Plus, he makes a wider profit margin by dumping the waste in the void, since he has no other competition in that area, and he sees the aliens there as inferior to him. Just to be a Jerkass and rub salt in the wound as well, he decides to attempt to either keep Voyager in the Void, or destroy them.
