----
[[foldercontrol]]

[[folder:As a whole]]
* AcademyOfEvil: The Academy in ''The Ballad of Songbirds and Snakes'', where Panem's elite are groomed to serve the Capitol and oppress the Districts (although the place isn't as hard on the students as most examples).
* CondescendingCompassion: If a Capitol resident expresses sympathy for how hard life is in the Districts (especially District Twelve), expect there to be an insult somewhere in there. Often [[InnocentlyInsensitive unintentionally on their part]]. There are some exceptions, like Cinna, who manages to show empathy towards Katniss ''without'' being demeaning.
* DecadentCourt: There's the general hedonism show throughout the novels.
* EveryoneHasStandards:
** Capitol citizens are perfectly willing to accept and even cheer for the already-pretty-evil Quell, which forced a bunch of PTSD victims to relive their trauma by throwing them into an arena where they would ''be forced into fighting each other to the death'' and had been fine with doing the same to ''children''. However, when it's [[spoiler:(falsely) revealed that Katniss is pregnant with Peeta's child]], the citizens immediately start protesting and demanding that the Games be cancelled.
** Capitol citizens also frown upon cannibalism, even in the games where they force children into a fight to the death.
* InnocentlyInsensitive: The Capitol’s privileged citizens are wildly out of touch with how the rest of the nation lives, and they tend to make offhand comments about food, money, or appearances that really rub Katniss the wrong way.
-->'''Gale:''' So well intended, and yet so insulting.
-->'''Katniss:''' Welcome to the Capitol.
* ObliviouslyEvil: Many Capitol citizens, including some who are actually ''involved'' with the Games, seem genuinely clueless about how horrible the practice is. Katniss even finds it difficult to hate some Capitol residents she gets to know personally, because they're just so, ''so'' clueless.
* PunchClockVillain: As the series goes on, it becomes apparent that a good portion of the lower and middle ranks are either this or outright ObliviouslyEvil. Caesar Flickerman for example clearly knows the score regarding the growing unrest but Katniss takes a gentler hand describing him since he does his best to "help tributes out" in appealing to sponsors. Many of the enlisted Peacekeepers are described as impoverished Capitol citizens who are stuck in a menial, marriage-less job for two decades with little chance for career advancement or even prospects finding a different job once their enlistment is up. [[spoiler: It is later revealed by Plutarch that many are actually drawn from District 2, and the prequel suggests that during/shortly after the Dark Days many were recruited from those seeking to escape poverty in other districts]]. Their higherups have little qualms [[ColdEquation putting them in dangerous situations]] to be sacrificed, sometimes by the Capitol's own weapons, and [[TokenGoodCop a few Peacekeepers are even described as benevolent]].
* SilkHidingSteel: Their bizarre, effete and decadent lifestyle is backed up by an overwhelming military force armed with futuristic weaponry and an absolute disregard for human rights.
* ThisLoserIsYou: On a societal level. Many aspects of the Capitol are satire or social commentary on the contemporary United States.
* WorldOfHam: Aside from Snow and Cinna, everyone dresses and/or acts flamboyant. This may be partly justified as most of the Capitol residents encountered in the book series are directly associated with either the fashion world or the super elite. Those who are not directly associated with show business (e.g. Snow and the Peacekeepers) tend to be less flamboyant though most have at least one odd fashion or behavioral quirk (Snow's roses and possibly surgically altered lips, Cinna's eyeliner).

!Hunger Games Preparation Teams
[[folder:Effie Trinket]]

The escort of the District 12 tributes. Though she hates being stuck with the lamest district, Effie still tackles her job (you know, bringing kids to die for the entertainment of the masses) with enthusiasm and gusto, hoping for a promotion to somewhere better.
----
* AffablyEvil: She's very cheerful and friendly, even though her job is, you know, to choose kids to send to their deaths. It is implied that due to her privileged upbringing and low intelligence, she just does not understand how evil the Hunger Games are.
* BunnyEarsLawyer: Despite her ditziness she is extremely good at organising Katniss and getting her the sponsors she needs.
* CatchPhrase:
** "Happy Hunger Games! And may the odds be EVER in your favor!"
** "It's going to be a big, big, big day!"
* CharacterDevelopment: During the 74th reaping, she's excited and completely oblivious to how terrified and beaten down everyone else is. During the next game, she's aware of horrible it is to do what she's doing and can barely keep up the façade.
* CompositeCharacter: The film versions of [[Film/TheHungerGamesMockingjay Mockingjay]] combines her with Fulvia.
* CostumePorn: Effie wears the most extreme outfits. At first it's because just another spoiled brat from the Capitol, but over time it's clear she's a SadClown who hates what she's doing.
* DemotedToExtra: She only makes one brief appearance in ''Mockingjay'' after playing a recurring role in the first two books.
* {{Determinator}}: She takes her job ''very'' seriously, at one point promising to force Haymitch to do his job negotiating with the sponsors at gunpoint if necessary. Even Katniss acknowledges this.
-->Although lacking in many departments, Effie Trinket has a certain determination I have to admire.
* EmptyEyes: [[spoiler:Katniss notes how Effie has a "vacant look" in her eyes in ''Mockingjay'' due to the torture she suffered while being held prisoner by the Capitol.]]
* TheFashionista: Has been wearing fancy dresses in all her appearances. In the film, when she had to wear jumpsuits after she defected to District 13, she's obviously pissed off.
* FeigningIntelligence: She's probably dumber than a jar of mayonnaise, but she certainly doesn't see it that way.
-->"Everyone has their reservations, naturally. You being from the coal district. But I said, and this was very clever of me, I said, '[[InUniverseFactoidFailure Well, if you put enough pressure on coal it turns to pearls]]!'"
* GenkiGirl: A grownup version. She's bright and loud and our introduction to the Capitol.
* HiddenDepths: She seems like a frivolous, apathetic bitch at first, but soon shows that she genuinely cares for Katniss and Peeta.
** Claims to be “something of an expert in architectural design” at one point, leading her to explore the District 11 Justice Building. That said the following line, about how looking around district ruins is the current fad in the capital, implies her interest isn’t that deep.
* IgnorantOfTheirOwnIgnorance: She's initially totally unaware of her role in the horror of the Capitol and the Hunger Games. By the second movie, she's learned what role she's really playing and is horrified by it. It's indicated that having to send her victors in as tributes a second time really got to Effie and made things real for her, since she'd never been or had reason to be so attached to her tributes before and everybody in Panem though victors were safe.
* ImpossiblyTackyClothes: She represents the excess of the Capitol, wearing impossibly beautiful clothing and over the top makeup in contrast to the outright Amish clothes of the residents of District 12.
* IntergenerationalFriendship: She bonds with Katniss and Peeta despite her being and adult and them being kids.
* LargeHam: At first this is because she's an ignorant socialite. Later it's a role she's deliberately adopted because she hates what she's doing.
* ScheduleFanatic: A mild example in ''Catching Fire''. She doesn't have much in the way of real skills, so she takes what she can do ''very'' seriously.
* SkewedPriorities: Initially, she focuses on the games because she doesn't know how monstrous they are, and objects to Katniss skewering mahogany because, again, she doesn't know.
* StepfordSmiler: Katniss eventually realizes that Effie's shallowness is a defense mechanism which is her way of coping with her role in the Games.
* TeamMom: To an extent. She eventually bonds with Katniss and Peta and is horrified with her role in what happened t othem.
[[/folder]]

[[folder:Cinna]]

Katniss' soft-spoken personal stylist for the Games who quickly becomes one of her closest friends in the Capitol. He has a flair for the dramatic which is in part what leads to his downfall.
----
* CostumePorn: It's his job to make eye-catching and iconic outfits for the tributes.
* CulturedBadass: Instigates a rebellion with the [[IconicOutfit power of]] ''[[ImpossiblyCoolClothes fashion]]''.
* EccentricFashionDesigner: Subverted by him, who surprises Katniss by being extremely softly spoken and tasteful (even if he does set Katniss on fire). However, played straight by all the other designers and styling teams, who are extremely manic with off-the-wall ideas about how to dress the tributes.
%%Administrivia/ZeroContextExample* TheFashionista: A non-camp version.
* {{Guyliner}}: In contrast to the other Capitol stylists, who style themselves with plastic surgery and ridiculous amounts of makeup, his only accessory seems to be his gold eyeliner. Katniss notices that it brings out the flecks of gold in his green eyes.
* HeroicSacrifice: [[spoiler:With him being the most talked about stylist after designing District 12's fiery uniforms, he knows what would happen to him when he makes Katniss' Quarter Quell interview dress turn into a gown resembling a mockingjay (a rebellion symbol) for all of Panem to see. He pays the ultimate price for it, though not before already designing a combat Mockingjay suit for Katniss and the rebels to use once he was gone.]]
* MeaningfulName:
** The original Cinna was a [[spoiler:doomed]] opponent of Sulla the dictator. Likewise, Cinna opposes Snow's dictatorship [[spoiler:and is killed for it]].
** Also, "Cinna" sounds similar to the word "cinders", complementing Katniss' fire theme.
* NiceGuy: One of the nicest, sweetest people in the CrapsackWorld that is Panem, so much that Katniss quickly grows attached to him and sees him as a friend and someone she can trust.
* OnlySaneMan: Katniss considers him to be one when she arrive to the Capitol, as he looks relatively 'normal' to her when compared with the more-flamboyant general Capitol population.
* RevengeByProxy: [[spoiler:He is beaten by the Peacekeepers as Katniss is being lifted to the Quarter Quell arena, and later killed during interrogations]].
* StylishProtectionGear: The Mockingjay suit he designs for Katniss. Justified in that Katniss the "Mockingjay" is the symbol of the rebellion, and so needs to look suitably iconic.
[[/folder]]

[[folder:Portia]]

Peeta's rather level-headed stylist. Is later executed on live television by President Snow to scar Peeta.
----
* AmbiguousSituation: It is never made clear her involvement, if any, with [[spoiler: the rebellion]]. Portia and her team are usually OutOfFocus since the story is told from Katniss’s perspective, though she does seem to get along very well and works closely with Cinna. She is both kind to Katniss and more grounded than the other capital members in the District 12 entourage - Katniss speculating that unlike Effie and the prep team, Portia and Cinna likely were kept in the loop about the District 11 incident. She also is the one who introduces Katniss to Plutarch.
* BusCrash: [[spoiler:Disappears midway through Catching Fire and is later mentioned in ''Mockingjay'' to have been killed.]]
* CostumePorn: It's her job to make eye-catching and iconic outfits for the tributes.
* OnlySaneWoman: She is much more level-headed than other Capitol residents. She is quick to reassure Katniss in the first novel when the latter worries about various mishaps during the pre-game festivities.
** Actually does a {{facepalm}} when she learns Peeta and Katniss independently made provocatively acts of rebellion during their private sessions with the Gamemakers despite ostensibly trying to keep one another alive.

[[/folder]]

[[folder:Venia, Octavia, and Flavius]]

Katniss' prep team from the Capitol. Their job is to pretty her up for public appearances. After the 75th Quarter Quell, they are the last surviving prep team, as all others were murdered by the Capitol.
----
* AscendedExtra: With each book, they become more and more prominent, before eventually [[spoiler:being the last surviving prep team after the Quarter Quell.]] In the ''Catching Fire'' film, Octavia and Flavius get much more screen time than in ''The Hunger Games'' film. Averted in ''Mockingjay'', in which they appear to have been AdaptedOut.
* AmazingTechnicolorPopulation: Octavia's skin is dyed light green.
* BreakTheCutie: In ''Mockingjay,'' they're held prisoner and tortured for months.
* BunnyEarsLawyer: Despite their various eccentricities, they're extremely competent stylists. After all, it wasn't just Cinna who made Katniss shine like a star in the chariot rides and interviews.
* {{Chatty Hairdresser}}s: Their chatter actually hinted Katniss on potential uprisings in Districts 3, 4 and 8.
%%Administrivia/ZeroContextExample* {{Cloudcuckoolander}}: All three.
* DefectorFromDecadence: [[spoiler:They are captured and brought to District 13 and tortured, but their sheer love for Katniss makes them defect against the Capitol, instead of running back and informing them.]]
* DemotedToExtra: In the film. They show up, but their names aren't mentioned and they only have a brief appearance. They have a bit more to do in ''Catching Fire''.
* {{Determinator}}: Venia powers on alone to fix Katniss once Flavius and Octavia are sent away to prevent from upsetting Katniss.
* FacialMarkings: Venia sports gold tattoos above her eyes.
* FatAndSkinny: Venia is described as tall, thin and angular, while Octavia is plump and curvy.
* FormerlyFat: Octavia is described as plump, but loses a significant amount of weight while being held prisoner and deprived of food in District 13, causing her skin to hang off of her like a deflating balloon.
* HiddenDepths: All three of them are very enthusiastic to learn how Mrs. Everdeen styles Katniss' hair -- they pay strict attention to her and seem to respect her ability. Flavius and Octavia are very fond of Katniss and can't hide their emotions when Katniss is being sent to the 75th Hunger Games. Venia is, too, but as Cinna absolutely forbade them from crying, once Flavius and Octavia are sent away to keep from upsetting Katniss, Venia powers on through to finish her work alone, then tells Katniss that it was a privilege to make her look her best.
* InnocentlyInsensitive: Having lived their entire lives in the wealthy Capitol, they don't understand how torturous the Hunger Games really are for the tributes, or how hard life is for people in the districts. During a party in ''Catching Fire'', they introduce Katniss to the Capitol custom of eating yourself sick and drinking emetic liquid to throw up so you can eat more, which horrifies her since she grew up in a District so poor that people regularly starved to death in the streets.
* LastOfTheirKind: [[spoiler:They are the only remaining prep team to survive the Second Rebellion.]]
* MoralityPet: It's subtle, but their presence reminds Katniss that most people in the Capitol aren't evil sadists, just largely ignorant of what the Districts have to suffer through. In spite of herself, she becomes sincerely fond of them, to the point where she's ''furious'' when she finds out they're being held prisoner and tortured in ''Mockingjay''.
* NoodleIncident: Apparently, Octavia made a big mistake getting everyone to wear feathered costumes at her birthday party.
* OlderThanTheyLook: Venia is never described as looking old, but her natural hair is shown to be growing in grey during ''Mockingjay,'' implying that she might be in her forties or fifties. Her being the calmest and emotionally strongest of the trio adds some evidence to support this, as well as mentions of plastic surgery being common in the Capitol to make people look younger.
* QuirkyCurls: Flavius's hair is styled in bright orange corkscrew locks, one of the many strange fashion trends that exist in the Capitol.
* SleepyHead: According to Katniss, they never get up before noon unless it's a national emergency, like her leg hair.
* SpoiledSweet: They've grown up living luxurious lives in the Capitol, but aside from some InnocentlyInsensitive comments, they're genuinely kind and good-hearted.
-->'''Katniss' narration:''' [They are] so readily respectful and nice to my mother that I feel bad about how I go around feeling so superior to them. Who knows who I would be or what I would talk about if I'd been raised in the Capitol? Maybe my biggest regret would be having feathered costumes at my birthday party, too.
* {{Wide Eyed Idealist}}s: Even though they're overprivileged and shallow Capitol residents, Katniss still finds them sympathetic because of their innocent outlook.
[[/folder]]

!Government
[[folder:President Coriolanus Snow]]

The president of Panem. He has puffy lips and smells of blood and roses. He's not very fond of Katniss.
----
* AcquiredPoisonImmunity: Subverted, as the poisons he took needed antidotes and still cause him bleeding gums.
* AdultAdoptee: In ''The Ballad of Songbirds and Snakes'', Strabo Plinth is unable to legally adopt him due to him already being legally an adult. However, he adopts in every manner but legally, making him his heir and treating him as part of the family following the death of his own son.
* AffectionateNickname: Is called "Coryo" by people close to him.
* AmbitionIsEvil: His descent into villainy was largely fuelled by his desire to get a good job and improve his family's circumstances, while refusing to settle for anything less.
* AnimalMotifs: He's been described as "snake-eyed."
* ArchEnemy: To Katniss - Katniss embodies everything that Snow is opposed to and is the biggest threat to the Capitol's rule in the eighty years since it is founded, and he goes out of his way to try and either bring her in line or destroy her. For her part, Katniss initially focuses on either appeasing him or trying to escape his wrath, but by the time of ''Mockingjay'' has come to truly hate him and go all in on opposing him. [[spoiler:The implication that Katniss is related in some way to Lucy Gray Baird, the one woman Snow truly loved, just adds to his resentment of her]].
* AristocratsAreEvil: Aristocratic? Check. Evil? Double check.
* AscendedExtra: In the films, although as he's the BigBad (and with all the scenes beyond Katniss' perspective), this makes a lot of sense. The prequel would put him into a more major role as the protagonist.
* AwfulWeddedLife: [[spoiler:[[InvokedTrope Invoked]]. It's implied in the epilogue of ''The Ballad of Songbirds and Snakes'' that he went on to marry Livia Cardew. Not because they love each other, but because he swore to marry someone he hates, after coming to believe that [[LoveIsAWeakness the genuine love Lucy Gray gave him was poisonous]]]].
* BeautyToBeast: His attractiveness is occasionally commented on in the prequel and a lot of his classmates crushed on him. By the time of The Hunger Games, however, his appearance has become "snakelike" and he has sores around his mouth.
* BewareTheNiceOnes: He's very polite and affable, especially in the prequel. But underneath, he's ruthless.
* BigBad: Of the series. As the [[EvilOverlord leader of the totalitarian regime responsible for organizing the Hunger Games]], he serves as the prime mover behind all the horrific events that transpire within the story.
* BigBadEnsemble: [[spoiler:With President Alma Coin in ''Mockingjay'']]. Both are equally ruthless, yet opposing figures who cause Katniss and the rest of the country a lot of grief for their own selfishness.
* BigBadSlippage: Is not the nicest person at the start of the prequel, but he at least has some morals and is pretty harmless. Then Volumnia Gaul convinces him humanity is evil, setting him on the path to becoming the cruel tyrant we see in The Hunger Games.
* BigBrotherIsWatching: Has secret cameras everywhere, much to everybody's discomfort.
* BigotWithACrush: Considers people from the districts to be inferior, but still has feelings for Lucy Gray, who lives in District 12. He attempts to rationalize it by insisting that she is "not really district", since she wasn't originally from District 12 and only settled there because of Capitol policies.
%%Administrivia/ZeroContextExample* TheChessmaster
* BitchInSheepsClothing: He's courteous to most people he meets, including unpopular people, and as a result, everyone in the prequel except for Casca Highbottom thinks he's a decent person. (And Highbottom mostly dislikes him because of a falling-out with his father years ago, rather than any indication of fault actually given by Coriolanus.) In reality, he's an entitled, selfish, ManipulativeBastard. Also comes over to the main trilogy where people see him as a courteous statesman rather than a power mad control freak who thinks that MurderIsTheBestSolution.
* BlueBlood: Comes from an old, influential family (although their glory had faded by the time Coriolanus was in his teens).
* CareerVersusMan: A rare male example. He has to choose between his military career or running away with his girlfriend to the wilderness.
* CloseToHome: Implied to be the reason he was so vindictive toward the victors from District 12 - they remind him of District 12's only other female victor, Lucy Gray Baird, [[spoiler:who he personally mentored, fell in love with, and led to victory (partly through outright cheating). It's also possible that Snow not only sees Katniss, in particular, as a dangerous icon of rebellion, but she and Peeta as the embodiment of a life that Snow willingly threw away, with Lucy Gray]].
* ChickMagnet: A lot of girls in his school crushed on him.
* DarkAndTroubledPast: ''The Ballad of Songbirds and Snakes'' goes into detail about the hardships he faced during his childhood. Both of his parents died when he was little, his family's money was lost due to most of it being invested in District 13, he often went hungry, had to wear tattered clothing, and he and his cousin had to take care of his almost-senile grandmother even though they were only teens themselves.
* ADayInTheLimelight: The prequel ''The Ballad of Songbirds and Snakes'' stars a young Coriolanus Snow and how he got to his current mindset.
* DieLaughing: [[spoiler:The last we see of Snow is him laughing after Katniss shoots Coin, both over how he managed to kill a rival one last time and because the one doing it is the SpiritualSuccessor to Lucy Gray Baird, the one person who ever got the better of him]].
* TheDreaded: To all the District's inhabitants in general.....''until'' witnessing Katniss's brazen defiance towards his regime.
* ElementalMotifs: Is associated with snow. In addition to [[MeaningfulName having the word as his surname]], his [[WhiteHairBlackHeart hair is white]] (blond as a young adult), his eyes are light blue, and he is stoic in terms of personality. Moreover, he is placed in opposition to the fire-associated Katniss. ''The Ballad of Songbirds and Snakes'' expands on this by using snow metaphors to represent Coriolanus losing, [[spoiler:namely when Casca Highbottom mockingly claims "Snow [is] falling" after the former's expulsion]] and triumphing, [[spoiler:which comes in the form of the Snow family's signature phrase, "Snow lands on top", which Coriolanus employs after poisoning Highbottom]].
* EntitledToHaveYou: Views Lucy Gray as his property.
* EvenBadMenLoveTheirMamas: Lost his mother at a young age, and misses her terribly, keeping her rose scented powder as a reminder of her. [[spoiler:He ended up throwing the powder away as it was reduced to a nasty paste by lakewater - incurred after he waded into the lake to sink the weapons and hide his crimes. This is symbolic of Mrs. Snow's influence on Coriolanus fading as he begins to descend further into villainy and gets two surrogate mothers: Ma Plinth, the innocent mother of his murder victim Sejanus, and Volumnia Gaul, his EvilMentor who was named after a famous MyBelovedSmother to her own son, Roman general Gaius Martius Coriolanus.]]
* EvenEvilHasLovedOnes: ''The Ballad Of Songbirds and Snakes'' reveals that Snow loves his family and has a rose as his symbol to honor his grandmother. [[spoiler:He also loved Lucy Gray, until she realized he betrayed Sejanus]].
* EvenEvilHasStandards:
** He admits himself that he has absolutely no problem killing anyone and everyone in his way, children included, but he also doesn't kill people without a reason. This clued in Katniss that he [[spoiler:was telling the truth about Coin being responsible for Prim's death]].
** He's perfectly willing to lie to someone but will never go back on his word. If he promises you something, you can guarantee that he will follow through on it.
** Like the other Capitol citizens, he is disgusted by cannibalism.
* EvilOldFolks: He is in his 80s by the time of the main trilogy, and is an extremely oppressive dictator who tortures and kills countless people to maintain his power.
* EvilMakesYouMonstrous: Snow was handsome as an 18-year-old, but he loses his beauty after he goes down the path of evil. This could be because of poisoning himself in order to avoid suspicion for poisoning his opponents, which leaves him with bleeding gums and sores around his mouth. Although it's never explained exactly how his eyes went from being described as simply "pale blue" in the prequel, to "snakelike" in the main trilogy, assuming it's meant to be literal rather than metaphorical.
* EvilVirtues: Honesty when it comes to [[IGaveMyWord making promises]]. Snow is many things, but a promise-breaker isn't one of them. [[spoiler:This is one of the reasons Katniss concludes he's telling the truth when he said it was Coin who actually ordered the bombing of the Capitol children and Prim instead of him, since they both promised they wouldn't lie to each other.]]
* EvilVersusEvil: [[spoiler:In general, District 13 and the rebels seem like the grey to the Capitol's black (or ALighterShadeOfGrey), but Alma Coin personally is at least as evil as Snow.]]
* FalseFriend: Poor Sejanus. He thought he had finally found a friend in Coriolanus after years of being alienated due to his background, but Coriolanus never genuinely liked him, and was in fact jealous and resentful of him.
* FatalFlaw: Obsession. He’s quite aware of it, as the narration of the prequel reveals. During the main trilogy his hyperfocus on Katniss and making her life as miserable as possible not only blinds him to the rapidly deteriorating situation (putting the blame for the unrest on Katniss and the berries rather than the appalling living conditions of the districts and the horrific annual hunger games) but also backfires on him when he doubles down and escalates, turning Katniss into martyr and triggering the disastrous Quarter Quell breakout that kicks off the rebellion. He confesses at the end of the revolution that he spent so much time focusing on Katniss he neglected Coin’s political maneuvering.
* FauxAffablyEvil: He can smile politely and say all the right words but then he will make a remark or threat that reminds you of the darkness lurking beneath. Even before JumpingOffTheSlipperySlope, he could be manipulative, controlling, and duplicitous.
* TheFirstCutIsTheDeepest: It is strongly implied that the regrets associated with his brief relationship with Lucy Gray stuck with him for the rest of his life (she, like her namesake, turning into a ghost in a metaphoric way). The narration indicates that outside of a one night stand done on a dare, Snow never had any prior lovers (owing to his fear of being exposed as an ImpoverishedPatrician), and afterwards sought a woman he hated as a bride so to avoid ever falling in love again. Fans speculate that part of the reason Snow targets Katniss and Peeta (another pair of star-crossed lovers) as much as he does is due to sour grapes.
* FlowerMotifs: Is associated with roses.
* {{Foil}}:
** To Sejanus Plinth in ''Literature/TheBalladOfSongbirdsAndSnakes''. They are both teenage Hunger Games Mentors from influential families who study at the prestigious Academy. But whereas Sejanus is NouveauRiche (and ''incredibly'' wealthy at that, his father having made a fortune from the war), originally from the Districts, sympathetic to the rebels, and is sensitive and sweet, Snow is Capitol-born, comes from an OldMoney family who lost their fortune due to the war and are struggling to make ends meet, is pro-Capitol, and can be cold-blooded and calculating.
** Shares some similarities to Lucy Gray as well. Both bond over the fact that they are war orphans living with extended but loving families struggling to make ends meet. Neither feels particularly at home where they come from, but are willing to engage with both a charming public face and ruthless scheming to survive. Both take on elements from the titular Songbirds and Snakes, and prove to be a very effective team - able to communicate silently with one another. Despite this, their tragic (albeit troubled to say the least) love comes to a crashing end because they have fundamentally incompatible worldviews and goals.
* FromNobodyToNightmare: Snow starts off as the son of a Capitol family which had fallen into poverty but eventually becomes the dictator of an entire oppressive regime and the [[BigBad mastermind]] of the events of the entire trilogy.
* GreenEyedMonster: Is rather jealous of Billy Taupe, Lucy Gray's ex-boyfriend. He feels jealous whenever Lucy Gray so much as sings a song about Billy Taupe, even if it's an insulting song. He's also jealous of Sejanus Plinth, because Sejanus has the privileges that Snow thinks should belong to him.
* HeightAngst: Has an instance of this in the prequel, regretting that malnutrition has prevented him from growing taller.
* HeroOfAnotherStory: He is the protagonist of ''The Ballad of Songbirds and Snakes'', which explains his backstory and the beginning of his rise to power.
* HumanShield: [[spoiler:He held Capitol children in fences outside his mansion in order to keep people from attacking him. Unfortunately for everyone involved, Coin was willing to call his bluff.]]
* IGaveMyWord: For all his evils, he is a man of his word. Across all four of the books, he never once directly breaks a promise or commitment. Snow takes his promise to Lucy Gray to help her win the Games seriously and does ''everything'' he can to make sure she does, including slipping her poison and risking Dr. Gaul's wrath by tampering with the snake mutts sent into the Games arena. He promises Katniss early on that he will never lie to her which is something that clues her into the fact that it was [[spoiler:Coin who was responsible for Prim's death]].
* IHaveYourWife: Uses Annie and Peeta as leverage over Finnick and Katniss in the third book. Haymitch even tries to tell Finnick that in a way it's the safest place for Annie to be because she will be kept alive as long as she can be used as bait.
* IOweYouMyLife: Is very grateful to Lucy Gray after she saves him from burning to death during the Arena bombing.
* IcyBlueEyes: The prequel emphasizes his "pale blue eyes". They match his icy personality.
* ImpoverishedPatrician: His family is OldMoney but lost their fortune during the Dark Days. During the prequel, they live in the penthouse of one of the most luxurious buildings in the richest part of the country, but it's been heavily damaged as a result of wartime bombings and they can't afford the taxes looming over it. They continue taking pride in the name of the formerly-wealthy family and Coriolanus is terrified of having to move somewhere else, which he considers an unbearable shame.
* ItGetsEasier: Snow starts off an arrogant, ambitious jerk but he’s not a killer at the start of Ballad of Songbirds and Snakes, just a prickly 18 year old with a chip on his shoulder. He is horrified when he processes his role in [[spoiler: Bobbin’s death]], realizing that despite the fact that it was clearly self defense he has irrevocably lost his innocence. His [[spoiler: [[HeKnowsTooMuch murder of Mayfair]] and later betrayal of [[TheStoolPigeon Sejanus]] and [[AmbitionIsEvil Lucy Gray]]]] have diminishing degrees of self-preservation involved and by the end he heartlessly [[spoiler: poisons Casca Highbottom]], the start of what Finnick reveals to be a long train of bodies that included both enemies [[TreacheryIsASpecialKindOfEvil and allies.]]
** Snow gets his taste for [[spoiler: poison]] in the prequel, first using it by proxy through Lucy Gray before moving on to using it himself.
* ItsAllAboutMe: In the prequel, all that really matters to him is getting the wealth and status he thinks is owed to him on account of being a Snow.
* KickTheDog: During ''Catching Fire'', he starts to crack down on District 12 after an uprising in District 8. [[BlackMarket The Hob]] is burned down, the mines are shut for two weeks (causing the people to starve), several desperate children who sign up for tesserae [[ILied don't receive the grain and oil they were promised]], the miners' wages are cut, public whippings are increased, and the promised food on Parcel Day arrives rotten and spoiled.
* KlingonPromotion: Rose to power by killing his rivals and those in higher rank.
* LackOfEmpathy: He genuinely cannot understand Sejanus' distress while seeing the Tributes and considers it "whining". Also, despite briefly landing in the same cage at the zoo with the Tributes, it never humanizes them in his eyes and he doesn't seem to feel any sympathy towards them.
* ALighterShadeOfBlack: President Snow is a cruel leader who breaks and disposes of his enemies while keeping Panem under an iron rule, but Katniss realizes that [[spoiler:President Coin leading the rebellion is worse because she's wasteful and seeking to create a near-identical regime]]. Snow, for all his evils, disdains killings that don't accomplish anything, and Katniss [[spoiler:decides to assassinate Coin instead of Snow.]] Additionally, he's nowhere near as bad as his EvilMentor, [[MisanthropeSupreme Volumnia Gaul]].
* LoveIsAWeakness: [[spoiler:By the end of ''The Ballad of Songbirds and Snakes'', as a result of Lucy Gray leaving him, he begins to believe that love leaves him vulnerable, and vows to marry someone he hates when he grows older.]]
%%Administrivia/ZeroContextExample* ManipulativeBastard:
* MeaningfulName:
** He's named after the Shakespearian TragicHero in the [[Theatre/{{Coriolanus}} eponymous play]]. He shares similar traits -- he cares little about the ordinary folk and wants to maintain a totalitarian state.
** His personality is also cold and icy, like snow. His hair is also white, like snow.
* MoralityPet:
** While he considers Sejanus his rival, Snow is still fairly respectful to him and comes to be fond of him eventually. [[spoiler:Snow's decision to [[KickTheMoralityPet rat out Sejanus]] for conspiring with the rebels is the point he truly begins upon the path to becoming the villain he is in the main series]].
** Played straight with Tigris during ''The Ballad of Songbirds and Snakes'', but averted in the main trilogy, by which point they've grown apart due to their differing views on the Games.
* MurderIsTheBestSolution: Zigzagged. As Snow tells Katniss, he won't kill people without a reason. But from Snow's perspective, it seems to be ''very'' easy to find a reason that he should have those who defy or vex him killed.
* {{Narcissist}}: Shows a lot of narcissistic traits even in the prequel, such as believing himself to be superior to everyone else, backstabbing others to get to the top, fussing over his appearance, viewing others as objects and having an inflated sense of self-importance.
* NecessarilyEvil: His conversation with Katniss at the beginning of Catching Fire indicates that he sees himself and the Capitol as this. [[spoiler:''The Ballad of Songbirds and Snakes'' reveals that he genuinely believes this, though it required some manipulation by [[TheCorrupter Volumnia Gaul]] for the idea to sink in.]]
* NeverMyFault: In ''Literature/TheBalladOfSongbirdsAndSnakes'', he makes excuses for all his terrible actions, trying to justify them to himself. He also extends this to the Capitol itself, consistently placing all blame for the war and all the consequences from it on the districts.
* TheNicknamer: Not to the same extent as Smiley, his colleague from when he was a Peacekeeper, but he does nickname a couple of people in the prequel. He nicknames Dean Highbottom "Dean High-as-a-Kite Bottom" (a reference to Highbottom's drug addiction), and he sometimes refers to Lysistrata Vickers as "Lyssie".
* NotGoodWithRejection: Doesn't take it well when Lucy Gray leaves him. [[spoiler:He tries to kill her.]]
* NotMeThisTime: [[spoiler:He was, in fact, innocent of the bombing of the Capitol children and then the District 13 medics, even when it seemed as though he did it because the hovercrafts with the bombs (which were really from District 13, as the Capitol had lost all of theirs during the destruction of the Nut) were emblazoned with the Capitol seal.]]
* NotSoStoic: Although generally cold and collected, he loses his temper when he realizes Lucy Gray has figured out he was [[spoiler:responsible for Sejanus' death and shoots at her]].
* ObviouslyEvil: He is described as having a snake-like physical appearance.
* OppositesAttract: Snow is aristocratic, straight-laced, believes that humanity is inherently not great, desires a powerful, bureaucratic job in the Capitol, supports the oppressive regime of Panem, and values orderliness above all else. Lucy comes from a family of nomadic musicians, is creative and artistic, believes people are born good but are driven to cruel acts by their unfortunate circumstances, and wants to escape Panem to seek freedom.
* OutGambitted:
** For all his talk about destroying Katniss's image so the unhappy districts would have nobody to rally behind, [[spoiler:Plutarch completely played him for a fool]].
** Lucy Gray pulls one on him [[spoiler: when she realizes he was responsible for Sejanus’s death and he would be tempted to shoot her with the weapons in the shed]], leading to a sudden battle of the wits Snow compares to a two-person Hunger Games.
* PragmaticHero: While he does a number of heroic things over the course of ''The Ballad of Songbirds and Snakes'', few of them are truly altruistic. He just knows that [[ImpoverishedPatrician his position]] is so precarious that he can't afford to alienate anyone or [[SlaveToPR look bad in any way]], since even the smallest setback could spell his ruin. Of course, by the time of the main trilogy, he's become powerful enough to no longer have to bother.
* PragmaticVillainy: When he tells Katniss that [[spoiler:he didn't bomb Prim and the Capitol children]], he says that he would be willing to do so and it isn't a matter of moral squeamishness on his part. He just doesn't subscribe to committing atrocities ForTheEvulz. For similar reasons he also decides against [[spoiler:pulling off a TakingYouWithMe with District 13 and by extension the rest of humanity using his nukes after it becomes clear he's been completely beaten]], stating that doing so would be pointless.
* PresidentEvil: Snow is the President of Panem, and an utter monster who commits several atrocities to maintain his power.
* PrettyBoy: Is called a "pretty boy" InUniverse in the prequel. The narration talks about his "blond curls" a lot.
* ProtagonistJourneyToVillain: Deconstructed.
** Coriolanus starts off the prequel selfish and haughty to begin with, but still above murder and the kinds of horrible crimes he commits in the original trilogy. ''The Ballad of Songbirds and Snakes'' covers his descent into the kind of villainy that defines him as President Snow.
** While most villain origin stories show the main character being sympathetic and a good person before their StartofDarkness, usually brought on by a tragic event, this is not the case with Coriolanus Snow in the prequel. From the start, he is shown to be an ambitious, manipulative and opportunistic young man, angry and resentful of how his family has fallen on hard times. He is also sympathetic to the fascist government running the Capitol, in contrast to Katniss Everdeen, the protagonist in the original trilogy. While he develops into the villain as we see him in the original trilogy, he was never a truly good person.
* RagsToRiches: Went from a teen who struggled to pay his tuition, was often hungry, and was in danger of losing his home, to the President of Panem.
* RedRightHand: The sores in his mouth and the accompanying smell of blood, which he gained as a result of a SelfPoisoningGambit during his rise to power.
* RevengeByProxy: His signature weapon (well, besides poison). One of his primary methods of keeping people in line is threatening their loved ones if they defy him, something he has done without hesitation to multiple characters in the past. Katniss is but the latest victim of this tactic, and when she ends up [[spoiler: taking on the role of the Mockingjay]] he goes out of his way to personally torment her using the captive [[spoiler: Peeta]]. Unfortunately for him, Katniss is a bit slow on the uptake (or perhaps in severe denial about it) [[spoiler: requiring Peeta's explicit torture on television with Snow present, Prim and Finnick spelling things out, and several days underground reflecting to fully grasp his scheme, causing her to have a breakdown but only after she had rallied the rebels into making significant gains.]] That said, he has an even [[BrainwashedAndCrazy crueler surprise waiting for her]].
* RichInDollarsPoorInSense: Coriolanus grew up in a very wealthy family and was determined to restore their fortunes. [[spoiler:His belief in the power of money leads him to make a colossal mistake when deciding to betray Sejanus to the Capitol for colluding with rebels, since he assumes Sejanus' father will be able to buy his freedom as he's done in the past... clearly not considering that wealth and influence only go so far when it comes to being charged with treason]].
* TheRival: Considers Sejanus his rival, although Sejanus is unaware of this and thinks they're best friends.
* SingleTargetSexuality: Was never in love with anyone before Lucy Gray, and never loved anyone after her. Somewhat enforced on his part, since after Lucy Gray leaves, he decides that [[LoveIsAWeakness loving someone is a weakness]].
* ShadowArchetype: He is basically [[TheCynic Katniss]] and [[TheCharmer Peeta]] without morals.
* SmugSnake: Considers himself better than most people due to being from the Snow family and later achieving the presidency, often ignoring more talented people around him or driving them closer to the Rebellion.
* SocialClimber: All of his actions in the prequel are influenced by his desire to secure a position of affluence.
* TheSociopath: Is controlling, manipulative, extremely entitled, and a toxic friend/boyfriend who turns into a PresidentEvil.
* SomethingAboutARose: The smell of blood is natural, thanks to [[spoiler:not taking an antidote quickly enough after poisoning both himself and a rival.]] The smell of roses covers it up. This affinity towards roses stems from Snow's childhood where his grandmother would grow them and Snow himself views the scent of roses as calming since it reminds him off his deceased mother who died in childhood and memories of her.
* SnowMeansDeath: Played fairly literally in this case, as President ''Snow'' is associated with ice and cold, and is the PresidentEvil of a totalitarian state that sends off 23 children to die every year for entertainment.
* StraightEdgeEvil: He's one of the few characters from the Capitol without any bizarre mannerisms or fashion accessories.
* StrongFamilyResemblance: Looks very much like his father, Crassus Snow.
* SugarAndIcePersonality: Is generally a cold person, but is very affectionate towards Tigris, Grandma'am, and eventually, Lucy Gray.
* TragicKeepsake: He keeps his mother's compact close to him and smells the rose scented powder to calm himself. She died in childbirth and the smell of roses from it reminds him off happy memories of being with her in childhood.
* {{Tyrannicide}}: [[spoiler:He (maybe) ends up being on the receiving end of this, being (maybe) lynched by a mob at the end of ''Mockingjay''.]]
* UnequalPairing: He's always in a position of power over his lover, Lucy Gray Baird. At first he's her mentor in the Games, and later on he becomes a Peacekeeper in the District she lives in.
%%* UptightLovesWild: Coriolanus is the uptight to Lucy Gray's wild.
* UptownBoy: During his relationship with Lucy Gray Baird, he, an aristocratic boy from the Capitol, dated Lucy Gray, a girl from District 12 (the poorest district). Billy Taupe even refers to him as Lucy Gray's "fancy man from the Capitol".
* UsedToBeASweetKid: When he's shown during his much younger years in ''Literature/TheBalladOfSongbirdsAndSnakes'', while he's still rather selfish, he's not the totally irredeemable tyrant we see in the rest of the series -- he clearly loves his cousin and [[spoiler:grows to love Lucy Gray]]. Then he catches the attention of [[TheCorrupter Volumnia Gaul]], and it all goes downhill.
* VillainousCrush: His love for Lucy Gray Baird becomes toxic and control-based.
* VillainWithGoodPublicity: Lack of freedom notwithstanding, he seems quite popular among the Capitol's decadent inhabitants due to the high standard of living they enjoy under his leadership. [[spoiler:Though it's also revealed in the third book that he also likes to take out anyone he considers an opponent, especially those who hold a high influence.]]
* WellIntentionedExtremist: [[spoiler:''The Ballad of Songbirds and Snakes'' reveals that the reason why he is so oppressive is that he genuinely does not want civilization to collapse. The reason he continues the Games is that he feels that the oppression is needed to avoid the districts rising up again as they negatively affected the Capital during his youth.]]
* WhatCouldHaveBeen: In-universe; if his relationship with Lucy Gray had worked out and they [[spoiler:went ahead with their plan to elope to the North together]]...
* WorthyOpponent: Donald Sutherland says that this is how he views Katniss after she successfully defies the Capitol in the 74th Hunger Games and sparks a rebellion. Some of his dialogue in the books indicates this sort of attitude as well.
-->'''President Snow:''' I think we'll make this whole situation a lot simpler by agreeing not to lie to each other.
* WhiteHairBlackHeart: He has white hair and commits multiple atrocities as President.
* WouldHitAGirl: Tries to kill Katniss. He also tries to kill his ex-girlfriend in a fit of frustated rage in the prequel.
* WouldHurtAChild: He says so himself that he's not above hurting children to get what he wants. His government runs the Hunger Games, after all.

The Head Gamemaker of the 74th Hunger Games. He orchestrates everything that happens in the arena except for the actions of the tributes themselves (and even sometimes, he controls that). He ends up executed because of his allowing for two winners instead of one as planned.
----
* PunchClockVillain: Deconstructed. His job is about as evil as it gets, forcing children to murder each other in a game show. He has no personal animosity against them, though, and eventually he decides to spare one more child than he had been ordered to. His boss executes him in response.
* SmugSnake: WordOfGod states he really has no idea what the true purpose of the games are or the ramifications of what occurs in them. He's just in it for the show biz.
* YouHaveFailedMe: Snow orders his execution over the [=74th=] Hunger Games debacle.

[[folder:Plutarch Heavensbee]]

The Head Gamemaker of the 75th Hunger Games. He has a fascination with clocks, which becomes a key point in his design of the arena for the Quarter Quell. He's later revealed to be an important member of LaResistance.
----
* ChekhovsGunman: He remains nameless in ''The Hunger Games'' as the seemingly random Gamemaker who knocks over the punch bowl when Katniss shoots an arrow through an apple in a roasted pig's mouth. In ''Catching Fire'' he's promoted to Head Gamemaker, and at the end is [[spoiler:revealed to be a [[TheMole mole]] and working for the rebels.]] His role is greatly expanded in ''Mockingjay''.

%%Administrivia/ZeroContextExample* TheHeavy: In ''Catching Fire'', being the Head Gamemaker for the Quarter Quell. [[spoiler:Subverted, as he's a [[TheMole mole]].]]
* InnocentlyInsensitive: Being from the Capitol as well as a Head Gamemaker, one can't really expect anything else from him. In ''Mockingjay'', he makes several remarks that are clearly intended to be seen as uplifting or comforting, while [[FirstPersonSmartass Katniss notes in narration]] that they're anything but.
* KnightTemplar: [[spoiler:Despite being on the side of the "good guys", he's ok with sacrificing some lives to achieve the goals of the rebellion]].
* MoleInCharge: [[spoiler:As Head Gamemaker of the 75th Hunger Games, Plutarch is the one controlling what the Tributes in the arena face, from mutts to arena events. However, he's also working for the rebellion, which allows him to rig the Quell in the rebels' favour to carry out their plan of rescuing several notable Victors from the arena.]]
* MeaningfulName: Named after Lucius Mestrius Plutarchus (also known as Plutarch), who was an essayist and historian in ancient Rome. This is fitting since Heavensbee is the source of many comments about the old world such as [[spoiler:the plans for the new government being a republic]]. Heavensbee points out that this has worked in the past. Heavensbee also makes several references to ancient Rome, such as when he throws out the phrase "panem et circenses" meaning bread and circuses, when describing the Capitol. It was used in ancient Rome in pretty much the same way, as Heavensbee points out.
%%Administrivia/ZeroContextExample* MrExposition: Happens a number of times.

Katniss' Avox (essentially a slave) during the 74th and 75th Hunger Games. Katniss had met her previously, where she was running away from the Capitol with another boy. While the boy was killed, she was turned into an Avox. Katniss expects resentment from her, but she instead proves to be kind. After the 75th Hunger Games, she and fellow Avox Darius were taken hostage by the Capitol, and tortured and killed in front of Peeta.
----
* AmbiguousSituation: Her relation to the boy she was running away with. He could have been a relative of hers (possibly a brother or cousin), her boyfriend, or simply her friend.
* CruelAndUnusualDeath: [[spoiler:Was electrocuted at an extremely high and painful voltage.]]
* DefectorFromDecadence: She once lived in the Capitol, but somehow found out about District 13 and tried to escape to it with a boy. However, they were both caught.
* MadeASlave: Avoxes are the slaves of Panem.
* MeaningfulName: Named for the titular character's daughter in ''Theatre/TitusAndronicus'', who was raped and subsequently had her tongue and hands cut off to prevent her from revealing the identity of her attackers.
* NoNameGiven: In ''The Hunger Games'' and ''Catching Fire'' she is simply known as the red-haired Avox girl. In ''Mockingjay'', Peeta says her name was Lavinia.
* TheSpeechless: Getting your tongue cut out does that...[[spoiler:however, before she was taken by the Capitol, she screamed the boy's name that she was with.]]

->''"So Peeta. Tell me. Is there a special girl back home? "''
Host of The Hunger Games, famous for [[KaleidoscopeHair dyeing his hair a new color]] for each iteration. His main concern is keeping the televised interviews light and upbeat. His co-host and announcer is Claudius Templesmith.
----
* AntiVillain: Caesar ''is'' the host of a show that kills 23 teenagers each year, but his aggressively feel-good interview style puts emphasis on the strengths of his guests, ultimately bringing out the best in the tributes in front of potential sponsors. Also, Katniss notes her belief that Caesar stays positive so that the tributes don't flub the interview and lose sponsors. In a way, Caesar does his best so every Tribute actually stands a chance of winning.
* TheHost: An amalgam of every obnoxious daytime TV host on earth.
* LargeHam: Very theatrical when he speaks.
* ManipulativeBastard: If he wants something out of his guests' mouths, he knows how to get it.
* OlderThanHeLooks: Although 24 years have passed since the Second Quarter Quell, he looks the exact same when he interviews the tributes for the 74th Hunger Games. This is achieved through massive amounts of cosmetic surgery, common among Capitol citizens.
* PerpetualSmiler: Always smiling.
%%* SmarmyHost: The epitome of this trope.
* TokenGoodTeammate: Possibly, after the 74th games. [[spoiler:Katniss is horrible with interviews, but Caesar does his level best to prompt responses out of her to satisfy the Capitol by selling the love angle to keep her safe.]]

* JustFollowingOrders: His job is only to announce rule changes and events, which are dictated by the Gamemakers, Seneca Crane and Plutarch Heavensbee.
* OhCrap: He has a memorable one at the climax of ''The Hunger Games'', when Katniss and Peeta choose to commit suicide together by eating nightlock berries.
-->'''Claudius:''' Stop! Stop! Ladies and gentlemen, I am pleased to present the victors of the Seventy-fourth Hunger Games, Katniss Everdeen and Peeta Mellark! I give you the tributes of District Twelve!

[[folder:Tigris Snow]]

Coriolanus Snow's older cousin who lived with him and their grandmother after the first rebellion claimed the lives of their parents. She is a retired Hunger Games stylist who now spends the rest of her days in a dilapidated fur underwear shop deep within the Capitol and sides with the rebellion. She has altered herself to look like a tiger.
----
* AnimalMotifs: Her entire face is shaped like a tiger's face, and even acts like one as well, which Katniss concludes was too weird even by Capitol standards. She invokes it further by eating only raw meat and speaking with a vocal affectation that sounds like a cat's purr.
* AdaptationalAttractiveness: In ''The Ballad of Songbirds and Snakes'', she is described as not being particularly pretty, with a long pointed nose. In the film adaptation, she's played by literal model and StatuesqueStunner Creator/HunterSchafer.
* BigBrotherInstinct: She is very doting towards Coriolanus and always gives advice when he is lost. In turn, Tigris is one of the few people Coriolanus can trust unconditionally.
** However, utterly defied by the time of the main trilogy; Tigris and her cousin have long since grown apart, and she even reacts with happiness when Katniss promises to kill him.
* FacialMarkings: She has black and gold tiger stripes tattooed onto her face.
* HookerWithAHeartOfGold: It's implied that, when things were particularly rough, Tigris had to sell her body to make ends meet. Snow was too young to understand what happened, so he only learns about this fact years later.
* KeepingTheEnemyClose: Likely given the reveal that she’s Snow’s cousin. Her home is just a few blocks away from the Presidential Mansion despite having few customers (at least, until the siege drastically worsens and the need for warm clothing shoots up) and she’s on apparently very poor terms with the President by the end of the war.
* MeaningfulName: Tigris is Latin for 'tiger'.
* MysteriousPast: To Katniss, who recognizes her as a former Games stylist but doesn't know anything else about her, and wonders why she would hate Snow enough to turn against him. ''The Ballad of Songbirds and Snakes'' fills in a lot of the blanks for the reader.
* PrefersRawMeat: It goes along with her tiger-like characteristics. Apparently this was a trait she possessed even before her bodily transformation - Coriolanus notices in the prequel that she craves nibbling on raw meat patties. It’s never stated if this was a side effect of her traumatic, food insecure childhood or something she was born with, fitting given the central debate of the novel.
* PromotedToParent: She essentially becomes the Snow family's breadwinner after their fall from grace during the Dark Days.
* ParentalSubstitute: She basically raises her younger cousin Coriolanus after his parents pass away. She's the breadwinner, makes the family's meals, makes sure he's clothed, and provides him emotional support and guidance.
* SmallRoleBigImpact: She was the one who gave Coriolanus most of the suggestions on how to treat Lucy Gray, mostly out of sympathy for her. Had she not done so, it's likely Coriolanus wouldn't have bothered (since before meeting her he barely even sees her as a person) and the 10th Hunger Games would have turned out very differently for all involved.
** Also, if it wasn't for her stepping up to take care of her family during the war, it's likely that Coriolanus would have starved to death long before he ever had the chance to become President Snow.

The corrupt, drunken Head Peacekeeper at District 12. [[spoiler:Replaced by Romulus Thread in the second book.]]
----
* TheAlcoholic: He drinks more than anyone Katniss knows, besides Haymitch.
* DemotedToExtra: Not that he has a major role in the second book, but the second film reduces his appearance to a single scene.
* DirtyCop: He turns a blind eye to the activities in the Hob (District 12's black market) because it's his source of booze, as well as Gale's and Katniss' poaching because they are his source for wild turkey.
* DirtyOldMan: Cray takes advantage of poor, starving young women of District 12 to get them to sleep with him. Katniss says that if had been older when her father died, and she didn't know how to hunt, she'd have been forced to go to Cray.
* MookLieutenant: In charge of the District 12 Peacekeepers on behalf of the capital. Since its such an irrelevant and implied to be dead-end post, Katniss speculates that Snow wouldn't even know him by name. Unfortunately for him, District 12 suddenly spikes in prominence during his tenure almost overnight.
* EvenEvilHasStandards: It is implied that at least he isn't a pedophile, since 11-year-old Katniss didn't try offering herself to him when her family was starving.
* LesserOfTwoEvils: Katniss notes that, despite his preying on young women, Cray is nothing compared to Romulus Thread.
* TrademarkFavoriteFood: He always buys wild turkey from Katniss.

* PunchClockVillain: Despite being a Peacekeeper for the Capitol, he's actually on friendly terms with Katniss.
* ReasonableAuthorityFigure: One of the few Peacekeepers in the series who seemed to have an actual moral compass. It's to the point that Katniss, a poacher who tends to resent authority, likes him as a person.
* TokenGoodTeammate: Amongst the Peacekeepers. Steps up to stop Thread from continuing his draconian punishment while the others can only watch with displeasure. Even before then, Katniss notes that unlike the others he avoids throwing his weight around and can take a joke.

[[folder:Purnia]]
Another friendlier District 12 peacekeeper.
----
* GoingNative: She's one of the friendlier and more assimilated peacekeepers and tells Thread to stop whipping Gale because he's already passed the number of lashes for a first time offender, citing a regulation that Katniss mentally refers to as an outright made-up one.
* ObstructiveBureaucrat: A rare positive example. She defuses a potentially lethal standoff between Thread and the District 12 Victors by citing a probably bogus regulation that lets Thread save face while saving Gale's life.
* OnlySaneWoman: Unlike Darius, her method of stopping the whipping is to act "smart and official", avoiding directly challenging Thread's authority and potentially setting him off while still giving him a way to deescalate.
* PunchClockVillain: Similar to Darius and other low level District 12 Peacekeepers, she's ultimately a underpaid {{mook}} sent to a backwater district to enforce the law for an EvilEmpire. She does not seem to personally hate the people of District 12 and is a regular customer [[FriendInTheBlackMarket at the hob]]. She is willing to lie to help prevent the new [[TyrantTakesTheHelm Head Peacekeeper]] from going too far.
* UncertainDoom: Katniss notes that she does not recognize any of the Peacekeepers in the square later on, indicating that they have all been replaced. Whether or not the faced any severe punishment or were simply ReassignedToAntarctica for their (sometimes benevolent) corruption and/or whether or not she survived the coming war is never made clear.
[[/folder]]

[[folder:Romulus Thread]]
Cray's replacement as Head Peacekeeper. He may hail from District 2, as Roman names are common both at the Capitol and District 2 and most Peacekeepers hail from the latter as well.
----
* ATasteOfTheLash: He reinstitutes whippings as punishments.
* TheBrute: He's a ruthless Peacekeeper who whips citizens who break the law (e.g. poaching), a far contrast to District 12 before the [=74th=] Hunger Games, when the Peacekeepers were much more lenient.
* MeaningfulName: Last name thread, quite fond of whips. Also Romulus was the name of the legendary founder of Rome (and also the last Emperor of the Western Empire).
* MookLieutenant: The new Commander of the District 12 Peacekeepers. Katniss speculates that he is taking orders directly from Snow himself now that the previously irrelevant district has been elevated in importance.
* NonSpecificallyForeign: InUniverse Katniss notes that she cannot tell where he is from, only that his accent is foreign and conveys menace. She wonders if he’s from 11 or 3 or the Capitol, and later installments indicate that many Peacekeepers come from 2.
* WhatHappenedToTheMouse: It is unknown if he was present [[spoiler:during the bombardment of District 12, and if he was if he survived it. The movie adaptation indicates that he and his men were evacuated before the bombing.]]
* WouldHitAGirl: Hits Katniss across the face with his whip when she tries to intervene during his whipping of Gale.

!Defectors

[[folder:Cressida]]
A director from the Capitol assigned to document Katniss once the rebellion begins.
----
* DefectorFromDecadence: She defects from the Capitol sometime before the events of ''Mockingjay''.
%%* IntrepidReporter: Has shades of this, although her main job is to create propaganda.
* MeaningfulName: Named after the female lead of Shakespeare's Troilus and Cressida, who's also a defector.
%%Administrivia/ZeroContextExample* OlderAndWiser: And she uses this knowledge to try and help Katniss any way she can.
* SoleSurvivor: [[spoiler:Of her original camera crew, only her and Pollux survive.]]
[[/folder]]

[[folder:Messalla]]
Cressida's assistant. He is described as a young man with multiple piercings.
----
* CruelAndUnusualDeath: [[spoiler:Practically had his skin melted off before he died.]]
* DisasterScavengers: This was his most useful ability, to scavenge food in abandoned houses, mainly because as a former Capitol resident himself, he knew how Capitolites thought and thus where they would stash spare food supplies.
* DefectorFromDecadence: Defects from the Capitol along with Cressida.
* NumberTwo: Cressida's second-in-command.
[[/folder]]

[[folder:Castor and Pollux]]
Cressida's cameramen who are both brothers. Pollux is also an Avox.
----
* DefectorFromDecadence: They both defect from the Capitol along with Cressida.
* MadeASlave: Pollux worked in the Capitol's underground sewer system during his time as an Avox.
* MeaningfulName: Castor and Pollux are in Roman and Greek mythology. Similar to their tale, Castor [[spoiler:dies in ''Mockingjay'']] while Pollux [[spoiler:survives]].
* TheSpeechless: Pollux cannot speak due to having his tongue cut out.
[[/folder]]

[[folder:Fulvia Cardew]]
A rebel and Plutarch Heavensbee's right hand woman.
----
* FacialMarkings: She has tattoos of silver flowers on her cheeks.
* ImpliedLoveInterest: Katniss makes no comment beyond reporting it, but in one scene Fulvia massages Plutarch's shoulders, which implies they might be closer than their working relationship would suggest.
* InnocentlyInsensitive: She shows signs of being sheltered in her talks with the District people she works with.
* NumberTwo: Plutarch's right hand woman.
* WhiteSheep: The prequel novel implies that she's distantly related to President Snow in some way, given his MaybeEverAfter moment with another member of the Cardew Family at the end of the book.
