27The revelation of the existence of psychokinetic ability in 2011 effectively began the mass development of PK in humanity, leading to what amounted to a world wide civil war between PK and non-PK humans and ultimately the slow and nasty collapse of worldwide civilization and a five-century Dark Age.

29In Northeast Asia however, the most reliable documentation shows that Humanity divided into four main groups. The first three--

31* A number of slave kingdoms ruled by leaders with PK. These existed in a non-aggression pact with each other for most of the Dark Age, and eventually gained independence from the mainland once more but fell apart toward the end due to intermarriage breeding out the leaders' PK powers, leading to them breaking down into groups of villages.
32* A group of Bandits with PK who died out relatively early on, mostly due to infighting.
33* A non-PK group of nomadic hunter-gatherers who had escaped the slave empires. When said empires collapsed into groups of villages, they started to attack the villages.

35The most relevant one however, was the fourth--a massive organization of scientists and other academics, most of them gifted with PK, who spent untold ages keeping the history and knowledge of humanity before, during and after, the fall of civilization, sending out agents all over Japan to gather information and store it.

37At the end of the Dark Age, when the slave empires collapsed and Japan seemed ready to fall into chaos, this fourth faction swept in and imposed order, creating a new society.

It's uncertain whether being born without these limiters causes a tendency toward psychopathy and violence, or whether snapping somehow causes their PK to edit out their limiters, but in any case, all known examples of Fiends have been mass murderers able to kill thousands due to the future human race being unable to retaliate. As such, kids who show strong tendencies toward rule-breaking are culled to prevent another outbreak.
44* BookBurning: When the scientists took over, they started strictly controlling the flow of information in order to control the people, which meant burning a lot of books. In the modern future, certain books are still highly restricted to people in authority.
45* BrainwashingForTheGreaterGood: The vast majority of the population are people indoctrinated from birth via methods including hypnosis into having their lives strictly controlled by the people in charge without realizing it. And because they're all incredibly powerful telekinetics, who could kill thousands if they snapped, it may be better that way.
46* FakeMemories: If you're a kid, your mind is putty in the Village Elders' hands. They can take your best friends out, stick memories in, make you think you're someone else...Have fun! And if you don't have fun, you will have had fun.
47* FreeLoveFuture: When constructing Kamisu 66 society, the scientists in charge noted the behavior of bonobos and decided to incorporate sexual play as a means of stress relief--thus people are encouraged from a distressingly early age to get down when they feel down and get it on when they feel put on. 48* HumansAreTheRealMonsters: The scientists who organized Kamisu 66 a thousand years ago came to the conclusion that humans are violent beasts who would use their insanely powerful PK abilities to destroy each other (on purpose or otherwise) if they weren't put on genetic and societal leashes.

50** The Tale of the Fiend is designed to teach children to even fear ''approaching'' the Holy Barrier on the edge of the village, lest they invite Fiends into the village and to accept the loss of one for the sake of the whole. This is a lie as Fiends start out as humans, and partly intended to indirectly start training them to be okay with losing a kid or two in the future for the good of Kamisu 66.
51** The Tale of the Karma Demon states that Karma Demons come from arrogance, and unclean thoughts, and questioning things best left alone. Karma Demons actually just happen and saying they come about because of bad thoughts is like saying the house will burn down if you don't eat all your cereal.

53** Humans may not be able to harm humans, but there's nothing saying they can't breed an animal whose specific purpose is to kill people. Hence, 'Tainted/Impure/Copy Cats'. Or just make Queerats do it.
54** Speaking of Queerats, psychic humans may not be able to harm humans, but they can alter humans into something that doesn't register as human to them anymore and harm that.
55* MindOverMatter: Every single human being has this. And not only that, their power is potentially ''infinite'', so long as their mental stamina holds up.
56* NecessarilyEvil: All these safeguards, the DNA manipulation, the carefully architected cultural and religious indoctrination, the tight grip on information and reading materials for the public, the culling of children deemed to be potential threats, the brainwashing, the hypnosis, all of this? All to control a race of people in which each individual has the potential to be at least as powerful and dangerous as an atomic bomb. It's not ''nice'', but it's the best they could do.
57* TheOutsideWorld: Most people of Kamisu 66 are indoctrinated with a fear of the world beyond the Holy Barrier from a young age. In part, this is to keep them from exploring and learning anything the people controlling the villages don't want them to know, but it's also to keep the {{Terraform}} effect directed outward by forcing their subconscious fears and concerns figuratively and literally in that direction.
58* PathOfInspiration: The seemingly Buddhist religion of Kamisu 66 is a tool to manipulate and control people via cultural indoctrination and outright brainwashing. Parables are designed to teach young children to fear the outside world and to behave in certain ways. As an example, once a child awakens to their PK, they are taken to a temple where they undergo a fasting and vigil which weakens them and makes them susceptible to being hypnotized into (among other things) being unable to use their PK without chanting a mantra in their minds first. This has the dual purpose of keeping them from accidentally using their power ''and'' allowing a religious official to hypnotic suggestion to cut off their power if they please.

60** Future Human DNA is literally encoded with both 'Attack Control' which causes them mental discomfort and pain if their mind recognizes that they are harming something they regard as human, and linked 'Death Feedback' which causes their PK to make their kidney or thyroid malfunction and kill them if they kill a human. These prohibitions are so strong that they can affect people who attack ''images'' of humans!
61** There was a little problem when the psychokinetic scientists who were creating Kamisu 66 had finished their 'Attack Control' and 'Death Feedback', namely that both those things were reliant on the subject having PK to actually work. So what to do about the masses of unpowered humans, who could easily attack the now-defenseless powered humans? The answer was telekinetically cramming Naked Mole Rat DNA into the genome of unpowered humans until they didn't register as human beings anymore. A little social adjusting and book-burning and, bada-boom! All people of the future know is that Bakenezumi/Queerats are weird creatures that serve humans and probably came from evolved Naked Mole Rats or something.

63** 'Karma Demons' are people whose PK abilities have basically started leaking. Things around them start being altered according to their subconscious. This tends to happen to individuals who are a combination of strongly gifted in PK and very empathetic. In order to correct against this, children who show a lack of control over their PK from an early age are culled and their classmates' memory of them erased.
64** In point of fact, it turns out ''everyone'' does this to a degree and Karma Demons are just outliers, see {{Terraform}}.
65* PsychicChildren: The development of PK takes place around the onset of puberty. Some people bloom later than others. And if someone doesn't bloom at all, they get eaten by Tainted Cats.

68* {{Terraform}}: A thousand years of directing the conscious and subconscious fears of a psychokinetic population toward the world outside the Holy Barrier has caused new, often very strange forms of wildlife to develop in the wild, thus justifying people's fears of the outside world, this causing further changes and so forth.
