Most of his reforms are aimed at improving conditions for the bulk of Erebonia's population. 658** While his annexations of foreign lands is a huge factor to his reputation as EvilChancellor, some of the areas he absorbs into Erebonia do benefit from joining the empire. Jurai, for instance, was a PortTown whose ports were destroyed in a typhoon, leading to a rise in poverty. With the exception of Crow's grandfather, all of Jurai's leaders supported the annexation because of all the tax revenue they would gain from new trade. North Ambria is in a similar situation, as the country has been poverty stricken since the Salt Pale disaster, which was more than twenty years before the events of ''Cold Steel''. Before it joined the empire, its economy depended on a jaeger corps called the Northern Jaegers, which was responsible for atrocities like the arson of Celdic. After joining Erebonia, the corps disbanded, and new trade came in to revitalize the economy, so the region was no longer dependent on jaegers. A conversation between Rean and Valerie in ''Cold Steel III'' reveals that unlike the citizens of Crossbell, the people of North Ambria were much more open to the idea of joining the empire, implied to be because [[GrimUpNorth life was just that horrible beforehand]].
659** He also gets one such moment during the trade conference in ''Azure''. The other leaders, Prince Olivert in particular, are disgusted when he gives the jaeger corps Red Constellation permission to kill the terrorists attacking the trade conference. Though as he explains, if they did get arrested by the proper authorities and deported back to their home countries, they would be facing either a life sentence or the death penalty for their crimes. As Osborne puts it, might as well cut to the chase and kill them now.
