2021 remake version

The former president of Planet Pirika and leader of the resistance, Papi was forced to leave his home planet in the prologue to avoid capture by General Gilmore's army. After some stumbling around he ends up on earth, unintentionally interrupting Dekisugi, Suneo and Gian which are making their own movie, before stumbling into Nobita's house.

  • Action Politician: A politician who leads the fight against dictatorship.
  • Big Brother Instinct: Inverted in the remake, when he lets himself be arrested in exchange for Piina's life. Gilmore instead decides to sentence everyone to be shot.
  • Badass Bureaucrat: As an ex-President who spearheads a resistance movement opposing a power-hungry dictator, and fighting for the good of his people? Sure.
  • Defiant to the End: Facing a firing squad, Papi's response is that even after his death, the resistance will live on. Thankfully the execution doesn't happen.
  • Hates Being Called Cute: Downplayed, but when Shizuka sees Papi for the first time and exclaims "How cute!" Papi replies he's actually much, much older than her. Though he doesn't seem to really mind much.
  • Older Than They Look: He looks like a child, even among the regular Pirika citizens, but he's actually in his thirties and their President.
  • I Regret Nothing: Before a firing squad:
    "I believe in my people. They will continue what I failed to accomplish."

Piina

Papi's older sister who remained in office on Planet Pirika to spearhead the resistance against Gilmore. This character exists only in the 2021 remake.

  • Canon Foreigner: She doesn't have a counterpart in the manga or anime.
  • Cool Big Sis: The level-headed, responsible elder sister of Papi.
  • Identical Stranger: She has a tuft of hair covering her forehead that makes her look a little like Shizuka. When Papi sees Shizuka for the first time in the remake, he mistakenly calls her Piina, to Shizuka's confusion.
  • I Have Your Wife: The remake goes for the I Have Your Sister route when Gilmore decide to force Papi to turn himself in by threatening to have Piina executed.
  • Parental Substitute: She's an elder sister who serves as a motherly figure to Papi, after their parents' passing. After the climax where Papi and the others are celebrating Gilmore's downfall, Piina can be seen looking into a locket containing their parents' photos and telling them to be proud of Papi.
  • Take Me Instead: The remake opens with Piina sending Papi's shuttle into orbit, against his will, when Gilmore's forces broke into the office. She gets arrested in her brother's stead.

Rokoroko

Papi's talkative pet dog.

  • The Dog Is an Alien: Literally.
  • Ear Wings: His ears allows him to fly. While Doraemon and the others puts on Take-copters, Doraemon offers Rokoroko one, but he declines and unfurls his ears.
  • Heroic Dog: He's a heroic alien dog.
  • Holding the Floor: Attempts this when Papi, Rokoroko, Doraemon and everyone else are facing Gilmore's firing squad. It works - his extensive, long-winded, meandering speech delays the execution long enough for the srhink light's effects on Nobita and the other earthling characters to wear off.
  • Loyal Animal Companion: Papi's sentient pet dog and close friend.
  • Motor Mouth: Not only can he talk, but if given the chance, he won't stop talking. Ever.
  • Talking Animal: He's a sentient alien dog capable of speech.

The PCIA

A dictatorship who took over Planet Pirika, under the leadership of General Gilmore.
  • Cool Ship: Their aircrafts are based on aquatic mammals, with their largest battleship being based on a whale. Their smaller ships are based on orcas and sharks, while the anime have their ships modeled on octopuses.
  • Gunboat Diplomacy: How the PCIA military enforced their rule over the citizens. In 2021 movie version, Dracorl mentioned they torture members of Freedom Party in Parika to find out the location of the base in ring system.
  • Surveillance Drone: While stationed on earth, the PCIA sent out miniature glowing drones to track down Pirika and spy on the gang. Suneo and Gian mistook them to be fireflies (and comments that it's odd seeing fireflies around given it's autumn) while Nobita and Doraemon nearly allows one to enter, until Papi shoots it out of the sky and tells them to close the curtains.

Emperor wannabe.

The dictator ruling over Planet Pirika with an iron fist.

  • 0% Approval Rating: Gilmore is hated by the denizens of Pirika for his ruthless leadership and having innocents suspected to be rebels executed whenever he sees fit.
  • Big Bad: The ruthless dictator of Pirika and the main villain of the story.
  • Big Brother Is Watching: The various propaganda posters he hung up in the city? Those are surveillance cameras to spy on resistance movements for ease of capture.
  • Classy Cane: Gilmore's often seen walking with a cane, even though he doesn't need one.
  • Dirty Coward: The moment the final battle goes against his favour, Gilmore quickly turns around and bails, until his escape vehicle hits a curb before an angry crowd of citizens.
  • The Generalissimo: A dictator who grew too much in power and took over the leadership of an entire planet, putting her citizens through hell with his tyranny.
  • This Is Gonna Suck: His reaction when he realize he's now at the mercy of dozens and dozens of pissed-off protestors in the streets, all of them despising him to the core over what he did to their home planet in the past. Even worse in manga version: been beaten by protestors.
  • Tyrant Takes the Helm: Once he took over Pirika's leadership by forcing the former President, Papi out of office, he then enforces his dictatorship on the entire planet.
