10The leader of the titular League, a short red man always seen wearing a helmet. He believes himself to be the greatest evildoer in the world and is very determined to prove this. However, not only are his evil schemes ineffectual at best, but they are constantly foiled by poor planning, bad luck, his own short-sightedness and pettiness, and/or the ineptitude of his minions.

12* AmbiguouslyHuman: Even without his helmet or suit, he's shown to have extremely pale skin and entirely black eyes with glowing yellow pupils. He could be an alien invader of some kind, which would explain a few things.
13* AttentionWhore: A lot of his "evil" schemes are attempts to get noticed by the other villains or superheroes. He's actually quite delighted when he has to compete when more competent villains or actual superheroes show up to thwart him, taking it as an indicator of his great villainy.
14* BigBadWannabe: Believes himself to be a great villain, though his schemes rarely do more than annoy the neighbors. And that's when they work. He's always upstaged by every other villain, especially Skullossus.
15* BookDumb: Where to begin? First off, he thinks the woolly mammoth invented the printing press.
16* CloudCuckooLander: Voltar is normally detached from reality, to say the least.
17* EvilIsPetty: Though pettiness is all that really makes him evil. In fact, most of the time he is completely driven by his pettiness even when world domination is given to him on a silver platter. Such as when he actually manages to steal Skullossus' spaceship and has the capability to destroy entire armies and he thinks the absolute most evil deed possible is using it to pester his neighbor Steve.
18* ExpressiveMask: "Voltar Squared" revealed that his face is actually a helmet. Thus, it is probably one of the most expressive masks ever created.

Too bad the others don't take him seriously - a problem further exasperated by his constant stream of bad luck and his inability to avoid pain and injury.

55* TheDragon: Seems to be the second-in-command, and often called upon to design the devices to enact Voltar's schemes. When Voltar leaves the League, Frogg is put in charge and finds out that being the one calling the shots is harder than it looks.
56* DependingOnTheWriter: He sometimes plays his part in Voltar's petty little schemes cheerfully and without complaint, other times he’s the OnlySaneMan opposing the idiocy around him.

67* OnlySaneMan: If one of Voltar's plans are stupid, nonthreatening, and childish even more than usual (and that's saying something!) Frogg will point it out.
68* PowerPincers: While he was in school during his first encounters with the rest of the league, he had his right hand crushed by [[DumbMuscle Red Menace]] and his left hand bitten by [[TeamPet Doomageddon]]. Being the mad scientist he is, he invented custom pincer hands of the "cybernetic" category to compensate for his misfortune.

91* ManChild: He tends to be somewhat immature, although in a more innocent and cheerful kind of way compared to the also childish Voltar.

104The League's pet, a reptilian-canine creature called a Pan-Dimensional Doomhound (Hellhound in "Table for Four"). He possesses the ability to teleport between realities in a flash of flame. He also has a pretty big appetite, which often causes trouble for the League, especially Doktor Frogg, who can never seem to get on his good side.

106* AnimalisticAbomination: He's pretty much called a hellhound but he looks more like a cross between a lizard and a monkey. Then there's the fact that he's a pan-dimensional creature with a number of powers and when Doktor Frogg manages to pull rotten tooth out, the hole in his gums turns into a dimensional vacuum.
107* BigEater: His large appetite has made him a bit of a hindrance for the League's schemes and has swallowed objects several times his size on a few occasions.
108* ExtremeOmnivore: He'll eat pretty much anything he can get his jaws on, particularly Doktor Frogg.
