--> ''"[[TheVoiceless ...]]"''

The game's player character, both in the literal and [[UnwittingPawn metaphorical sense]]. A [[{{Cyborg}} hard-wired]], short tempered, masked [[SociopathicHero sociopath]] whose talking skills are inversely proportional to his skills in transforming his enemies to a red, bloody paste. ''[[HeroicMime He never speaks a single word.]]''

After being puppeteered into killing the Boss of resident MegaCorp, HEAVEN, he's saved at the last instant by a mysterious hacker claiming that whoever set him up has taken his little brother, apparently the last living member of his family, and that she can help rescue him...
----
* AceCustom: The RUINER gun, a modified version of a SQUID pistol. It's described as a faster and lighter version of SQUID, with the same level of deadliness. It's implied that the protagonist had killed the previous owner and [[RobbingTheDead took the gun for himself]]. And he is lethal with it.
* AnimalMotif: Hackers refer to him as their lapdog one way or another. WIZARD at first by calling himself your master and calling you a dog on a leash later and HER almost exclusively calling you [[AffectionateNickname Puppy]].
* AntiHero: This guy is a silent SociopathicHero who butchers his enemies without mercy.
* ArtificialLimbs: His left arm is completly cybernetic which is where most of his abilities come from.
* BadassBiker: His main means of transportaiton is a black streamlined cyberpunk motorcycle and is badass enough to take on the single most powerful mega corp in the world.
* BigBrotherInstinct: Subverted, his quest to save his little brother [[spoiler: is part of a security program, he is in fact ''the'' little brother, a Third Child, who doubles as organ farm and assassin for his older brother. He takes his revenge when he realizes that.]]
* BottomlessMagazines: [[EmergencyWeapon RUINER gun]] has unlimited ammo and a very fast reload time, resulting in this. This, however, [[InvertedTrope doesn't make it much less lethal than other weapons]].
* CoolHelmet: Not only does it add a fair bit of mystery to him, but is also a full-face LCD display allowing it to be a somewhat realistic ExpressiveMask. [[spoiler:It also lets the Big Dog [[SeeingThroughAnothersEyes see his rampage in the first person.]]]]
* CoversAlwaysLie: Promotional art always depicts him wearing a button-up shirt and jeans underneath his jacket. While the base game has him wear only workers coveralls.
* {{Determinator}}: Despite seemingly overwhelming odds, including (but not limited to) armies of cyborg mooks, heavily armored bodyguards, railgun-wielding psychos, a sadistic master computer and a huge bounty on his head (that is, not counting the almost limitless financial and social power of HEAVEN), the protagonist will stop at nothing to save his brother. [[spoiler:Or, as it is by the end of the game, kill him]].
* EvolvingWeapon: Upgrading the "Use of Weapons" skill tree changes protagonist's RUINER gun. It starts off as a small automatic pistol with only 8 rounds in the mag. It then changes into a bigger handgun with 10 rounds in a mag, and then it evolves into a fully-blown submachine gun that can't be held with one hand anymore.
* {{Expy}}: In a certain point of view he's pretty similar to Jacket and Biker from ''VideoGame/HotlineMiami'':
** Jacket, in being a badass silent OneManArmy {{Determinator}} killing machine, that wears a cool jacket, uses an assortment of guns and melee weapon to dispose of his enemies and leaves a mountain of corpses in his wake, and [[spoiler: also being an UnwittingPawn to a bigger plot than he is aware of.]]
** Biker, in that he's also a BadassBiker and wears a helmet that covers his face.
* ExpressiveMask: A somewhat realistic depiction, his cybernetic mask/helmet is also a full-face LCD display, which he uses to display his thoughts and feelings [[TheVoiceless rather than saying them out loud]].
* TheFaceless: As stated throughout this character folder, his face is constantly hidden behind a mask/helmet that projects digitally what he's thinking.
* FashionableAsymmetry: Wears one fingerless glove on his right arm and has the left sleeve of his jacket rolled up to reveal his cybernetic arm.
* LightningBruiser: While he is capable of wielding long-ranged weapons, the protagonist's main tool is his incredible mobility and deadliness in close combat. His Pipe (and later, Nerve sword) is capable of killing most mooks in 1-2 strikes, he can [[FlashStep blink]] around like a maniac, ignoring damage and getting up close and personal in a matter of moments. [[LimitBreak Overload]] ramps protagonists's speed and brutality even further, doubling the speed and damage you deal with anything you hold. If upgraded, it also gives you infinite Dash charges and increases the damage you deal depending on your combo counter. With it active, player can clean a room in one fell swoop with nothing but a melee weapon.
* MultiRangedMaster: Protagonist doesn't seem to have an issue with using anything that can nail, [[DisintegratorRay vaporize]], [[LudicrousGibs blow up]] or do anything that causes harm to anyone standing in his way. Handguns, submachine guns, rifles, shotguns, [[EnergyWeapon energy weapons of different kinds]], grenade launchers, railguns, flamethrowers..... Same goes for [[MultiMeleeMaster any melee weapons he finds]].
* OnlyKnownByTheirNickname: Nobody really calls him by any name except HER, who calls him Puppy. It's to the point that he's referred to as Puppy by the developers in update notes.
* PetTheDog: Despite being a brutal, murderous psychopath without a visible sense of mercy, he nonetheless shows in many instances to be just good enough to not qualify as a villain. [[CrapsackWorld Granted, that given the condition Rengkok is in]], [[BlackAndGrayMorality it doesn't take much to be morally superior to the average guy]]:
** The whole plot is centered about the rescue of his little brother, a third child - that is, an unwanted person that usually suffers a miserable fate. Despite having little to no memory of him ([[spoiler:and those few he has may be manipulated or outright made up by HER]]), he wastes no time and immediately embarks on an incredibly deadly quest to save him. [[spoiler:Even though in the end it is revealed that there never was a "kidnapped third brother" and it was all an elaborate BatmanGambit concocted by HER in order to get to your ''real'' brother, the CEO of HEAVEN, it's nonetheless the thought that counts]].
** During his final showdown with [[spoiler: Wizard]], after the latter is reduced to a fearful mess, he's given the option to hesitate when prompted by HER to kill him, showing that, despite his bloodlust (and despite Wizard being the same guy that puppeteered and left you to die in the prologue), he's still capable of a shred of empathy. [[spoiler:[[SubvertedTrope That said, he ultimately kills him by hacking into and frying his brain nonetheless]]]].
** [[NeverHurtAnInnocent He never hurts innocent lives]]. In fact, he's kind enough to put his quest on hold and help other citizens of Rengkok South with their own missions, such as the Hooligan C.A.T.S. girl.
* PipePain: Always has a Metal Pipe for a backup weapon and is quite potent when using it. He later replaces it with NERVE's sword later on.
* RightManInTheWrongPlace: [[spoiler:After the player character confronts his brother in the climactic scene of the story, he loses his trademark leather jacket, revealing a pale blue worker's jumpsuit. HER explains that he was hijacked by Big Dog's underlings to execute him and stage a corporate coup, because they found the irony of using Big Dog's unwilling organ donor in his own assassination irresistible.]]
* SuperReflexes: [[ExactlyWhatItSaysOnTheTin Reflex Booster]] grants protagonist this in a form of [[BulletTime slowing down time]] whenever he activates it.
* TheJuggernaut: Ties in with "Determinator" above. The guy has one job, and one job only: rescue his little brother. No matter what HEAVEN and its lackeys throw at him, be it giant, Minotaur-shaped cyborgs or master assassins from the Rengkok underbelly, nothing so far has had any success in even coming close to stopping him.
* SilentProtagonist: His "dialogue" tree is mostly him shrugging or nodding, the rests are non verbal gesture.
[[/folder]]

[[folder:HER]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/3mzbg4dsipoz.jpg]]
[[caption-width-right:350: "Go get' em, Puppy!"]]

The mysterious woman that rescued you from Wizard, claiming to be the best hacker in the world. She acts as a guide of sorts to the protagonist, monitoring and helping him in his quest to save his little brother. Snippy, tech-savvy and ruthless, she is much, much more than what she lets others know.
----
* AffectionateNickname: Has a habit of calling the protagonist "Puppy". [[spoiler:All in all, makes sense, as she's basically exploiting him like an attack dog, the "bone" being his nonexistant little brother]].
* AmbiguouslyHuman: By the end of the game, [[spoiler:as she frees the Protagonist and reveals her plot to Big Dog, she starts "breaking down", claiming to be far more than what she appears to be, as her visage becomes more and more robot-like, suggesting she may be a cyborg or an AI.]]
* ALighterShadeOfBlack: When compared to the rest of Rengkok, at least. [[spoiler:On the one hand, she lied to the protagonist all along, forcing him into a lethal quest and having him murder hundreds -- if not ''thousands'' -- of people, all to further her goals, and putting him in constant danger, to point of threatening to kill him ]]. However,[[spoiler:for all her deceptiveness, she is genuinely working for a positive goal -- to collapse HEAVEN and free the millions trapped in its nightmarish [[VirtualReality "Virtuality"]] -- and seems to genuinely care for her "Puppy", as, once it is all over, she tells him that he's now free. Plus, most of the people she had the Protagonist murder had it coming]].
* BenevolentAI: [[spoiler:During the player character's first outing into Rengkok South, the resident [[CrazyHomelessPerson Hag]] suggests that he is being watched by one of the enigmatic [[SpySatellite EYE Satellites]] that are rumored to have developed a conscience and an interest in human affairs. HER doesn't confirm or deny this, leaving her identity ambiguous.]]
* ButNowIMustGo: [[spoiler:By the end of the game, as her plan is fully unveiled, she bids a temporary farewell to the protagonist, setting him free. Her last interaction with him is a request to finally meet in person, "where Heaven falls."]]
* DeadpanSnarker: Has a tendency to quip and snark a lot, usually accompanied by cat-styled emojis.
* DoubleReverseQuadrupleAgent: On the surface, her goal is help the Protagonist rescue his little brother and exact his revenge on the kidnappers; [[spoiler:however, it is revealed that she had been working for HEAVEN's CEO himself. There never was any kidnapped brother, and all the people who were killed were actually conspiring against the Boss; she lied to give her "Puppy" a reason to go on with it]]. Yet again, however, [[spoiler:it is once again revealed that she never truly worked for HEAVEN: it was all a ruse to gain the Boss confidence, so that she could have the Protagonist murder him.]] In the end, [[spoiler:the only cause she was serving, altruistic as it is, was her own]].
* EmotionsVsStoicism: Compared to the almost indecipherable, monolith-like, enigmatic protagonist, she is quite the enthusiastic type, often cheering on her "Puppy" (or consoling him if he has low post-battle scores) and employing a fluent, often colorful and emoji-filled writing style.
* EveryoneHasStandards: [[spoiler: Despite setting in motion the carnage perpetrated by the protagonist and having no qualms in controlling, manipulating, torturing and blackmailing others, she is genuinely horrified by the horrors of Virtuality and by HEAVEN's iron-fisted mercilessness.]]
* WellIntentionedExtremist: [[spoiler:A liar, a deceiver, ready to MindRape whoever has valuable information or outright kill them -- and that's not counting the damage and death caused by her instigation of the protagonist. Yet, all of this is done in order to collapse the crushing, inhumanly cruel dystopia erected by HEAVEN.]]

!Rengkok South
[[folder:In General]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/img_3501.png]]
The absolute worst part of town and the hub you revisit between each mission. Has a cast of side characters to interact with, some offering bonus objectives.
----
* LeaningOnTheFourthWall: A few different characters think they're living in a simulation, and one of them points out that everyone keeps [[LampshadeHanging walking the same routes and repeating the same lines.]]
* UrbanSegregation: Rengkok is divided into districts, and Karma determines which districts you're allowed into. Rengkok South is bottom of the barrel; it's for people with low to no Karma.
* WretchedHive: Played with. On the one hand, it's the only place where people with incredibly low Karma scores can live, which means by definition it's full of known criminals and desparate people. On the other hand, the inhabitants are more aware than anyone that things are bad, and tend to look after each other even if they put themselves first.
[[/folder]]

[[folder:Mechanix]]
The local mechanic in Rengkok South.
----
* ArtificialLimbs: He has a cybernetic arm. It looks ''very'' old.
* {{Blackmail}}: He helps you because HER has some nasty info on him and he is frightened by how she had access to it.
* DreadfulMusician: [[InformedFlaw Apparently]], for all his engineering prowess he's apparently tone-deaf. A group of bikers nearby complain about it, even as they admit his work on their bikes is unparalleled.
* GadgeteerGenius: It's quite literally his business. He pieces your mask back together with 'spit and gum' and gets you a new arm before you even wake up.
[[/folder]]

[[folder:Iching Oracle]]
A FortuneTeller who only accepts payment in obsolete coins found on your adventure.
----
* FortuneTeller: She gives you vague hints about future events. She does explain what she's talking about in clearer words if you ask, though.
* WorthlessYellowRocks: Points out that absolutely nobody else would value the coins you find since money has been completely replaced with Karma.
[[/folder]]

[[folder:Hooligan]]
An activist trying to dismantle HEAVEN's intelligence network.
----
* AnimalMotif: Her outfit is very cat-themed, including a cat-eared hoodie, a white spot over one eye, and whisker face paint.
* CatEaredHood: Part of her AnimalMotif outfit.
* CloudCuckooLander: She is right about the C.A.T.S being surveillance but aside from that mostly raves on and on.
* ProperlyParanoid: All the C.A.T.S she points you to ''are'' surveillance equipment.
[[/folder]]

[[folder:Rustam]]
A former police officer who spends his time sitting in a bar next to Mechanix's shop.
----
* ConnectedAllAlong: He knew [=TrafficKing=] back when he had hands to handcuff.
* DirtyCop: He knows you're a criminal but prefers sitting in his stool and let you collect bounties over arresting you.
* KnowledgeBroker: HER considers him one of the most reliable sources of information in Rengkok South, and he helps you track down WIZARD in exchange for acting as a middleman for your bounty hunts.
* SlummingIt: His profile mentions that with all his resources he could easily live in a big house in a nice district of Rengkok. According to the man himself, it's because he'd miss the action on the street, but HER guesses that it's to process street-level information directly to better keep his finger on the city's pulse.
[[/folder]]

[[folder:Daisy]]
A worker at Alina's bar.
----
* BeneathTheMask: If you come by with [=TrafficKing=] in tow she flirts with him to get him in the bar, much like she does with the protagonist. [[spoiler:After he's out of earshot her bubbly facade slips for a bit and she explains that screwing up on the job could get her disappeared, hence her perpetually friendly demeanor.]]
* StepfordSmiler: She acts enthusiastic even though she was abandoned by her parents and has to live in the slums. She points out that her parents probably starved to death anyway while she has a comparatively secure job...[[spoiler:so long as she doesn't say the wrong thing and get 'disappeared' like all her girlfriends.]]
[[/folder]]

[[folder:Alina]]
Owner of the bar in Rengkok South. Runs a smuggling operation on the side.
----
* NiceGirl: She is one of the few sane and kind people in Rengkok South. She gives you an unlimited tab after you help her.
* TheQueenpin: She runs a smuggling ring based around stealing things from the Hanza Compound and selling it on the streets.
[[/folder]]

[[folder:Sister of the Church of Disorder]]
A nun from the Church of Disorder, explaining its beliefs and offering a reward to people who suffer for it.
----
* FantasticReligiousWeirdness: Her mask includes a cross motif, implying that the Church of Disorder has some roots in Christianity. She takes the 'holy suffering' angle pretty literally, though; if you want her help you'll need to die. Numerous times.
* {{Stripperific}}: As religions in Rengkok are a mix between nightclubs and churches, her outfit effectively consists of underwear and a gimp mask.
[[/folder]]

[[folder:Hag]]
A mysterious old woman who gives cryptic warnings.
----
* AmbiguouslyHuman: She looks like a formless mass of rags and always wears a traditional mask.
* CrypticConversation: Good luck understanding what she's talking about without progressing further in the game.
[[/folder]]

[[folder:Opportunist]]
A businessman who plays the stock market.
----
* {{Blackmail}}: Pays you to find some dirt about HEAVEN so he can make money out of it.
* OnlyInItForTheMoney: He's pretty happy about the hit to HEAVEN's stock prices. It's not about an evil megacorp getting its due; it's because now he can buy shares for cheap and sell them later for a profit.
** His blackmail scheme is ''entirely'' about how much money he can extract from the company.
[[/folder]]

[[folder:Ritvik]]
Runs the local arena and spends his time looking for prospective new fighters.
----
* BloodSport: His arena has absolutely no rules. Everyone is armed and everyone is fighting to the death.
[[/folder]]

!Creeps
[[folder:In General]]

[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/448476744.jpg]]
[[caption-width-right:350:They're shitheads but they're lethal.]]
A faction of Rengkok South, made of Third Children trying to survive and led by Nerve. Their headquarters is in an underground parking garage.
----
* AxCrazy: They compensate for their lack of heavy firepower with insanity, with some being suicide bombers and torturing cops for fun.
* KlingonPromotion: After you kill Nerve they consider you their leader.
* UndyingLoyalty: To whoever becomes their leader. They tried to do a ZergRush on the Hanza Compound and the Virtuality Farm simply because they heard you were going there, one apologizing as he died that they couldn't clear the area out for you.
* WellDoneSonGuy: HER says Nerve is controlling them via fear and [[AFatherToHisMen twisted fatherly affection]], as being Third Children they never had parental figure to stick to before.
[[/folder]]

[[folder:Nerve]]
[[quoteright:300:https://static.tvtropes.org/pmwiki/pub/images/2017_10_04_02_52_34.jpg]]
[[caption-width-right:300: A samurai born in the wrong century.]]

--->''"Down here, our word is bond. That nerd is under our protection. You want him, you're going to have to come through me."''

The leader of the Creeps, despite what that entails he's not all that bad and is actually quite honorable.
----
* BornInTheWrongCentury: HER describes him this way, calling him a samurai past his era.
* DoesntLikeGuns: As per his samurai-esque code of honor, he despises guns and other ranged weapons, as he believes the only honorable way to fight an opponent is head on in a (pretty) fair duel. Throwing explosives from above is fair though.
* AFatherToHisMen: Treats his gang with respect, which is quite an improvement over HEAVEN's [[BodyHorror treatment of]] [[MindRape Third]] [[LotusEaterMachine Children]]. In fact he takes this trope literally as he acts like a father figure for his gang (due to most of the Third Children not really having those when growing up), which in turn makes the Creeps swear UndyingLoyalty.
* IGaveMyWord: He fulfills his "winner takes all" formula pronounced at the beginning of their duel and passes on the Creeps' leadership to the protagonist.
* LargeAndInCharge: He's definitely bigger, taller and bulkier than the average Creep, and is the leader (and founder) of the gang.
* NobleDemon: Has a very strict code of honor and, no matter how unpleasant or disadvantageous the situation is to him (like, say, a murderous psychopath storming his hideout and murdering his men all for the sake of a guy he's tasked with protecting but nonetheless hates), he'll see his deals through. He's also pretty civil towards the Protagonist and, once defeated, allows him to finally get to [[spoiler:Wizard]]. All in all, HER sums him up as a "samurai outside his timeframe".
* RankScalesWithAsskicking: He's the leader of the Creeps, and makes for one tough boss fight. [[LightningBruiser Fast, hard hitting]], and armed only with a katana, he can be a serious hindrance to expert players and an actual nightmare to more inexperienced ones. His {{Death From Above}} attack doesen't help matters.
* ReasonableAuthorityFigure: For someone who leads one of the most vicious gang he is surprisingly composed.
* WakeUpCallBoss: Even with [[BulletTime reflex mode on]] you'll still have a hard time shaking him off.
[[/folder]]

[[folder:Jurek]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/maxresdefault_30_8.jpg]]
[[caption-width-right:350: The hockey gear says it all about his moral alignment.]]

--->''"Sit, dog! Time to play dead!"''

The boss of the first section of the first level, Creeper's Nest. Somewhat of an icon among the Creeps for being one of the main recruiters, he's also one of the bounty targets provided by Rustam.
----
* {{Expy}}: A brutal MisanthropeSupreme in PostApunkalypticArmor, including a helmet that resembles a football player's, who attacks with a shotgun and pools of flaming liquid. If he put on another 30 kilos of muscle and carved a Big Dipper into his chest, Jurek would be Jagi from ''Manga/FistOfTheNorthStar''.
* LeanAndMean: His bio states that, despite being 200 cm tall (around 6'7), he weights only 55 kg. The "mean" part comes from his repeated ([[NintendoHard and most likely succesful]]) attempts to kill you.
* MisanthropeSupreme: Apparently, he hates everybody. Given the way most people act in the future, this should not come as a surprise.
* MolotovCocktail: His secondary attack consists in a salvo of Molotov bombs, that leave big fire "puddles" even after their initial explosion.
* PopulationControl: As with all Creeps, he's a victim of this, being a third child.
* RecruitedFromTheGutter: On the receiving and giving end of this. As most Creeps, he was saved from misery and oppression by Nerve, and has become the face of the gang due to having become the main recruiter himself.
* ShotgunsAreJustBetter: His weapon of choice is a massive, high-damage shotgun.
[[/folder]]

[[folder:Donvius]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/bossart_donvious_copy.png]]
[[caption-width-right:350:Another hotshot lookin' to die! Should we cut him off at the knees or start with that flashy head of his.]]

A game developer and [=YouTube=] personality who started murdering his fans.
----
* CantTakeCriticism: He was a [=YouTuber=] who got fed up with all the complaints and demands before going on a killing spree.
* ChainsawGood: Wields a Predator that shoots buzzsaws.
* CreatorCameo: His name and background are based off one of the game's [[https://www.youtube.com/user/bosak developers]].
* ShoutOut: His shirt is an obvious reference to ''VideoGame/BrutalDoom''
* TakeThat: Judging by his shirt and bio, he might be a potshot at the developer of ''VideoGame/BrutalDoom'', [=SGtMarkIV=].
[[/folder]]

!Hanza Compound
A puppet company under HEAVEN working on the manufacturing side of the business. Run by [=TrafficKing=] and MOTHER.
----
[[folder:Techno Dogs]]
Hanza Compound's security personnel.
----
* {{Mooks}}: Of the Hanza Compound.
* PsychoForHire: HER refers to them as assholes for hire.
* TriggerHappy: Favor machine guns and from the Creep corpses around the facility they shoot first.
[[/folder]]

[[folder:Bogdan]]
A leader of the Techno Dogs, has a bounty for multiple murders and war crimes.
----
* MadBomber: A remorseless war criminal guilty of killing civilians yet still [[KnightTemplar thinks himself a hero]] who just so happens to use explosives as his main weapon.
* OldSoldier: Veteran of a Balkan war that happened decades prior to the game. His augments are noted to be old.
* SociopathicSoldier: He says he was a war hero while everything points toward him being a remorseless killer.
* ThrowDownTheBomblet: Favors explosives as his primary weapon, using a grenade launcher to shoot you and is more then happy to throw grenades around willy nilly. This haphazard usage of such destructive weaponry suits him given his status as a war criminal.
[[/folder]]

[[folder:Triad Killers]]
Professional spec-ops mercenaries and assassins descendent from China's infamous organized crime syndicates.
----
* BadassLongcoat: Most Triad operatives wear double-breasted greatcoats, which don't hinder their effectiveness as assassins in the slightest.
* DeathFromAbove: It's even in their title card! Triad operatives prefer to leap in from the ceiling, allowing them to insert and strike from anywhere.
* EvilSoundsRaspy: While other foes taunt you at the top of their lungs, the Triads' death threats come in gravelly whispers.
* FlashStep: They are masters of this, relying on invisibility and acrobatics to bait you into looking in one direction while vanishing to attack from your blind spots.
* SleevesAreForWimps: Triad skirmishers and heavy weapon users eschew the longcoat for a vest variant for better mobility.
* TheTriadsAndTheTongs: Descendants of the modern day Triads, who have since reorganized themselves from crime syndicates to MurderInc.
* VillainTeleportation: They combine this with FlashStep to strike at your blind spots. A lot..
[[/folder]]

[[folder:Shadow]]
A Triad trooper and Head Hunt target.
----
* BadassBoast: "I'm usually the last thing people see".
* BadassLongcoat: Wears a Triad greatcoat and he's a highly successful killer.
* MoreDakka: Uses a NP-Z Cobra, essentially a "[[AKA47 sci-fi-ed up]]" derivative of the FN P90.
* NoNameGiven: Shadow is just the latest in a long line of aliases.
* OffstageVillainy: Is wanted for, among other things, genocide and crimes against humanity, with no further details.
* VillainTeleportation: As is standard for a Triad killer.
* YoungerThanTheyLook: Hinted at. While his age isn't really apparent or noted in game, his profile specifically notes his youth by citing "No one younger has been accused of committing more murders".
[[/folder]]

!HEAVEN
[[folder:In General]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/img_3496.jpeg]]
The MegaCorp behind [[{{Cyberspace}} Viruality]]. It basically owns Rengkok and is largely responsible for its current situation.
----
* {{Cyberspace}}: Virtuality is the primary source of their massive success. Creating a dystopian society and then selling escapism from said society proves incredibly profitable.
* FlawedPrototype: HEAVEN tried to revolutionize transportation with the Superloop, a monorail bike that travels on a rail at light speed. It didn't work because, while the bike usually functioned correctly, ''any'' chance of a screwup at light speed is a huge red flag. The prototypes are only in use in HEAVEN's Virtuality Farm.
* MegaCorp: The standard issue antagonistic CyberPunk MegaCorp.
* OneNationUnderCopyright: It's unclear if Rengkok still has an actual government, but due to lax corporate laws and HEAVEN's success whatever now governs them is either HEAVEN or their proxy.

A former programmer for HEAVEN who hacked the protagonist in order to kill the Boss.
----
* BadassLongcoat: [[SubvertedTrope He wishes]], but he's too much of a cowardly dork to pull it off.
* CoolShades: His visor-like red shades are probably the only thing about him that's cool.
* TheCracker: While HER considers his hacking skills to be sloppy and mediocre, he was responsible for the hack on your brain in the prologue.
* DirtyCoward: While he acts tough and condescending when he's hiding behind a keyboard or bossing around the Creeps, his bravado vanishes once you get him up close and alone. HER considers him an "ambitious coward" for this.
* HoistByHisOwnPetard: Tried to use PUPPY as a tool for the conspiracy's assassination plot, only to be hunted down and killed by his own would-be assassin.
* KarmicDeath: Once he's finally cornered by PUPPY, HER deals with him by hacking into his brain, frying him up.
* MealTicket: The sole reason why the Creeps defend him is that he paid them well for it and they don't back down on their word.
* SmugSnake: Dresses fancy and acts condescending and superior towards you (even showing up in dialogue as "Your Master") while you're under his control, but he's just a two-bit hacker in way over his head and he's reduced to running scared once you slip his leash. He even acts like a smug dick to the Creeps protecting him, even though he has no sway at all with them outside of his deal with Nerve. Once that's been dealt with, he goes down ''eeeeeasy''.
* TheStarscream: A former HEAVEN employee who was paid to assassinate the Boss.
* VillainsWantMercy: Tries to plead for his life once Nerve is killed and the Creeps no longer have any obligation to protect him. It doesn't work.

Chief of security in Heaven, the first bounty you collect. A former Yakuza who went corporate after finding they'd lost their way.
----
* BadassInANiceSuit: Being a former yakuza and the security chief he has this in spades.
* {{Cyborg}}: His face almost immediately gives it away.
* RedAndBlackAndEvilAllOver: Fitting with the overall color theme of the game, he wears a red shirt and a black suit.
* SmokingIsCool: Lit one up before the fight starts.
* SmugSnake: He is really confident that he'll kill you and treats it as an easy work day for once.
* TimedMission: For the thrill of it, WIZARD forces you to kill him under a time limit.
* {{Yakuza}}: You can clearly guess from his appearance that he's ex-Yakuza.

The head of Hanza Compound... [[FlyingFace literally]].
----
* AlasPoorVillain: King may be a vile, scummy piece of work who deserves every bit of the punishment and {{humiliation|Conga}} he receives, but his death is played in a surprisingly somber light. [[spoiler:With HER in control of his hover platform, he's forced to fly through a field of superheated Virtuality pods deep in Hell's "Furnace" to shut them down so PUPPY can traverse them. Despite his pleading objections that the temperature is too much for him, he's pushed forward, screaming in pain the whole way, until he [[SpontaneousHumanCombustion spontaneously combusts]] while shutting down the last one. Even HER reflects on how brutal his death was.]]
* AssholeVictim: He goes through intense torture by you and the Sick Sisters, not that he didn't deserve it.
* BackFromTheDead: [[spoiler:He gets heat-blasted to death at the Virtuality Farm, only for the Sick Sisters to bring him back to life with a Heavy Cyborg's body.]]
* ButtMonkey: Becomes one after his boss fight in Hanza Compound. First, his hover platform is hacked by HER and leashed to follow PUPPY back to [[TheCityNarrows Rengkok South]], where he's either ignored or disrespected by everyone. Then he gets fitted with an electroshock "motivator" by Mechanix ([[VideoGameCrueltyPotential that PUPPY can use at any time]]) and things go downhill for him from there.
* CyberneticsEatYourSoul: He's undergone so many treatments and cybernetic enhancements that's literally just a head on a flying platform.
* EvilOldFolks: He is old and enjoys hunting the protagonist.
* FlyingFace: He's undergone so many treatments to extend his life that his body rotted off. Now he's just a head on a flying platform wirelessly controlling the Hanza mainframe.
* Really700YearsOld: HER speculates that he's at least 200, having had so many life-extending treatments and upgrades that there's almost nothing left.
* TheStarscream: Part of the coup against the Boss.

The secret core of MOTHER and the directors of the entire Virtuality system.
----
* BitchInSheepsClothing: Geminus ▲ appears polite but she is as twisted as her sister and [[spoiler:rejoices at her death since she can use MOTHER's power all by herself]].
* FinalBoss: [[spoiler:An unusual example. As the final encounter is just a timed arena battle, the Sick Sisters technically are the last real boss you actually face. That is, unless you count the [[EliteMook Heavy Cyborg]] that shows up in the final round with no fanfare.]]
* InformedDeformity: The character description says they are conjoined twins, but the dialogue portrait shows them having completely separate bodies at least down to mid-thigh. However, this [[https://static.wikia.nocookie.net/ruiner/images/c/cf/Screen_Shot_2020-03-15_at_4.46.51_PM.png full art]] reveals that they ''are'' conjoined…at the ''head'', with both of their heads being wired into the same gigantic artificial heart.
* RedOniBlueOni: Geminus ▲ has a mostly calm and pristine appearance with blue LED eyes, and acts more polite, aloof and mechanical. Meanwhile, Geminus ▼ looks more damaged and monstrous, has red LED eyes, and is a snide, foul-mouthed {{Jerkass}}. [[spoiler:{{Subverted|Trope}}: After Geminus ▼ dies partway through their boss fight, ▲'s eyes switch from blue to red as she drops the stoic act and reveals she's every bit as callous and evil as her sister.]]
* TheStarscream: They colluded with [=TrafficKing=] to overthrow the Boss, using WIZARD as a proxy.
* SirSwearsALot: Geminus ▼ is constantly swearing and yelling threats, especially when she controls MOTHER.
-->'''MOTHER:''' One more step and I'll snort on your fucking ashes!

The "Big Dog" and CEO of HEAVEN.
----
* AnimalMotifs: Like with the protagonist, dogs. He's even called the "Big Dog".
* BigBad: [[spoiler: He is behind most of HEAVEN's corruption and used you to take care of an attempted coup.]]
* CorruptCorporateExecutive: As the CEO of the local evil CyberPunk MegaCorp it's hard for him to be anything but. He argues that all of his employees are like this, and that it's how HEAVEN's become so successful.
* FaceDeathWithDignity: [[spoiler: When the protagonist eliminates all his defenses, he simply accepts his death and asks the latter if he'll "nod or shrug" (which translates to how he'll be killed.)]]
* LackOfEmpathy: Uses his own brother as spare parts.
* {{Sadist}}: Enjoyed watching the protagonist slaughtering his enemies for him.
* SeeingThroughAnothersEyes: [[spoiler:His mask allows him to do this with the protagonist, letting him watch his revenge plan unfold in the first person.]]
* WalkingSpoiler: All that's known of him before the final mission is that he's the CEO of HEAVEN and a CorruptCorporateExecutive. Anything more specific gets spoilery, fast.
