    Avery Bullock, Jr.

Debut: "Francine's Flashback"

Deputy Director of the CIA and Stan's superior (he's only Deputy-Deputy Director). Also a right-winger, but not to the same level of absurdity as Stan. Notably, despite being married, he has had sex with Hayley. Also has a thing for "plump Asian" chicks.


  • Adam Westing: More or less the character's reason for existing. Any time the writers can get him to say something that would sound ridiculous coming out of Captain Picard's mouth, they will.
  • Ax-Crazy: In more recent episodes, he's become progressively unstable. One episode revolves around him supposedly getting dementia That last part was due to a CIA scrambling chip.
  • Bad "Bad Acting": In "Bullocks to Stan", after getting a sound beating from Stan after he finally gets fed up for Bullock having sex with Hayley, Bullock starts to laugh and tries to get out of Stan's bad side by saying all of it was an act to test him out as a CIA agent worthy of honor (even making up the fact everyone watching at the dinner were actors and his beaten up look is just makeup). Had he not lied, Stan would have killed him at the diner.
  • Brick Joke: In "Stan of Arabia, Part 1", Stan cracks a joke about Bullock being a Chubby Chaser. Three seasons later, "One Little Word" shows that it's completely true.
  • Chubby Chaser: He "has a thing" for chubby Asian chicks. Although it usually helps if they're also skanks.
  • Cloud Cuckoo Lander: He has always been one, but is much more of one in later episodes.
  • Dirty Old Man: Hooks up with girls much younger than he is (including Hayley!), and blows the CIA's budget surplus at a strip club.
  • Everyone Has Standards: The creators state that despite being a selfish and slightly unstable drug addict who runs the CIA like a daycare, Bullock is not a pedophile. In a recent interview, it was stated that Patrick Stewart refused to do a joke where Bullock was implied to be a pedophile, and the staff agreed that Bullock does indeed hold some things sacred.
    • This is even explicitly shown when Stan told him he was going to effectively molest his own son in a female robot body, which displayed how sickened Bullock was when he tried to convince Stan otherwise.
    • He's also deeply horrified when he recovers from the effects of a CIA brain scrambling chip and realizes that he stole a nuclear submarine. He chews Stan out for not stopping him:
    Bullock: (in response to Stan saying that he couldn't let Bullock get mind-wiped) You don't work for me, you moron, you work for your country! *looks around* Did you let me steal an armed nuclear sub?!
  • Flanderization: Bullock was always a morally ambiguous character, but as time went on, these qualities were emphasized to the point that he could give Caligula a run for his money. Also, just like with Principal Lewis, his Cloud Cuckoo Lander tendencies became much more pronounced, as most of his humour began to revolve around his ineptitude as an authority figure.
  • Fleeting Passionate Hobbies: In "Game Night". He put a lot of effort into creating an elaborate labyrinth, and desperately encourages others to use it. But one month after the Smiths (minus Stan) succeed in making their way through, he forgets about it completely.
  • The Hedonist: An unabashed drug user, sex fiend and general thrillseeker.
  • Hypocritical Humor: In "Four Little Words," he dismisses Stan's idea of hiring a midget assassin to burst out of a car's air bag and strangles someone to death as stupid, but in the same episode, uses that very idea in an attempt to kill Francine.
  • Identical Grandson: His father, Avery Bullock, Sr. looked and talked exactly like him.
  • Ink-Suit Actor: He is so similar to acclaimed actor Patrick Stewart that it becomes a joke to see an obviously British individual in charge of an American national security agency. This was made even more obvious in an episode where the character attracted a short-lived (literally — he later kills her when she approaches him from behind and his combat instincts kick in) girlfriend with his "sexy accent". Seth MacFarlane has claimed that one of the challenges of scripting the character is getting Patrick Stewart to act completely out of type. Possibly the best success he's had is simply having Patrick Stewart say the word "reacharound".
  • Misplaced Kindergarten Teacher: Runs the C.I.A. like a daycare, including giving time-outs for misbehaving agents and not allowing them to have their milk-box.
  • Murder Is the Best Solution: In "Four Little Words," after his Accidental Murder of Francine's friend Melinda, he tells Stan that the only way he can avoid hearing Francine say "I told you so" is this:
    Stan: There's gotta be another way.
    Bullock: There is none. She can either be dead, or she can be right.
  • Out of Focus: The number of appearances he makes a season seems to further decrease in later years. Season 14 for example had him appearing only five times, all of them in episodes within the first half of the season.
  • Pointy-Haired Boss: He tends to waste the CIA's funding on strip clubs, drugs, axial fans, and missile defenses. Additionally, he treats his employees like preschoolers, is easily fooled by obvious lies and deceptions, refuses to negotiate with terrorists even when his wife is held captive by them, and once moved Stan's office to the bathroom to make room for a new table.
  • Prematurely Bald: He's shown as a child in "Fellow Traveler", and was bald even then.
  • Shout-Out: The occasional Star Trek: The Next Generation reference is made:
    • Bullock referring to his immediate subordinate as "Number One".
    • After Bullock had explained a particularly fatuous idea to Stan Smith, Stan walked away muttering, "Kirk was a MUCH better commander!"
  • Situational Sexuality: Bullock had several gay experiences in boarding school. He described it as "the time when he started to enjoy playing inside".
  • Sophisticated as Hell: Only Patrick Stewart can deliver such utterly obscene dialogue in a Shakespearean tone and make it hilarious every single time.
  • Wild Card: Due to various drug usage which in the past, led to DJ-ing to the point of making extremely suicidal missions, creating a labyrinth (with living muppets and everything) under the CIA, thinking a bunch of surfer were terrorist when he was particularly high, it safe to say he's this.
  • Would Hurt a Child: In "Familyland", he threatened to slice a young boy's throat just because the boy objected to Bullock cutting ahead of him in line. Bullock only backed off when the boy pulled out a gun.

    Reginald Koala

Debut: "Family Affair"

A homeless man whose brain was placed in the body of a koala, and now works for the CIA.


  • Ascended Extra: He went from a bit character in Season 4 to a supporting character midway through Season 5.
  • Badass Adorable: He's a CIA agent who is cute as a button.
  • Chuck Cunningham Syndrome: He was absent for the first three seasons after the show moved from FOX to TBS, before returning for a brief non-speaking cameo in "Railroaded", about four years after his previous appearance in "She Will Survive".
  • High Koala-ty Cuteness: Played Straight. In his first appearance, he even had a theme song and a montage dedicated to his cuteness. The fact that he's a secret agent who works for the CIA probably makes him even more adorable.
  • Interspecies Romance He (a koala) had a short relationship with Hayley (a human woman).
  • Mars Needs Women: Tried to pursue a romance with Hayley, only for Hayley to reunite with her stoner boyfriend, Jeff. This is a Justified example, though, because he is a human whose brain was transplanted into a koala's body.
  • Nice Guy: Reginald is a amicable, honest, and respectful koala.
  • Retcon: A flashback in "Father's Daze" shows one of the items being sold at the CIA yard sale is a stuffed koala that looks like Reginald implying that he was Killed Off for Real by being taxidermied. However, a season later he appears alive and well in a brief non-speaking cameo in "Railroaded".
  • Test Subject for Hire: He became a koala when he was a down-on-his-luck hobo, who saw a wanted ad in the paper that promised a free meal as payment and signed up for the test, where he got his brain switched into the body of a koala.
  • Vocal Dissonance: In his first two appearances as he had a deep, smooth voice despite being a small, cute koala. Once Erik Durbin took over the role, though, he had a higher pitched voice that was a bit more fitting to his appearance.
  • Voices Are Mental: Much like Klaus, he is still able to talk even though his consciousness is inside the body of a koala.

    Dick Reynolds

A recently divorced, miserable co-worker of Stan.


  • Abusive Offspring: He is the victim of one. His son beats him with his abnormally large right hand.
  • Butt-Monkey: He has some kind of cancer, is abused by his son (who has freakishly large hands) and his wife got almost everything after she left him in favor of their ugly barber. Oh, and his genitals some how disappeared due to his feelings of emasculation over his wife being more successful than him.
  • The Chewtoy: Of the CIA cast.
  • He-Man Woman Hater: Dick exhibits severe anger issues in relation to girls in "Can I Be Frank (With You)" when Francine tries to crash the CIA Chill House by chasing her off with his gun and shooting the lite beer she brought, pronouncing it "girly."
  • Informed Attribute: Dick mentions of having liver cancer, but he doesn't any of the symptoms and it's only mentioned once in the entire series.
  • Ink-Suit Actor: Dick looks a lot like David Koechner.
  • Out of Focus: In the 2019 season, he rarely appears and hasn't actually talked very much.
  • Walking Techbane: As revealed in "CIAPOW", he is technologically impaired, as he has difficulty turning on an iPhone and even taking a picture. But this becomes an advantage when the boys attempt to escape from the Thai prison.

A ‘former homosexual’ co-worker of Stan’s whose ‘sodomy cleared right up’.

  • Extreme Omnisexual: A self-proclaimed ex-gay who wishes he had a vagina, and is in a relationship with a transsexual prostitute. There's also mention of an incident with a "dead mermaid".
    Stan: Hey Jackson, have you ever done it with a dead mermaid?
    Jackson: Mermaid, no.
  • Out of Focus: In the 2019 season, he only appears a few times and only talks twice.

    Duper

  • Always Someone Better: To Stan.
  • Killed Off for Real: In "100 A.D." In the following episode, he was revealed to have a clone whose since taken his place.
  • Out of Focus: "Casino Normale" was his last speaking appearance to date (and even then, he was voiced by someone else).
  • The Rival: Duper is Stan's rival at the CIA who, claiming to be "a big fan", is effectively replacing Stan by beating his time on the test course, taking his bran muffin and analyzing terrorist chatter while Stan is bumped down to terrorist banter in "Roger Codger".

    John Sanders 
Voiced by: Mike Barker
Debut: "Stan Knows Best"

A happily married co-worker of Stan's.


  • Killed Off for Real: Likely a result of Mike Barker's departure from the series. "Widow's Pique" reveals that he was killed in a mission while recovering bodies of other fellow agents who died on missions. His death resulted in his wife Bunny needing to make ends-meet by taking up a low-wage job at a taco restaurant.
  • Last-Name Basis: Was always referred by his surname before "Widow's Pique" revealed that his first name was John.
  • Out of Focus: Stopped having speaking parts after "School Lies" before being written out of the series altogether in "Widow's Pique".
  • Vocal Evolution: Has a noticeably distinct southern accent in "School Lies".

    Lorraine

  • Bitch in Sheep's Clothing: When she throws acid on Francine’s face.
  • Out of Focus: She only appears in newer episodes when they need a crowd scene at the CIA. In the 2019 season, her design is being used as background characters now.

    Midget Assassin

An assassin for the CIA and a midget.



  • Death Is Cheap: Francine accidentally kills him in one episode but it isn’t cannon and he comes back.
  • Out of Focus: Completely disappears after “The Missning Kink” although he did appear on an icon in “She Swill Survive”.

    Ray

Debut: "42-Year-Old Virgin"

An old man who works for the CIA whose wife left him. Everyone makes fun of him for his age.



  • Out of Focus: He only appears in newer episodes when they need a crowd scene at the CIA.
  • Scatterbrained Senior: In "Old Stan on the Mountain," Stan recalls an incident where Ray mistook a sponge for a Hot Pocket, and microwaved it for over a minute without ever realizing it wasn't food.

    Hooper

Debut: "Flirting with Disaster"

A new CIA agent.


  • Ascended Extra: He was introduced late into the series and has kept appearing frequently after that.
  • Out of Focus: In the 2019 season, he rarely appears and hasn't spoken at all.

    Stiles 
Voiced by: Unknown
Debut: "Rubbernecker"

A new intern at the CIA.


  • Ascended Extra: In his debut, it looked like he was just a one-shot character, but after that he starts appearing frequently.
  • Butt-Monkey: He is injured more than the other CIA agents (obviously not including Dick and Stan) like when Bullock smashes a computer monitor on him and Stan smashed his head through a wall.
  • Out of Focus: In the 2019 season, he only appears once and doesn't talk.
  • Sudden Name Change: In his debut, his name was McGee, but starting in “Mine Struggle”, he is called Stiles.

    Mike Barker 
A scientist at the CIA.

    Matt Weitzman

A scientist at the CIA.
  • Out of Focus: Didn't appear at all in the 2019 season. He started appearing again in the 2020 season.
  • Self-Deprecation: "Family Time" portrays him, the show's co-creator, as a creepy, hideously ugly loser who's terrible at guitar.

    Dr. Ray Petit 
A CIA therapist who dies at the end of all his appearances. Voiced by Ted Danson.
  • Punny Name: A shrink named Ray Petit who's also inexplicably capable of shrinking himself, earning the nickname "Shrink Ray".
  • They Killed Kenny Again: A running gag is him dying every time he appears and returning in a later episode, another character commenting on how they saw him die and him denying it. A joke in one episode has Stan asking if he's alive again, with his secretary saying he's still dead. It's implied in his second appearance that he is cloned every time he dies.
  • Sizeshifter: He shrinks offscreen, through unknown means since Stan was in possession of the CIA's only shrink ray, to talk to a miniaturized Stan directly.

    Katie 
A woman who is part of the Ladybugs who also appears as a background CIA agent.
  • Unexplained Recovery: She died in the bus crash in 100 AD, but continues to appear in the background as a CIA agent and with the other Ladybugs.
