This means that the projection system that makes everything appear monochromatic is part of the holodeck sub-system, but the actual lights within the simulation are physical lights in the holodeck, which directly conflicts with what we've seen of holodeck's before.

To try to protect the aliens, The Voyager crew show Emck a way to clean and refine the waste so it can be used for other purposes. He seems to take an interest in it, but then refuses, as it would mean that he would be out of a job. Plus, he makes a wider profit margin by dumping the waste in the void, since he has no other competition in that area, and he sees the aliens there as inferior to him. Just to be a Jerkass and rub salt in the wound as well, he decides to attempt to either keep Voyager in the Void, or destroy them.

114* WithholdingTheCure: Controller Emck is shown Federation warp technology, which recycles its theta radiation. He rejects this as it would put him out of business. Chakotay points out that he's throwing away a great business opportunity, but Emck is already making lots of money thanks to his secret dumping ground, and would rather bet on what he has, than risk the financial chaos caused by the introduction of a world-changing technology.
