9Fish-Man Island is the underwater home of the Fish-Men and Merfolk races, situated on the ocean floor 10,000 meters below sea level, directly underneath Mariejois. It is located inside a giant hole inside a deep trench that goes underneath the Red Line, encased inside a giant bubble. It has a section inhabited mostly by Merfolk and another mostly by Fish-men. However, mixed marriages between the two races are allowed. Fish-Man Island has endured a long history of prejudice by humans that has placed it under the protection of influential pirates at least three times in the story. Its location between Paradise and the New World makes it a frequent stop for many pirate crews. Thanks to being located inside a giant bubble, it allows land-races to breathe and live inside, while the giant tree Eve provides light hundreds of meters below the sea. The great ark ''Noah'' lies nearby the main island, built over 800 years ago to carry the island's population and realize their long held dream of moving to the surface. Built around the ''Noah'' is the Fish-Man District, a hotbed of crime and racism towards humans, and the headquarters of the New Fish-Man Pirates.

19* AwesomeUnderwaterWorld: Fish-Man Island is known as an "underwater paradise" and truly deserves its title. It's a bright and outlandish version of Atlantis, with colorful buildings made or covered by giant corals.
20* CosmicMotifs: The Sun. During the Fish-Man Island arc, various references are made to the sun, which symbolizes the Fish-Man people's desire for freedom and equality. The most famous pirate crew to come from their waters are the Sun Pirates, who all bore a tattoo of the sun in order to make everyone on the crew, former slave and not, equals. Several characters, particularly Queen Otohime, speak of emigrating to the surface and "living under the sun" with humans. [[spoiler:It all comes to a head when it's revealed that the Joy Boy they revere so much and made a promise with back in the Void Century is really the Sun God Nika, a near-mythical liberator of slaves from ancient times, with the implication being that he is the reason why Fish-Men associate freedom with the sun]].
21* FantasticRacism: Fish-Men and Merfolk have been the subject of racism and slavery by humans, especially the Celestial Dragons. As a result, the inhabitants of Fish-Man Island harbor a lot of grudges against humans, to the point they've become ingrained in the entire society, a problem which Otohime fought hard to remove. It gets partially solved only after the Straw Hats save the island, proving not all humans are bad.
22* FishPeople: Fish-Men and Merfolk are both hybrids of human and sea-creatures, but in slightly different methods. Fish-Men are inherently bipedal, and whilst they usually resemble fusions of humans and fish, there have also been sightings of Fish-Men with the features of octopuses and squids, whilst a briefly mentioned fishman pirate named "Willy" in the non-canon movie ''Anime/DeadEndAdventure'' is said to have the features of an orca (though he doesn't look it). They closely resemble [[{{Animorphism}} hybrid-form Zoans]] in their man/fish fusion, and their bestial features can include fangs, fins, bizarrely shaped heads and faces, tentacles for legs and [[MultiArmedAndDangerous multiple arms]]. Merfolk look perfectly human from the waist up, and like a fish from the waist down; males remain in this form throughout their lives, but females gain the ability to shapeshift their tail into a set of web-footed legs from the age of 30. The two races can interbreed freely, with the race of their offspring being completely random. It's implied that Fish-Men and Merfolk have interbred so heavily over the past 800 years that even two parents of the same race may randomly produce offspring of the other race, due to their collectively mixed heritage. The precise aquatic creature is also at least somewhat randomized, and may not resemble either parent's. A good example are the shipwright brothers Tom and Den; the former is a Fish-Man with the features of a long-horned cowfish, whilst the latter is a Merman with the features of a Bering wolf-eel (also known as a wolffish). This unavoidable diversity mean that there is no racism between Fish-Men and Merfolk towards each other.
23* FunnelMouthedCephalopod: Fishmen and merfolk with the aspect of an octopus invariably have protruding, conical, trumpet-like mouths.
24* HeroWorship: After the Straw Hats defeated the New Fishman Pirates, all the kids celebrate them wearing straw hats similar to Luffy's. The fact they've taken a group of good humans as inspiration is also a step towards Otohime's dream becoming true and Fish-Men learning to accept humans.
25* InterspeciesRomance: Fish-Men and Merfolk freely fall in love and marry with each other all the time, with their offspring randomly being either Fish-Men or Merfolk. Additionally, both races are capable of interbreeding with humans, though the stigma against them means that such hybrids are rare.
26* ALizardNamedLiz: Many Fish-Men and Merfolk names are based on the Japanese name of the fish/cephalopod species that they represent.
27* MultiArmedAndDangerous: Fishmen can sometimes manifest multiple pairs of arms -- whilst usually this is seen with fishmen who have the aspect of a squid or octopus (merfolk with those aspects instead get tentacles for legs), some nameless fishmen are seen who have multiple arms without being explicitly cephalopod-based, such as a little girl who cheers on the Straw Hats. Antagonist Vander Decken is a particularly weird example of this mutation; he has two arms and ''four legs''.
28* OurMermaidsAreDifferent: Merfolk are generally humanoid above the waist, with fish tails below. They're the fastest swimmers in the sea, and can [[SpeaksFluentAnimal talk to fish]] (Neptune can also talk to whales, and [[spoiler:Shirahoshi, as the Ancient Weapon Poseidon, can talk to Sea Kings]]). Mer''maid'' tails will split at the age of 30, [[TailfinWalking allowing them to function as legs]], while mer''men'' keep tails throughout their lives.
29* TragicDream: The Fish-Men and Merfolk have desired to move onto the surface for over ''800'' years, yet they've never succeeded because of FantasticRacism. They nearly give up the dream when Luffy almost destroys the great ark ''Noah'', that is supposed to carry them, to prevent the ark from crashing into the island, and then when King Neptune almost attacks the World Nobles to protect his daughter, reasoning that a world governed by such corrupt figures isn't worth living in.
30* UnderwaterCity: The city is located below the Red Line, inside a giant bubble, therefore allowing land-races to breathe in the island. Being thousands of meters underwater, it's very difficult to reach, and only 30% of all ships survive the journey.
31* UnscaledMerfolk: Whilst most fishmen and merfolk resemble different kinds of fishes, sharks, eels, and so forth, there are individuals with the features of octopuses and squids.

Even after getting defeated by the officers of that crew, they later arrive to back-up Shirahoshi and Luffy during the fight against Hody.
55** When Decken throws the ''Noah'' at Shirahoshi, which would crush not only her, but most of Fish-Man Island, Shirahoshi decides to protect her people by swimming away from the island in order for the gigantic ship to follow her. Unlike Fisher Tiger, she wants a peaceful co-existence with the humans and spends most of the time fighting for this cause, even if hardly anyone support her. After making a deal with the World Nobles, many begins to support her and the idea of Fish-men living with humans, until she's assassinated. Her subjects are still loyal to her and her beliefs however.

However she does slap people who needs to be calmed down, but it ends up hurting her rather than the attacked.

The goldfish is traditionally a simple and weak fish, and Otohime is physically very weak, to the point she breaks her own bones by simply slapping a person, but in contrast has a very strong and determined personality.

After the thief tries to justify his theft to feed his ten children, Otohime replies that it's even worse since then he would be a bad example for his children, but at the same time she cries and apologizes for not having noticed his suffering. This scene establish Otohime as a caring and loving queen who fights for justice, as well as a physically frail but mentally strong mermaid.
125* TheExtremistWasRight: Otohime represents the extreme pacifism, in contrast to Fisher Tiger's violent course of action. She tries to reach her goal through exclusively pacifistic methods, and she insists on rescuing a stranded [[AristocratsAreEvil Celestial Dragon]], even protecting him from his former slaves exacting vengeance and taking a bullet in his place. Her extreme actions allow her to get the Celestial Dragons to support her petition, and it pays off even bigger when [[spoiler:said Celestial Dragon becomes a nice person, and would go on to free his slaves, rescue her daughter from an attempted kidnapping, and pledges his support for Fish-Man Island]]. Fisher Tiger himself, despite holding a huge hatred toward humans, in his final words admits that Otohime is right.
126* {{Foil}}: Otohime and Fisher Tiger, being based off Martin Luther King and Malcom X respectively, represent two different ways to fight racism and prejudice. Otohime is idealistic and uses pacific methods to reach a coexistence between humans and Fish-men, while Fisher Tiger is cynical and thinks humans and Fish-men must remain separate and frees the slaves with violent assaults (but forbids anyone to kill humans). They have a mutual respect for one another despite their difference in beliefs regarding humanity, and both are assasinated and in their last words they warn about the danger of spreading more hate.
127* FragileSpeedster: Otohime is fast enough to outrun her soldier escort and dodge bullets but her body is extremely fragile, to the point she breaks her hand slapping the man who shot at her.
128* FriendToAllChildren: While Otohime loves and is loved by most citizens in her kingdom, she cares a lot about the children, spending a lot of time talking to them, benevolently disciplining them, and teaching them of the life on the surface, and insisting that they shouldn't grow up to hate humans like many of the adult Fish-men and mermaids do. This is because she's aware of the danger of spreading the hate to the new generations and wants to prevent it.
129* GoodParents: She is seen to be very close with all four of her children. Even when she's exhausted from her work and depressed when her people no longer support her cause, it doesn't stop her from putting on a smile for her kids and spending time with them.
130* GoOutWithASmile: In her last moments, Otohime smiles as Fukaboshi promises her that he and his brothers would take care of Shirahoshi and that they'll make sure that the signatures from their people would be collected.

132* HarmfulToMinors: Otohime believes that the best way to have children grow as better people is to leave them good examples. When a thief tries to justify his actions because of his ten children, Otohime remarks that it makes things worse since, aside of stealing, he would be a bad example for his children as well. This line of thought is also Otohime's course of action to extirpate the prejudices between Fish-men and humans in the future generations. When the inhabitants wonder why has she taken the bullet for an assholish Celestial Dragon, Otohime remarks that children are watching.
133* HiddenDepths: While at first Otohime appears to be the classic idealistic person, during her drunken rant, it's revealed revealed that part of her motivation to campaign is anger at the injustice of a world where opportunities for Fish-men are forever out of reach for no other reason than because they were Fish-men, and she both understands and accepts that some Fish-men can never forgive and reconcile with humans, focusing instead on making sure they do not pass their hatred on to the younger generation.
134* TheHighQueen: Otohime is the beloved queen of Fish-Man Island and, despite her noble appearance, she spends a lot of time among the citizens to make her kingdom a better place. Even years after her death, the citizens fondly remember her and are heartbroken when they're forced to step on her picture.
135* InVinoVeritas: When her people, even those who have previously supported her cause, starts backing out in the wake of Fisher Tiger's death, Otohime goes back home and gets completely smashed, then gets on the radio and viciously calls out her subjects for their cowardice, telling them that this kind of action would never improve their relationship with humans.
136* InelegantBlubbering: Despite her elegant look and mature personality, when she cries, Otohime covers her face with snot and tears, as shown when she cries out of empathy for a thief and out of desperation when everyone take back his/her signatures for her cause.
