So if you, say, robbed a bank, you can pay taxes on the income but don't have to report that you got it via robbery. Later on, we learn that he used to be a mercenary whose group was betrayed and wiped out by Old Salt, a cruel and ruthless vanaa. It's entirely possible that Isidor's constant warnings of vanaa shapeshifting come from witnessing Old Salt use those tactics to murder his old friends and comrades -- pretty awful, considering one such warning is of vanaa [[OrificeInvasion forcing their mass into someone]] and [[PopGoesTheHuman expanding]].
