    In General 
  • Body Motifs: They serve as the Stepping Foot faction, one of the two Feet of the Demon within the League of Assassins.
  • Faceless Mooks: Rank-and-File Foot Soldiers wear masks that completely hide their facial features.
  • Interservice Rivalry: Ever since Shredder killed his sworn brother Yoshi, the two factions of Standing and Stepping Foot don't get along.
  • Ninja: They're generally ninjas, trained by Shredder and other masters.
  • Red and Black and Evil All Over: All members wear dark and red clothes or armors with red in it.
  • Shoulders of Doom: Foot Mystics have red shoulder-pads that differentiate them from regular ninjas.

Leader of the Foot Clan Ninjas and the arch-enemy of the Teenage Mutant Ninja Turtles and their master Splinter.


  • Arch-Enemy: To Splinter and the Turtles. Anything he does is aimed at either killing Splinter, or making him suffer.
  • Badass Cape: Has an impressive red cape.
  • Badass in a Nice Suit: Wears one when not in Shredder mode.
  • Beard of Evil: Has a goatee and is one dangerous and ruthless ninja assassin.
  • Cool Helmet: His Shredder armor includes a samurai-style helmet.
  • Evil Uncle: Well, Hamato Yoshi was his adopted brother, and Splinter/Yoshi adopted the turtles, so he can be seen as their uncle. He's also their biggest foe.
  • Flaw Exploitation: He made a newly anointed Ubu Bane to witness an execution by his shark Bludgeon, knowing Bane had watched his mother be eaten by sharks to make him uncomfortable. This worked and Bane severely limited his interactions with Shredder.
  • Good Scars, Evil Scars: Has a scar running on the left side of his face. It was inflicted by Ra's al Ghul for turning on his adopted brother and killing Hamato's family.
  • Hair-Trigger Temper: One of his flaws is his difficulty controlling his rage.
  • Kinslaying Is a Special Kind of Evil: For murdering his adoptive brother Yoshi, while Ra's spared his life, he scarred his face and barred him from ever inheriting the title of Demon's Head.
  • Lady Macbeth: His wife Chikara is the one who motivated him to turn against his brother.
  • Older Than They Look: He remains young thanks to the mystical arts of his wife, he's actually barred from the Lazarus Pits by Ra's.
  • Rank Scales with Asskicking: He is the leader of the Foot Clan and he is the most dangerous of them.
  • Reasonable Authority Figure: He's actually willing to listen to the suggestions of his subordinates and change his plans if he thinks there's a good reason.
  • Related in the Adaptation: He's the adopted son of Ra's al-Ghul, making him foster brother of Talia, Nyssa and Dusan Al-Ghul, and his wife is Chikara, a member of the Ninja tribunal in the 2003 TMNT animated series.
  • Spikes of Villainy: His Shredder armor has many spikes.
  • The Starscream: Intends to overthrow Ra's al-Ghul using his connections with the Utrom and a mutant army. All for barring him from ever inheriting the position of Demon's Head.
  • We Used to Be Friends: He and Hamato Yoshi were adopted brothers and very close friends, but now they're bitter enemies.
  • Wolverine Claws: His armor includes armored clawed gauntlets.

    Lady Oroku Karai

The daughter of the Shredder, Karai is the second-highest ranking member of the Foot Clan. She has a special rivalry with Leonardo.


  • Adaptational Sexuality: Karai is explicitly bisexual, while in other incarnations she was either straight or undetermined.
  • Adaptation Species Change: Karai is usually a regular human. Here, she's a Homo-Magi.
  • Aura Vision: Thanks to her training under Shiva, she learned how to use her Homo-Magi abilities to read a person's aura like how Shiva learns body language.
  • Badass Cape: Has one that also doubles as a scarf that is similar to her father.
  • Clashing Cousins: Well, Hamato Yoshi was her father's adoptive brother, and Splinter/Yoshi is the adoptive father of the turtles, so she can be seen as cousin of the turtles. She also happens to be one of their most competent enemies.
  • Combat Pragmatist: She is noted to note be above dirty tactics in a fight. Part of the reason she wins her one-on-one fights with Leonardo is that he fights like an honorable samurai, while she uses dirty tricks to win.
  • Dark Action Girl: Deadly ninja assassin serving her father Oroku Saki/Shredder.
  • Fatal Flaw: Karai is stubborn and severe. She often ignores favorable solutions over the most direct and efficient.
  • Master Swordsman: Karai is a world-class master swordswoman. Leonardo himself admits she is the superior fighter and has bested him on several occasions when he fought her alone. Of course, Leonardo also tends to fight much more in the honorable samurai way where Karai is not above fighting dirty.
  • Related in the Adaptation: Her mother is Chikara, who in the 2003 TMNT series was a member of the Ninja Tribunal. Since her father was adopted by Ra's al-Ghul, she can be seen as the Demon's Head adoptive granddaughter and the adopted niece of Talia, Nyssa and Dusan al-Ghul.
  • Resignations Not Accepted: When Jennika decides to betray the Foot Clan, having grown disillusioned with Karai and the Clan in general, she answers by stabbing her with her sword.
  • The Rival: She is noted to have a fierce rivalry with Leonardo.
  • Stealth Expert: As expected of a ninja, Karai is able to be one with darkness. She can hide and move within the shadows without being noticed.
  • Unknown Rival: She was raised to be the rival of Cassandra Cain, yet they never got to face off. Now she's more focused on the Turtles, especially Leonardo.

    Baxter Stockman

A moderately insane scientist, designed and built the army of robotic "mousers". He works for the Foot Clan but he has also supported Krang and his Utrom allies.


  • Black and Nerdy: He is black and is a nerdy scientist.
  • Even Evil Has Loved Ones: Despite how amoral he has become, he loves his daughter Amanita Caplan, even if he can't be sure she's biologically his and has to share parenting duties with his rival Fred Tuckman.
  • Honorary Uncle: He was April and Robyn O'Neil's godfather. April admits they were never particularly close, so she has no problem with TMNT kicking his ass.
  • Insufferable Genius: He loves to remind people of his vastly superior intellect.
  • Intelligence Equals Isolation: As a child prodigy, he was often teased and bullied by classmates at school. He may have been abused by his parents as well...
  • No Social Skills: He spends so much time on his big brain that he has very little social skills.
  • Powered Armor: His weapon of choice when he is forced into physical confrontation.
  • Related in the Adaptation: He's one of the three possible fathers of Amanita Caplan, just like Walter Steele and Fred Tuckman.
  • Robot Master: He uses machines to win his fights often, ranging from his powered suit to the mousers.
  • Self-Made Orphan: April theorizes he possibly killed his abusive parents in a fire when he was nineteen.

    Kitsune (Oroku Chikara) 
  • Adaptational Villainy: Chikara in the 2003 series was harsh and obsessed with strength, but an ally of the Turtles regardless. Here she's the wife of Shredder and the one who nurtured his worst impulses.
  • Adaptation Species Change: In the 2003 series, Chikara was a dragon that could take human form. Here she's a Kitsune-sorceress, a member of the Parliament of Limbs who can take human form.
  • Composite Character: She's combined with Chikara, a member of the Ninja Tribunal in the 2003 series.
  • Lady Macbeth: Seems to have motivated her husband into turning against his adoptive brother Hamato Yoshi.
  • Related in the Adaptation: She's the wife of the Shredder and mother of Karai, while in the original 2003 series they were unrelated.

    Hattori Tatsu

  • Bald of Evil: Completely bald and serves as the right-hand of the Shredder.
  • Composite Character: He's a composite character of Master Tatsu from Teenage Mutant Ninja Turtles movie and Hattori Tatsu from 2012 animated series.
  • The Creon: Tatsu had no ambition to become a leader or hold command among the Safinat Dakhma, but circumstances aligned to propel him up the ranks. He is now the overseer of the Shredder's American Foothold in Star City.
  • The Dragon: He's the right-hand man of Saki, but can also be seen as Karai's too.
  • Good Old Ways: Tatsu is a staunch traditionalist. He does not drive a car, use computers, or even own a cellular phone.
  • Hair-Trigger Temper: Tatsu is prone to violent outbursts when angry, often punching walls or destroying furniture.
  • Mentor Archetype:
    • Trained his daughter Natsu and served as this for Karai at the request of Saki.
    • He was also the master of Jennika and Tiger Shark.
    • He also trained the TMNT in a past life of theirs.
  • Manly Facial Hair: He's bald but he also has a thick mustache, and he's a manly and traditional ninja master.
  • Multi-Melee Master: Tatsu is an accomplished master of not only Ninjitsu, but also Aikido, Bujikan, Judo, Jujutsu, Karate, Kudo, Suijutsu, and Tegumi.
  • Named by the Adaptation: In his original incarnations, he had no family name. Here it's Hattori, name of the famous historical ninja Hattori Hanzo.
  • One-Steve Limit: Shares his given name with Tatsu Yamashiro of the Outsiders.
  • Pet the Dog: Kind of literally. He saved a pup Rahzar from being killed, which earned him the wolf's undying loyalty.
  • Related in the Adaptation: In the IDW comics Natsu was his Distaff Counterpart, but here she's his daughter.
  • Villainous Legacy: He's the grandson of previous Ubu Hattori Daiki and was raised by his disciple Masato.

    Bebop (Genealdo Donald "Don" Jones)

  • Adaptation Species Change: In his original incarnations he was a regular human mutated into a warthog, but here his dormant meta-gene allowed the process to be successful.
  • Badass Biker: Bebop has built two custom choppers. He calls his own "Hawg" and Bebop is proficient in its use, repair, and modifications.
  • The Brute: He and Rocksteady usually serve as this for Shredder and the Foot Clan.
  • Canon Character All Along: Prospect of the Sons of Batman is revealed to be E-27's version of Bebop.
  • Chainsaw Good: "Roberta" is the name Bebop gave his chainsaw. Unlike most chainsaws, Roberta is battery-powered and has a custom blade. Both of these mods were made by Bebop from some Utrom materials he found laying around a Foot Clan workshop. He also calls the saw his 'Shell-Slicer'.
  • Composite Character: One of his aliases is Anton Zeck, which was his name in the 2012 TV series.
  • Cool Shades: His signature pink-tinted shades.
  • Delinquent Hair: His signature dyed pink mohawk.
  • Dumb Muscle: He's not particularly smart nor educated, although he's slightly smarter than Rocksteady.
  • Embarrassing First Name: His first name is Genealdo, so he usually goes by Don instead.
  • Full-Boar Action: He's a humanoid warthog, and has a very mean charge, although not as strong as Rocksteady's.
  • Healing Factor: The mutagen in Bebop's blood allows him to easily recover from most injuries caused by violence.
  • The Nose Knows: Referring to his sense of smell and not his actual odor (which is rather noteworthy), Bebop has the ability to detect trace scents in the air from considerable distances and can even track by smell.
  • Only Known by Their Nickname: He has several aliases, to the point his original name is barely mentioned.
  • Pig Man: The mutagen turned him into a humanoid warthog.
  • Related in the Adaptation: His uncle is Rudolph "Rudy" Jones/Parasite.
  • Super-Senses: Bebop can hear infrasounds below the normal range of hearing for humans. Many machines produce these types of sounds, which has given Bebop a boost to his mechanical expertise. As infrasounds are produced by several natural forces, Bebop may be able to sense natural disasters.
  • Super-Strength: Bebop can tear through cars like they were papier-mâché.

    Rocksteady (Maxence Robert "Rob" Smith)

  • Adaptation Species Change: In his original incarnations he was a regular human mutated into a rhinoceros, but here his dormant meta-gene allowed the process to be successful.
  • Badass Biker: Bebop made a custom chopper which Rocksteady rides. He calls his bike the "Oxpecker", and he's a capable biker.
  • The Brute: He and Bebop usually serve as this for Shredder and the Foot Clan.
  • Canon Character All Along: Prospect of the Sons of Batman is revealed to be E-27's version of Rocksteady.
  • Childish Older Sibling: He's Jennika's older half-brother, but he's a dumb manchild who took a dangerous procedure despite being told the chances of surviving were few, while she's a much more serious assassin.
  • Composite Character: Rob from Batman: The Dark Knight Returns is combined with the mutant thug Rocksteady.
  • Dumb Muscle: Rocksteady is an idiot, simple as that and the best way to beat him is by outsmarting him.
  • Embarrassing First Name: His first name is Maxence, so he preferred to go by Rob instead.
  • Goggles Do Nothing: Averted. Like a regular rhinoceros Rock has poor eyesight and needs his prescription goggles to see clearly.
  • I Call It "Vera": His sledgehammer is named after the woman who raised him, but who he never knew her real name.
  • Lightning Bruiser: Rocksteady is very strong and incredibly fast when charging in a straight line.
  • Missing Mom: His mother Ivanna Steranko died in childbirth, and his surrogate mother "Juniper" disappeared after leaving him at the care of his father and new stepmother.
  • The Nose Knows: Rocksteady has the ability to detect trace scents in the air and can even track by smell; but as Bebop's sense of smell is more potent, he usually leaves the sniffing to his best friend.
  • Red Eyes, Take Warning: Has red eyes and while not very smart, he's certainly no pushover.
  • Related in the Adaptation: He's the half-brother of Jennika, Christopher, Giselle and Samuel Smith, as well as nephew of "Shotgun" Steven Smith and grandson of "Slaughterhouse" Scott Smith.
  • Rhino Rampage: He's a humanoid rhino with a very mean charge.
  • Sole Survivor: He and Bebop were the only volunteers that survived the procedure that turned them into mutants. They're rather nonchalant about it.
  • Super-Toughness: Rocksteady's thick skin is incredibly resistant to attacks, essentially like a built-in armor. He's nearly bulletproof.
  • Was Once a Man: He and Bebop were regular members of the Sons of Batman until they volunteered for an experiment that turned them into humanoid animals.
  • Weapon-Based Characterization: "Juniper" is Rocksteady's trusty and reliable sledgehammer. Much like how Bebop will call his chainsaw his "shell-slicer", Rocksteady will call Juniper his "shell-smasher".

    Koya

The Shredder's pet falcon that he used for reconnaissance, but has recently been mutated.


  • Arrogant Kung Fu Gal: She's a deadly warrior in combat, and she doesn't hesitate to look down on her enemies.
  • Attack Animal: Used to be this before mutating, being trained by Saki to attack the face and throats of her targets. Only Chikara, Karai and Tatsu were able to speak freely when she was uncaged.
  • Bird People: Once Saki's pet falcon, she has been mutated into a humanoid bird.
  • Brutal Bird of Prey: A humanoid falcon and unflinching enforcer of the will of Oroku Saki.
  • Feathered Fiend: She's one of Shredder's more ruthless enforcers, mutated from a falcon.
  • Flight: Koya can fly at speeds somewhat faster than highway speeds for long distances, but she can reach incredible speeds when diving equal to roughly one-third the speed of sound.
  • Fountain of Youth: Her mutation was made to include this, as she was close to the end of her natural life span at the time.
  • Fragile Speedster: Very fast and nimble with sharp claws and beak, but she's more fragile thanks to her hollowed bones that allow her to fly.
  • Handy Feet: Koya's feet are able to pick up and manipulate objects much the same as her hands.
  • Jerkass: She'll be rude and dismissive of anyone whose name isn't Shredder or Bludgeon.
  • Like Brother and Sister: She sees Bludgeon as a brother and they work well together.
  • Logical Weakness: Being a bird, she has hollowed bones which make her fragile when compared to other mutants.
  • Sarashi: Wears bandages to cover her chest.
  • Super-Speed: She can fly fast enough to reach roughly a third of the speed of sound.
  • Toothy Bird: Despite being a falcon, she now has teeth on her beak thanks to the mutation.
  • Undying Loyalty: She's completely devoted to Shredder, having imprinted on him the moment she hatched. Now she wishes to atone for failing to see the defection of the Mutanimals by killing the turtles and Splinter.

    Bludgeon

Bludgeon is a mutated hammerhead shark created by the Shredder.


  • Aura Vision: Bludgeon found a way to blend his martial skill with his electroreception. Through this, Bludgeon found a way to read an opponent's electric signature to interpret their attacks.
  • Covered in Scars: His torso, arms and head are full of small scars.
  • Like Brother and Sister: He sees Koya as a sister and they work well together.
  • Martial Pacifist: Bludgeon is not particularly aggressive anymore. He will fight if told to do so, but he honestly prefers to resolve conflict without violence.
  • Mirror Character: Of King Shark. While Bludgeon is a mutated Hammerhead shark, King Shark is a Great White shark-demigod. While they're both covered in scars, Bludgeon prefers not to eat people, while Nanaue has eaten his fair share of humans. Also, while Bludgeon considers himself asexual, King Shark has had a few lovers. And Bludgeon only has three fingers while King Shark has five.
  • The Nose Knows: Bludgeon can identify specific persons by their scent from a considerable distance, especially in the water.
  • Shark Man: He's a humanoid Hammerhead shark.
  • Super Swimming Skills: Bludgeon's swimming speed is 35 MPH (56 Km/h).
  • Tail Slap: When fighting breaks out, Bludgeon's tail can easily bat away anyone who is foolish enough to try a sneak attack on him. Not only can his tail deal possibly fatal blows, it allows him to swim with incredible speed and agility.
  • Threatening Shark: Well, he's a humanoid hammerhead shark that serves the Shredder, even if he's rather Affably Evil most of the time.
  • Walking Shirtless Scene: He doesn't wear a shirt.

    Rahzar

Mutant Wolf and henchman of Shredder.


  • The Brute: Much like Bebop and Rocksteady, he and Tokka are muscle for Shredder.
  • Fanboy: He's a fan of Chris Bradford movies and his first words were quotes from his movies.
  • Like Brother and Sister: He and Tokka see each other almost like siblings.
  • Psychopathic Manchild: His mental development is that of a child, and is used as attack dog and executioner by Shredder.
  • Savage Wolves: He's a humanoid wolf who serves as The Brute for the Foot Clan when Bebop and Rocksteady aren't available.
  • Super-Reflexes: Rahzar's reflexes are said to be three times more responsive than those of the average human athlete.
  • Super-Speed: He can run at around 50 MPH (80 kph) for hours on end without exertion. In a brief sprint, he can reach speeds around 100 MPH (160 kph).
  • Super-Toughness: Due to the large amount of mutagen used to mutate Rahzar, his skin is bulletproof and he has shown able to take a great deal of punishment without flinching. Leonardo has sank both of his swords several inches deep into Rahzar's shoulders and this beast kept going as if Leo had done little more than acupuncture.
  • Totally Not a Werewolf: Despite appearances, Rahzar is not a lycanthrope, he's a wolf mutated by Baxter Stockman into a more humanoid appearance.
  • Undying Loyalty: Because he imprinted on Tatsu Hattori when he was a pup, he's completely devoted to him and the Shredder by extension.
  • Younger Than They Look: He might look like an adult wolf, but he's only five years old, and because he received the mutagen ooze without mental enhancement, he acts like a child.

    Tokka

Tokka is a mutant created when the Shredder had an alligator snapping turtle exposed to a substance called "ooze".


  • Attack Animal: Tokka is trained by a team of Foot clan animal handlers. They mostly still treat Tokka like an animal, the training mostly focuses on prompting her to follow commands like 'follow', 'attack', 'fetch', 'kill' 'hunt', and 'guard'; but there has also been some refined combat maneuvers taught.
  • The Brute: Much like Bebop and Rocksteady, she and Rahzar are muscle for Shredder.
  • Like Brother and Sister: Sees Rahzar as an older brother and she constantly follows his lead.
  • I'm a Humanitarian: It should be mentioned that Tokka has a taste for not only human flesh, but also the meat of smaller turtles.
  • Psychopathic Manchild: According to Mondo Gecko, who before his mutation used to care for Tokka and Rahzar on occasion, Tokka enjoys bright colors. Whether with crayons or paint, she really loves making her own colorful pictures. This gets disturbing since Tokka often has a habit of playing with her food and in the aftermath of an execution tries to decorate the walls.
  • Spikes of Villainy: As a possible side-effect of her regenerative healing, Tokka's body is constantly growing thick growths that often become sharp ridges or spikes. And unlike Slash, she's antagonistic to the TMNT.
  • Super-Toughness: Due to the large amount of mutagen used to mutate Tokka, her skin is bulletproof and she has shown able to take a great deal of punishment without flinching. Raphael impaled her hands with his sai before, only for her to pull them out and continue fighting without even crying out in pain once.
  • Weaksauce Weakness: The soles of her feet are ticklish.
  • Younger Than They Look: She might look like an adult, but she's only four years old, and because she received the mutagen ooze without mental enhancement, she acts like a child.

    Victor Fabrice 
  • Composite Character: Victor Fabrice is a composite character of two french Savate Ninjas: Fabrice and his second-in-command Victor.

    Hun (Hunter Mason) 
  • Arch-Enemy: Of Casey Jones, but there's certainly no lost love between him and Keno Andrada.
  • Related in the Adaptation: His grandfather is Philip Mason, who was known as the Ice Cream Soldier during WWII. His great-uncle is the first Nite-Owl, Hollis Mason, and is related to Rex Mason/Shift of the Outsiders and Courtney Mason/Anima of the Titans.
  • Sadistic Choice: Forced Angel to choose between her loyalty to the Purple Dragons and the life of Arnold Jones Sr. She chose the latter and cut all ties with Hun and the Dragons.

    Tiger Shark (Joaquin Flores)

A smuggler from Corto Maltese and the abusive ex-boyfriend of Dani Velazquez.
  • Adaptational Badass: In the show Joaquin was a regular person, albeit an obsessive one, but here he's combined with a dangerous criminal with ties to the Corto Maltese's underworld and the League of Assassins.
  • Adaptation Origin Connection: He's the one who obtained Leatherhead for the Foot Clan to experiment on, and the one who turned Grace Balin into an orca hybrid by exposing her to a mutagen he procured.
  • Badass Normal: Tiger Shark is a highly skilled hand-to-hand combatant and martial artist due to his Safinat Dakhma training and passion for violence. His skills have allowed him to defeat multiple opponents in combat at the same time. He has held his own against the likes of Green Arrow, Black Canary, and the TMNT — though it should be noted that he employed tactics to escape combat at his first opportunity as he likely realized he was outmatched in direct combat.
  • Bad Boss: He has murdered dozens of his own underlings without remorse when they have failed him in the slightest.
  • Composite Character: Joaquin Flores from Sense8 is combined with C-List Batman villain Tiger Shark.
  • Control Freak: Tiger Shark is known to have violent outbursts when things do not go the way he has planned.
  • Cool Ship: His rather opulent yacht (the "SDS Pasíon del Pecador") is able to transform into a submarine.
  • Cruella to Animals: He also dresses in a wardrobe almost entirely made from the bodies of animals — often exotic or even endangered animals.
  • Dead Guy on Display: Tiger Shark is known to leave the bodies of the victims of those who died under his knife in grisly displays to send a message.

  • Faux Affably Evil: He acts all chummy and friendly with Lito when talking about his movies, only to tell him about his love of cutting and killing people and how he's not going to forgive him for dating Dani.
  • Hellbent For Leather: Wears a leather jacket that vaguely brings to mind the hide of a tiger shark.
  • Improbable Aiming Skills: Tiger Shark is highly proficient in the use of throwing knives. He's successfully cut Green Arrow's bowstring with a knife throw from fifty yards.
  • Malevolent Masked Men: As Tiger Shark he wears a red mask to cover the upper half of his face, and he's a very dangerous person.
  • Man of Wealth and Taste: Tiger Shark lives a life of relative luxury. He is often seen dining on steak or caviar, often paired with expensive wine of champagne. Money is something he enjoys earning as well as spending. Cash is both disposable and indispensable to him.
  • Named by the Adaptation: In the comics Tiger Shark's name was never revealed, but here it's Joaquin Flores.
  • Normal Fish in a Tiny Pond: He might not be the most prominent or dangerous enemy on Batman or Green Arrow's rogues gallery, but against a person who doesn't like to fight and has no experience dealing with actual criminals, he's a huge threat, like Lito and Dani.
  • Psycho Knife Nut: Rather than a gun (despite his proficiency with firearms), Tiger Shark uses a curved knife, which he prefers using to carve his victims' bodies.
  • Red Is Violent: He uses a red mask as Tiger Shark and is a dangerous and violent criminal and smuggler.
  • Rogues' Gallery Transplant: In the comics he was a lesser known foe of Batman but here he's an enemy of Green Arrow, Black Canary and even the TMNT.

  • Team Member in the Adaptation: Besides his association with the Escobedo Cartel, he's also a member of the League of Assassins, the Stepping Foot to be precise. In the comics Tiger Shark had no relationship to the League.
  • Torture Technician: Tiger Shark is a dangerous interrogator and torturer. It is speculated that he may have studied under El Penitente.
