The one where... We see other Team Rocket grunts besides Jessie and James.

After winning a Thunder Badge, Ash and his friends want to go on a cruise but know they can't afford it. Out of nowhere two girls show up and give them free tickets, saying that they don't need them anymore. While our heroes leave to the port, excited by their lucky prize, these two girls are revealed to be Jessie and James in disguise, and they enter into their secret base where Meowth briefs their success to a shadowy figure they call the Boss. It turns out that the St. Anne cruise is really a ploy devised by him to lure trainers in and steal their Pokémon.

Ash and company get on board the boat and Ash has a Pokémon battle with a rich, older man who later convinces Ash to trade his Butterfree for a Raticate. Meanwhile, James encounters a salesman selling a Pokémon known as Magikarp. The salesman tells James that Magikarp can make him rich by laying a thousand eggs that hatch into more Magikarp laying another thousand eggs each. Lured by the salesman's words, James eagerly spends all of his and Jessie's salary advances to buy Magikarp, unaware that the salesman had sold him a worthless Pokémon.

As the ship sails through dark clouds, the Boss gives the signal. Doors are shut, and various crew members reveal themselves to be Team Rocket grunts. Led by the trio, they attempt to steal all the Pokémon on board, but Ash convinces the passengers to fight back. During the battle, Ash begins to regret his decision to trade Butterfree after realizing that Raticate wasn't the same. The Rocket grunts are thwarted and blasted off save for the trio, and in the aftermath, Ash decides to trade back Raticate for his Butterfree. Unfortunately the ship has sailed into a storm during the fight, and the rough waves knock Ash, Misty, Brock, Pikachu, and Team Rocket out cold. When the ship sinks, Ash and his friends are still on board.

!!Tropes
* AbandonShip: Everyone except Ash, his friends, and Team Rocket manage to get out and on board inflatable life rafts. The rest fail to escape due to falling and knocking themselves out.
* AdaptationNameChange: The S.S. Anne from VideoGame/PokemonRedAndBlue becomes the St. Anne here.
* ArtisticLicenseLaw: When the ship begins to sink, the maritime traditions of women and children first and the captain going down with the ship are completely thrown out the window as the captain is the first to man the lifeboats and all the passengers cram into each lifeboat at once.
* BadassBystander: A good chunk of the St. Anne's guests are this: when Team Rocket starts stealing Pokémon, they send out their own and help Ash, Brock, and Misty fight back.
* BigBadassBattleSequence: It's the first instance of many trainers battling each other at the same time. The trainers aboard the St. Anne repel Team Rocket's attack.
* BigEater: Ash, Brock, and Misty all go to town on the St. Anne's food. Notably, this is the first episode where Ash's BigEater tendencies really come into play.
* BondVillainStupidity: Team Rocket didn't bring any of their own Pokémon, apparently believing they could force the passengers into surrender via intimidation alone. Even worse, Giovanni prepared all the grunts with suction devices intending for them to use those to steal all the Poke' Balls, yet some grunts didn't get the memo (or perhaps don't know how to operate the weapons), so they go around asking for trainers to hand over their Poke' Balls and "don't make us take them." Cue CurbStompBattle with them on the receiving side.
* Cliffhanger: The St. Anne sinks with Ash, Pikachu, Brock, Misty, Jessie, James, and Meowth still aboard.
* DidntThinkThisThrough:
** Apparently, the Team Rocket grunts figured that the trainers wouldn't fight back when they attempted to steal their Pokemon. They were wrong big time.
** And then there's Ash trading Butterfree purely because he had been pressured by Raticate's owner against his better judgement. Especially egregious is him asking for Brock's opinion when the guy was clearly too focused on the man's lady friend to hear what he was saying.
* DirtyCoward: The Captain of the St. Anne, who claimed the ship wouldn't sink, but decided to test out the lifeboats.
* DisguisedInDrag: This episode features the first of many times James would dress like a woman.
* DivingKick: The Gentleman's Raticate is special due to being able to use the moderately powerful Jump Kick, a move that's usually impossible for Raticate to learn.
* EyeCatch: The featured Who's That Pokémon? this episode is Raticate.
* FauxHorrific: When Jessie and Meowth are angry at James for buying the Magikarp, James tries to explain how valuable Magikarp is and that his Pokéball is even "solid gold," but Meowth is quick to point out that it's really just gold-plated and swipes at the ball, the claw marks revealing the standard red and white Pokéball colors under the plating, to which James dramatically screams.
* Foreshadowing: Ash nearly trading off Butterfree would foreshadow his departure six episodes later.
* GetRichQuickScheme: The Magikarp salesman sells James a Magikarp for an exorbitant price by telling him he can get insanely rich because Magikarp breed very fast and are worth a great deal of money. This is bogus as Magikarp are very common and not very useful so selling thousands of them is quite unlikely.
* GoingDownWithTheShip: Averted - TheCaptain is the first one in a lifeboat when the sea gets rough.
* GreaterScopeVillain: This episode reveals that the Team Rocket trio is only a small part of a larger criminal organization led by their boss, . This also marks the first time where he takes a more direct role as the BigBad of the anime. Unfortunately, it also reveals that your garden-variety Mook Rocket grunt is about as competent as the Trio.
* HarmlessElectrocution: While Pikachu electrocuting people without doing a realistic amount of actual damage is common at this point, this episode kicks it up a notch by Ash actually requesting that Pikachu shock someone.
* HitFlash: In the dub, it replaced an extreme close-up of James' face the moment Jessie hits him with a sledgehammer.
* HowWeGotHere: The dub actually aired this episode first, with special dialogue that asks the viewers to stay tuned for the next fourteen episodes to find out how Ash and his friends got into this situation. Since this was a special broadcast not in the Japanese version (which started with “I Choose You!”) no later rerun did likewise.
* ImagineSpot: James has two visible fantasies in this episode, one of him lying on top of a pile of Pokémon and another of him on a throne surrounded by piles of money.
* LateArrivalSpoiler: In the dub only, this episode was aired the day before the series began its official rotation, since it was thought the first episode was too slow-paced to serve as an introduction and lacked all the main characters. This means that anyone who happened to see this episode on the premier, and then start watching from the real first episode the next day, would be spoiled about Brock becoming a traveling companion, Misty doing the same rather than vanishing after Ash crashes her bikeThis would be obvious to any watcher who understands proper writing technique, but the target audience would be too young to necessarily have this understanding. that Team Rocket won’t give up chasing Pikachu, and the species of the first five Pokémon Ash catches.
* NiceGuy: The Gentleman is a kind, honorable man, and doesn't need much persuading to give Ash his Butterfree back when it becomes clear that he misses him.
* NoOSHACompliance: Apparently, lifeboat drills don't exist in the Pokémon world, otherwise everyone would have been prepared for the storm and the impending sinking.
* RecurringExtra: First appearance of the Magikarp salesman, who would go on to make sporadic appearances throughout the series.
* RecycledAnimation: The shot of all the Pikachu gathering for battle is reused from "Pokémon Emergency".
* RightHandCat: The Boss is shown stroking the head of a Persian, a cat Pokémon and the evolved form of Meowth. Meowth takes issue with that as he wants to be the Boss's top-cat.
* RiteOfPassage: Ash makes his first Pokémon trade here, trading his Butterfree for the gentleman's Raticate. Being his first time trading, Ash worries about his Butterfree's wellbeing in the hands of a stranger he never met, and soon realizes that Raticate doesn't have same emotional bond he had with his first Pokémon. He eventually decides to trade back.
* ShoutOut: The captain of the St. Anne refers to her as being "Unsinkable", a claim made of the UsefulNotes/RMSTitanic. The 1997 film was also released in theaters months after the episode aired in Japan, and was still running when the sneak preview aired in the US.
* SmurfettePrinciple: There is a single female among the Rocket Grunts (aside from Jessie).
* SouthernBelle: The Gentleman's girlfriend is this, complete with a posh Southern accent.
* SouthernGentleman: The Gentleman Ash trades with is characterized as this, being a well-spoken, classy individual with a Southern accent.
* TotallyRadical: Lampshaded by Ash.
-->Jessie: (disguised as a Valley Girl) It'll be a radical party! All of the most radical Pokémon trainers will be there!
-->Ash: (to Misty) Do you know anyone who says "radical" anymore?
* ValleyGirl: James talks like one until Jessie whacks him on the head. Ash even lampshades how ridiculous he sounds.
* VileVillainSaccharineShow: The Rocket Boss. When Team Rocket first contacts him, his appearance and voice are distorted in a shadowy, almost demonic fashion. Unlike Team Rocket, he is not PlayedForLaughs in this episode, save for making one small Pun on "purrfection".
* VillainDecay: In full swing for the Team Rocket trio by this episode, especially James. Jessie calls him out on staying in character as a ganguro after giving Ash and his friends tickets aboard the St. Anne. Later, he uses his salary advance and Jessie's to buy a worthless Magikarp from a con salesman.
* WhatHappenedToTheMouse: After Ash trades back the gentleman's Raticate for his Butterfree, the gentleman was never seen, heard, or mentioned again.
** Before the trainers started fighting back, the Rockets did manage to suck in a few Pokeballs via their vacuum packs. It's unknown if their trainers managed to get them back or if they remained in the grunts possession when they blasted off.
* YouHaveFailedMe: The Boss reveals that he had replaced Meowth with his evolved form Persian because he was growing tired of Team Rocket's constant failures. He promises to restore Meowth's position as top cat if their latest scheme is successful.
