11''Any''way, we shift to darkest Transylvania, where Count {{Dracula}} is holding a meeting of monsters at his castle. It's time to decide the Monster of the Year, but the [[OurWerewolvesAreDifferent Werewolf]] is absent, having gone into retirement. With one of the most iconic monsters AWOL, Dracula is about to call it all off until he learns of a special night--three of them--when the moon comes into position to make a ''new'' werewolf. Unfortunately, that new werewolf is none other than Shaggy!

13Dracula sends his minions, the [[BumblingHenchmenDuo Hunch Bunch]], a pair of [[TheIgor hunchbacks]], to America to transform Shaggy and bring him to Transylvania. Shaggy refuses to take part, however, and Dracula makes a deal with him: If Shaggy can win the [[WackyRacing Monster Road Race]], Dracula will undo the transformation. However, the Count has no intention of letting his new werewolf go that easily...

30* BedsheetLadder: Shaggy and Scooby attempt to escape from the castle using a ladder made of bedsheets. It backfires because there's a crocodile at the bottom.

41* ComedicUnderwearExposure: One of the nights that the Hunch Bunch are trying to transform Shaggy, Dracula uses a laser of some kind to transmit a hologram of himself. However, as Brunch says, "Something appears to have been lost in the transmission" -- the hologram is missing Dracula's pants, so his boxer shorts are visible. He quickly covers up with his cape after realizing this. When the transmission ends, the boxer shorts are left behind.
42** There is also a female example where the Witch Sisters get their dresses ripped off by a thrown spear that narrowly misses them.
43* CoolCar: All of the monster racers have impressive cars. The tops would have to be Shaggy's car.
44* CoolPlane: Dracula flies a bat-winged plane near the end.
45* CoversAlwaysLie: As seen above, Shaggy doesn't wear his normal attire as he usually does in the franchise (green shirt and brown/brownish red pants). Instead he wears a red shirt and jeans here. Also, the cover doesn't include Scrappy or Googie anywhere on it.
46* CutHisHeartOutWithASpoon: Dracula threatens the Hunch Bunch with this a few times, usually when [[ButtMonkey they fail to do what he wants them to]]. Brunch even mentions it at one point: "We'd better stop that werewolf fellow fast, or the master will have us for tea, old boy!"
47* DaywalkingVampire: Upon seeing Dracula out in the daytime, Shaggy comments that he thought vampires had to stay out of the sun. Dracula reveals he has ''very'' potent sunblock.

50* DickDastardlyStopsToCheat: Subverted. Despite literally fighting for the lead, none of the other monsters stoops to this. Dracula, a non-participant, is the one setting up traps.
51* DidntThinkThisThrough: The Hunch Bunch dropping tacks from their copter on to the track to try and take Shaggy out of the race. He avoids the tacks and drives off a cliff by accident instead, so it takes Shaggy out of the race... and all the other drivers as well because of how they hadn't thought of how to remove the tacks from the track.

53** Vanna Pira is an outright moron. It takes her a while to get the obvious jokes Dracula makes at Shaggy's expense, for one thing.
54** Crunch is also rather dimwitted, best demonstrated when he couldn't count to three without Brunch's help.
55* TheDreaded: The Hunch Bunch early on (when Dracula says he'll use them, the other monsters react with horror), and G.K. in the end, whom ''all'' the monsters, including the aforementioned Hunch Bunch, are terrified of when Dracula announces his name. Only the peasants aren't scared, and that's because they apparently haven't ever heard of him before.
56* DrippingDisturbance: The Hunch Bunch, to keep Shaggy from being well rested for the race, try to invoke this. Brunch even calls it "The Old Dripping Faucet Ploy."
57* DumbassHasAPoint: While commentating on the Monster Road Rally, Vanna Pira says the only thing that could keep Shaggy from winning would be if he got lost or something. Dracula likes this idea and sends Shaggy and Scooby down the wrong road. It works until they're rescued from the Shlock Mess Monster by Googie and Scrappy and they get back on course.
58* TheEndOrIsIt: Scooby pranks Shaggy in the end by pretending to become a werewolf himself. Seemingly played for laughs, until Dracula and the Hunch Bunch appear in the window watching them.
59* EurekaMoment: A comment from Vanna Pira about how Shaggy could only lose the race if he gets lost gives Dracula the idea to make that happen, with the possibly unintended side effect of running straight into a monster that would capture them.
60* EvenEvilHasStandards: The Hunch Bunch, the plant monster, and Vanna Pira are all horrified by Dracula planning to unleash Genghis Kong as a last resort to prevent Scooby and Shaggy from winning the race.

65* FlatJoy: The peasants watching the race. "Yay." Turns to genuine cheering whenever anything bad befalls Dracula.
66* ForcedTransformation: Shaggy. The main plot of the film is that he's turned into a werewolf against his will.
67* ForeignQueasine: Dracula tries to use food to entice Shaggy into staying, and it almost works -- until Shaggy and Scooby learn what's ''in'' the buffet...
68* {{Foreshadowing}}: Shaggy winning the opening race sets up how he will have to do the same thing in the Monster Road Rally in order to get himself and the others home.
69* FormFittingWardrobe: Vanna Pira's little tattered gown outfit shows off her figure.
70* GiantSpider: Variant at one point, where the Hunch Bunch hire a man-sized spider to weave them a web across the track to try and catch Shaggy's car. Naturally, it backfires when Googie sees the web up ahead and alerts Shaggy to stop in time, letting the ''other'' cars crash into it instead.
71* GodzillaThreshold: As the race nears its end, Dracula, [[EveryoneHasStandards to the surprise and horror of everyone else]], unleashes his final weapon, Genghis Kong, a {{Kaiju}} that, as his name implies, is like a cross between King Kong and Genghis Khan.
72* GoneHorriblyWrong: A few of Dracula's and the Hunch Bunch's attempts to stop Shaggy and Scooby in the race. The aforementioned spider web is one, where Shaggy is warned of it by Googie and stops before he can reach it. The other cars drive into it and are propelled backwards through the air, causing a massive crash. The attempt to stop them with a man-eating plant also goes badly wrong, as Crunch pours water on the seeds far too soon, and the plant attacks Dracula, who was unable to escape in time.
73* HandsLookingWrong: On the DVD cover, Shaggy and Scooby stare in horror as one of Shaggy's hands are transformed to become clawed and furry.
74* HereWeGoAgain: Spoofed at the end. It appears that Scooby-Doo has also become a werewolf, only he was just [[LatexPerfection wearing a realistic rubber mask]]. But then unbeknownst to them, [[SequelHook Dracula and the Hunch Bunch are watching at the window]]...
75* HiccupHijinks: Shaggy gets the hiccups just as he becomes a werewolf. He keeps changing back and forth with each hiccup, until he stops hiccuping and stays in werewolf form by the time he reunites with Scooby. He doesn't even realize he was transforming like this until he's shown his reflection.
76* HybridMonster: Dragonfly, as his name suggests, is half-dragon and half-fly.
77* TheIgor: Besides Dracula's hunchbacked lackeys the Hunch Bunch, there's also Wolfgang, a wolfman-like creature who slavishly serves the Count.
78* ILied: Whenever the Count is called out for breaking a promise, [[HoldYourHippogriffs he claims to have had his fangs crossed]]. Good thing Vanna Pira's ditziness wound up helping in the heroes in the end.
79* InNameOnly: Pretty much the only thing the movie has in common with ''Scooby-Doo'' is Scooby, Shaggy and Scrappy being in it (and they're now a world-famous funny-car racer and his pit crew). There are no mysteries or mystery elements, the monsters are entirely real and are never even considered to be fake, and the plot is basically ''WesternAnimation/WackyRaces''.
80* InsultMisfire: When they first arrive in Transylvania, Shaggy points at Swampthing and Dragonfly and says "That's a whole week of nightmares!", and each monster thinks he's referring to the other one. Averted immediately afterwards when Swampthing insults Dragonfly ("[Shaggy] means you, gnat nose.") and Dragonfly shouts "Who are you calling names?!"
81* IronButtmonkey: Count Dracula is the one who suffers most of the slapstick humor, yet always recovers between scenes.
82* ItWasHereISwear: Scooby, while trying to explain that Shaggy is being stalked by monsters, is thought to be "whacko" when all evidence of monsters conveniently disappear whenever Shaggy and Scrappy are brought over. Later, some kids after Shaggy transforms.
83* IWouldSayIfICouldSay: Dracula at one point remarks that the Hunch Bunch would break his heart if he had one.
84* JekyllAndHyde: One of the racing monsters is a parody of Dr. Jekyll and Mr. Hyde named Dr. Jackal and Mr. Snide.
85* KarmicButtMonkey: Dracula, as he has Shaggy turn into a werewolf against his will, forces him to compete in the Monster Road Rally, lying that he change Shaggy back if he wins, and goes to great measures to keep Shaggy from winning so he will stay a werewolf and be under his power, all the slapstick violence and mishaps he goes through is well deserved.
86* KillerGorilla: Genghis Kong is a giant gorilla considered fearsome even by other monsters.
87* KryptoniteProofSuit: Dracula is able to go out in the daylight by putting on sunscreen with an extremely high SPF-number. Presumably, Vanna Pira does too because she also goes out in the sun.
88* LateToThePunchline: Vanna Pira takes a while to understand Dracula's jokes, if she ever does.
89* LostInTransmission: A humorous variant with Dracula's "Bat Laser" holographic transmitter. His words get through just fine, but the hologram failed to include his pants in the image, leaving him standing there in his boxer shorts.
90* LyingFingerCross: Played with, when Dracula claims that he had his fangs crossed after promising to let Shaggy and friends go. We actually see his fangs crossing when he promises to return Shaggy to normal and let him and his friends return home in exchange for participating in the big race.
91* ManEatingPlant: Dracula's penultimate attempt to slow down Scooby and Shaggy involves a man-eating plant. It tries to eat him instead because the Hunch Bunch grew the man-eating plant too soon.
92* MidAirRepair: Dracula sabotages the engine of Shaggy's vehicle just before the race. Shaggy has Scooby TakeTheWheel and gives it an emergency tune-up to get the car back into racing condition.
93* MinionWithAnFInEvil: Vanna Pira may be on Dracula's side, but doesn't really show any signs of being evil, apart from laughing when Shaggy, Scooby, Scrappy and Googie wake up at the castle and see all the monsters in front of them. She also reveals the spell book, which has the spell to change Shaggy back when Dracula claims to not have the means to change Shaggy back.
94* MonsterInTheMoat: Dracula's Castle moat has at least one crocodile. It proceeds to foil Shaggy and Scooby's attempt to escape the castle with a BedsheetLadder, although Scooby [[DelayedOhCrap doesn't notice until he's already climbed down into its mouth without knowing it was there]].
95* MonsterMash: The main plot of the film is Dracula holding a racing tournament with monsters. The contestants include Frankenstein's monster, a fly/dragon hybrid, a swamp monster, a mummy, a living skeleton, a pair of witches, and [[JekyllAndHyde a mild-mannered doctor with a hideous and deranged alter ego]], with Shaggy being chosen to take the place of the werewolf.
96* NeverSmileAtACrocodile: Twice during the movie, crocodiles prove a threat -- first when Shaggy and co. try to escape from their room, they climb down a BedsheetLadder into a crocodile-infested moat, where Scooby nearly gets eaten by one until he realizes what's happening and makes tracks back up to the room (and the crocodile actually ''follows them up the ladder''; fortunately, it gets shut out just by them closing the window), and second when they're doing a test run on the track and end up in Monster Morass, where gators surround them. Fortunately, Shaggy and co. are able to have their car literally walk across the reptiles and get to safety.
97* NonSequiturThud: Along the race course, there is a railroad crossing with a train approaching. All the racers are able to beat the train to the crossing, but Dracula, who was hanging onto Dr. Jekyll's car, is hit by the lowering crossing gate and is knocked onto the train, being carried along on the cow catcher. All along, he dazedly sings, "[[TrainSong Pardon me, boy. Is this the Transylvania choo-choo?]]"
98* ObliviousToLove: Throughout the film, Vanna Pira makes references to how hot Shaggy is (much to Dracula's annoyance), both before and after he's become a werewolf. Shaggy is completely unaware of her crush though, due to never actually being where he can hear her remarks, and is dedicated to Googie.
99* OfficerOHara: The cop who arrives at the drive-in theater to investigate the werewolf sightings has a distinct Irish accent.

Even when the other racers attack Shaggy or each other, it is justified in that the race doesn't really have any rules. The only one actually cheating is Dracula, as he is supposed to be the host, not a contestant.
113* PunnyName: Vanna Pira. A play on [[Series/WheelOfFortune Vanna White]], after whom Vanna Pira is modeled.

This is the first time that she's seen by the audience, but judging from her interactions with Shaggy and the Doos, it would appear that Googie and Shaggy have been dating for quite some time (like, to the point of acting LikeAnOldMarriedCouple).
122* RoadRunnerVsCoyote: Dracula and the Hunch Bunch alternately try to sabotage Shaggy's progress during the race, only for it to backfire on them every single time.
123* RoadSignReversal: Dracula does this to send Shaggy and Scooby into the tar pits by planting a sign pointing in that direction reading "Detour".
124* RuleOfThree: The moon's power only works during three nights. The Hunch Bunch turn Shaggy during the [[ThirdTimesTheCharm third one]].
125* SatelliteLoveInterest: Googie mostly serves to support Shaggy and Scooby throughout the adventure as well as give Shaggy his first definitive love interest. She gets fleshed out a bit in the race portion of the movie, serving as a HypercompetentSidekick and shown to be nearly as good a racer as he is.
126* ScaryStingingSwarm: The Hunch Bunch try to sic Transylvanian Bees on our heroes. It backfires.

129** Dracula tells the Hunch Bunch to do this once they have poured water on the man-eating plant seeds he intends to have grow into a plant that will attack Shaggy and Scooby in the latter stages of the race. Crunch demonstrates by pouring water on the seeds then and there, and he and Brunch run for it.
130* SecurityCling: When the Hunch Bunch's web trick sends all the monster cars flying back, Dracula throws his arms around Van Pira as they prepare for the inevitable crash.
131* SequelHook: The film ends with Dracula and the Hunch Bunch hinting that they're not quite done messing with our heroic trio. Of course, nothing came of this.

136** Wolfie, the werewolf who was supposed to be in the Monster Road Rally, was only seen in a postcard he sent Dracula, but his decision to retire before the race is what causes Shaggy to be turned into a werewolf and be forced to compete in his place.
137** Wolfgang has almost no dialogue except at the very beginning of the movie and disappears from the story entirely soon after the race begins (being briefly seen operating a camera filming Dracula at the beginning of it), but he's the one who first showed Dracula the book on how to make a new werewolf, and how to make Shaggy that werewolf.
138* SoreLoser: Dracula doesn't take it well after Shaggy and Scooby win the race. When Shaggy tries to get Dracula to undo the spell on him, Dracula lies and tries to get out of changing Shaggy back so that he can keep him as a werewolf forever.
139* SpittySpeaker: Crunch of the Hunch Bunch (a pair of hunchbacks) has a tendency to do this when he speaks, even spraying his boss Dracula [[ReachingBetweenTheLines when they're talking via a radio or video screen]]. Dracula is not pleased by this, and lampshades it at one point:
