He just believes that "Transcendence" is the ultimate and final stage of human evolution.
19	* BigBadEnsemble: The founder and leader of the Disciples, and one of the main antagonists of Season 7 along with Sheidheda, though the two have different goals and are not working together.
20	* ChekhovsGunman: He initially appears in a video file back in season 4 which gives Jaha the idea to hide in the Second Dawn's bunker in order to escape the Praimfaya wave. He then comes back to become one of the final antagonists of the final season.

However, since he ''does'' appear in person, this runs somewhat contrary to the Greater Scope Villain criteria.

55	* AbsentAliens: The Judge is the reason no living advanced alien species are found in The 100 universe, as, when they discover the anomaly stone and its final code, they either transcend (like the Ethereans) or gets annihilated (like the Bardoans). As the Judge calls it “an evolutionary leap”, it seems that, eventually, all intelligent species will pass through the Test and meet its end in the physical universe, one way or another.
56	* AbusivePrecursors: Although they can reward species with eternal life and peace, the Judge's species have destroyed countless civilizations through time because they did not answer their question satisfactorily, such as the Bardoans.
57	* AFormYouAreComfortableWith: While meeting lesser beings who take the test, the Judge reads its minds and takes on the form of a test subject's greatest teacher, the source of their greatest failure, or in the case of emotion-driven species like humanity, their greatest love.

59	* AmbiguousGender: As a transcended being, the Judge probably doesn’t have a gender, at least not in the same way of the organic lifeforms do. However, it can take the form of any person in the mind of its subject(s), like Callie Cadogan, Lexa and Abigail Griffin.
60	* AscendToAHigherPlaneOfExistence: When an intelligent species finds one of the Anomaly Stones and discovers its "final code," the Judge tests them by asking a few questions. If the species succeeds, they leave their biological bodies and become one with a universal consciousness, where they will never die and life in eternal peace. However, if they fail, the Judge sends a chemical weapon called Gen-9 to destroy every individual of the species, making them extinct. In the series finale, humanity ascended and becomes one with the Judge.
61	* {{God}}: The closest thing The-100 universe have to a god. It, or it species, existed since the dawn of time and created the Anomaly Stones so the other mortal races of the universe could reach them and achieve transcendence.
62	* HiveMind: The Judge is a member of a universal consciousness compromised of countless other species that ascended through time, who then adds knowledge and wisdom to the hive mind. When a race transcends, they are absorbed into it and now will live forever in peace.
63	* HumanityOnTrial: In the series finale, it tests humanity to see if they are worthy of transcendence or if deserves to go extinct. At first, it dooms the human race after Clarke kills Cadogan during the Test, but it change its mind after Octavia stops the war between the Disciples and Wonkru and let mankind join the universal mind.
64	* HumansAreFlawed: Initially, the Judge sees humanity as a primitive race that only knows conflict and suffering, pointing out to Raven that, as they speak, the remnants of the species are on the verge of a war that could lead to their extinction. However, it was subverted when, through Raven and Octavia's efforts, the Judge became convinced and let humanity transcend, saying that they "already added to us so much" when they joined the hive mind.
65	* TheOmniscient: The Judge seems to know everything that happened in the past, likely by absorbing the knowledge of countless transcended species and that is happening in the present, as watched with Raven the Disciples and Wonkru nearly going to war. When it meets with the Test subjects, the Judge read their minds and absorbs not only their knowledge (like learning to speak Trigedasleng by Clarke), but also their feelings and emotions.
66	* TheOmnipresent: The Judge lives in another plane of existence where it meets the Test subjects when they cross the Anomaly through the Stones. As there are Anomaly Stones scattered throughout the Universe, the Judge can be wherever it wants, as when it met Raven 42 billion light years from Earth.
67	* TheReasonYouSuckSpeech: Clarke gives one to it when the Judge dooms humanity because she failed the Test, saying that Cadogan’s search for it lead to the creation of a society absent of love and that its species annihilated many civilizations that didn’t live up to their ideals.
68	* SufficientlyAdvancedAlien: The Judge’s species are probably the first to arise in the universe and the first to transcend their physical existent and become a cosmic hive mind. After that, they created the Anomaly Stone and scattered it through the galaxies so other civilizations could discover it and reach transcendence or face annihilation if they failed the Test.
