lynn hiring Al-Sheikh in the first place, as his distrust would keep the Elite on a tight leash.
    Vera Lynn: We need the man with a mad-on against metas to keep us straight.
  • Freudian Excuse: His hatred of metas stems from when his family was assassinated by the werewolf hitman Wolfwood.
  • Hates Everyone Equally: Naif basically dislikes everyone else on the team and just tolerates working with them for the greater goal.
  • Noble Bigot: Al-Sheikh is a complete asshole towards Dawn because she is a "pagan" who "dresses like a harlot" (for reference, Al-Sheikh is a former member of the Saudi Arabian government, so presumably he's a devout Wahhabi Muslim, which means that his standards of "modesty" are probably not shared by most people, and Dawn wears more clothing than most comic-book women.) On the other hand, he makes sure that she plays a role in running the team, and after Manitou dies, he is fully prepared to offer her compensation to insure that she doesn't become dependent on Oliver Queen.
  • Only the Chosen May Wield: He has been entrusted with the tomahawk of Manitou Raven by Raven’s wife Dawn after Raven's death; said tomahawk cannot pierce the skin of a good man.
  • Politically Incorrect Hero: Al-Sheikh's religious fundamentalism leads to some bigotry on his part, such as dismissing Dawn as a whore in their first meeting just because of the way she dressed.

    Sister Superior (Vera Lynn Black)

  • An Arm and a Leg: Vera lost both her arms when she was a little girl and has had artificial arms installed at some point.
  • Cain and Abel: She's the Abel to Manchester's ghost Cain.
  • Cool Shades: She's usually seen wearing sunglasses.
  • Cyborg: She has many cybernetic implants and mechanical arms.
  • Enemy Within: The power of the Whorlogog led to the manifestation of her latent split personality disorder, with that other self manifesting as a copy of her brother Manchester at his worst.
  • Handicapped Badass: Having no arms does nothing to slow Sister Superior down.
  • Master of Disguise: Vera's arms contain holographic projectors and other devices which allow her to assume the identity of another. She uses this technology to impersonate Deathstroke during her first outing in the JLE.
  • Swiss-Army Appendage: The vast arsenal of weaponry and devices within her arms have numerous applications.
