The oldest of the four city nations, and one of the first societies to form on the mainland after The Meltdown. Legend has it that various Taru-taru tribes followed a star to the Horutoto Ruins, a series of towers from a long vanished civilization that emits powerful magical energy. Using these towers, the Taru-taru learned how to use magic which allowed them to achieve a dominance over the surrounding beastmen tribes. After decades of occupying the Horutoto Ruins, The Federation of Windurst was founded when the second Star Sybil united the five tribes under her command

After centuries of living in a self imposed isolation, The Federation of Windurst was forced to join The Alliance for survival during The Crystal War. As a way to repay the Mithra who aided the federation during the war, The Star Sibyl granted them their own lot of land to live on

!Heavens Tower
The giant tree at the heart of Windurst, Heavens Tower is the home of the nations leader, The Star Sibyl, and thus acts as the tower acts as the centre of The Federations goverment

Star Sibyl is the title given to the leader of Windurst. They are a succession of seers that date back to Star Sibyl Rimilala, a young Tarutaru girl who made a pact with Fenrir deep within Horutoto Ruins

The current Star Sibyl, whose reign dates back to at least before The Crystal War, struggles to find a direction to guide Windurst into 20 years after wars end.
----
* BigGood: As one of the most noble leaders in Vana'diel.
* TheChainsOfCommanding: She sent her [[StarCrossedLovers Star Crossed Lover]] Karaha-Baruha into a suicide mission because the council was desperate to drive the Beastmen out from Windurst. Before he went out to summon Fenrir in a HeroicSacrifice, the Star Sibyl fell to her knees and started crying in Karaha's embrace.
* OnlyKnownByTheirNickname: Star Sibyl is the title of Windurst's prophetic leader. Her real name hasn't been revealed. Note that, consistent with the term for an ancient Greek prophetess, they come second.
* StepfordSmiler: Being the leader of Windurst, she had to spread an atmosphere of optimism at the end of The Crystal War......just after she sent her secret lover on a suicide mission.
* WaifProphet: [[spoiler:[[SubvertedTrope Subverted]] in that she secretly lost her ability to see the future twenty years before the game's story begins. Her first gaze into the future revealed the imminent and complete destruction of her nation and prompted her to feed false information to her people. Though this devastation did occur, [[TimeTravel time travel]] created a new version of history in which it was averted at the cost of the Sibyl's powers. From her perspective, therefore, she has never correctly seen the future. That she continues to offer prophecies to the public ultimately makes her more of a false prophet.]]

The leader of the Star Sibyl's personal guard. She was orphaned in the war and was raised by the Tarutaru.
----
* [[TheBigGuy The Big Gal]]: Not that she's particularly big compared to other Mithra, but among the Tarutaru she serves as this trope.
* ForgivenButNotForgotten: [[spoiler:In regards to her feelings towards her mother]]
* [[DaddyHadAGoodReasonForAbandoningYou Mummy Had A Good Reason For Abandoning You:]] [[spoiler:Her mother, Perih gave her up to tried to claim Syu Befrathias as her own daughter in order to hide Syu's identity and save her from from the Sin Hunters.]]

* BeleagueredBureaucrat: Since she is the one the central administrators that people interact with, she goes through a lot. Especially if Shantotto is involved.

* TrademarkFavoriteFood: Rolanberries.

The current Minister of the Orastery who took over the position after Shantotto retired. A powerful and head strong mage whose investigations into Windurst's past leads him him to catch the scorn of the Windurst leadership.
----
* BrainySpecs: Even as a child.
* ChildProdigy: He was incredibly clever as a child. No way near as clever as he thought he was, but still clever
* DisappearedDad: His father vanished at the end of The Crystal War after [[spoiler:his own Cardians kidnapped him]]
* LikeFatherLikeSon: He's inherited Zonpa-Zippa's arrogance. Not to the same level mind you.
* RebelliousSpirit: Despite his responsibilities as a minister, he often goes out on his own to investigate issues which are taboo in Windurst, which gets him (and you) into some trouble.
* ScrewTheRulesImDoingWhatsRight
* SkippingSchool. He did this a lot as a kid, much to Koru Moro's frustration.

Ajido-Marujidos sister and current Minister of the Manustery. In contrast to her brothers rash and fearless attitude, Apururu is happy staying out of Windurst's dark secrets. Despite this, she finds herself drawn into his schemes.
----
* BerserkButton: She does not like her father at all, and anything to do with him is likely to set her off.
* GreatEscape: [[spoiler:She joins forces with Shantotto to break her brother out of jail later on in the Windurst story]].
* GrewASpine: She goes from trying to dissuade Ajido-Marujido from his schemes early in the story to [[spoiler: breaking him out of jail later on]].
* [[LikeFatherUnlikeSon Like Father Unlike Daughter]]: Unlike Ajido-Marujido, she lacks Zonpa-Zippa's sheer confidence.
* OvershadowedByAwesome: Inverted. She is easily the best healer trust in the game, to the point that she over shadows all the others. Whats more, since you can only have one Unity Trust at any one time, the other unity trusts are also overshadowed by her.
* SiblingYinYang: She is much more careful and risk averse than her brash, rule bending brother.
* WhiteMage: She is the best white mage trust in the game

->'''Appears in Missions:''' Windurst, Chains of Promathia, Treasures of Aht Urghan, A Shanttoto Ascension, The Voracious Resurgence\
'''Appears in Quests:''' Black Mage, Windurst [s].

Shantotto is the former Minister of the Orastery and a hero from the Great Crystal War, (in)famous for her rhyming speech pattern and iconic laugh. In recent years, she has come to act as the face of the game in crossover material.
----

* AppealToForce: Her contribution in the Crystal War is basically this. She at first was fired from her position in the Ministry because she fought in a battle that she wasn't ordered to go to just for the sake of picking a fight with the Beastmen. She then basically said "Fuck you too" and led her loyal soldiers into an attack directly to the Shadow Lord's HQ, was ''winning'', and gained intel that was vital in Shadow Lord's final defeat in the war. Nowadays, she's remembered as a hero, not as someone who disobeyed her superiors and LeeroyJenkins'd her way to victory.
* TheBattleDidntCount: In the optional Heroine's Combat, if Shantotto is fought and defeated, her defeated pose reveals that "Shantotto" was actually a magically controlled doll under Shantotto's control.
* BewareTheSillyOnes: She always speaks in rhymes, makes occasional NoblewomansLaugh and is a small Tarutaru.... shes also one of the most powerful characters in the game that can and will cast powerful spells on you if she feels like it.
* BigDamnHeroes: At the end of ''A Shantotto Acension.''
* BreakoutCharacter - Well, this is how she got to ''[[Videogame/DissidiaFinalFantasy Dissidia]]'' and got an expansion based on her. Plus, the developers liked her. With her inclusion in World of Final Fantasy, she has been considered to be the face of Final Fantasy XI as a whole.
* GirlishPigtails - Considering her implicit age, it's slightly disturbing... Still, it's typical of hairstyles for Tarutaru females.
* KillerRabbit: You know what they say about judging by appearances...
* LadyOfBlackMagic: Although she may not match other Ladies of Black Magic in height, she more than qualifies with her ladylike grace and magical fire.
* LittleMissSnarker: "Little" being just her physical appearance, but damn if she doesn't have some of the best quotes of the game.
* LoveFreak: Surprisingly. In her youth, she was taught by her parents to spread "love and peace" with her talent. Several HumiliationConga later, she indeed spreads love and peace. It's just not the [[HeroicComedicSociopath way that most people like]].
* NoblewomansLaugh: A trademark of hers.
** You never get to actually hear it in-game, though. ''[[Videogame/DissidiaFinalFantasy Dissidia]]'' took care of that, including her as a bonus character to represent the whole game.
*** Voiced by Music/MegumiHayashibara, no less!
* OlderThanTheyLook: She's a ''Tarutaru''. Comes with the territory.
* PaperThinDisguise: As Ambassador Karababa, and actually manages to have an even worse disguise than Trion. For Altana's sake, she only puts on a pair of glasses and calls it a day. Prishe subtly snarked at this.
* RetiredBadass: Her status is actually of a retired minister of the Orastery and veteran of the Crystal War.
* RhymesOnADime: Her way of speaking is full of this; a chance for a rhyme she'll never miss.
* SmallNameBigEgo: More like "Small Body, Big Ego." In terms of actual recognition, she's more akin to an InsufferableGenius, who is fully capable of living up to that ego.
* SociopathicHero: While certainly an asset to her nation, especially during the war, her default treatment of everyone isn't pleasant - just ask the journalist outside her house who, during a quest line, ends up on the receiving side of a curse.
** MoralSociopathy: She does have standards though. She can be quite loyal if she finds a cause she feels is worthy, and will leave without a moments hesitation if said cause could have a negative effect on the overall populace (or... uh, if she has nothing to gain from it).
* SquishyWizard: [[SubvertedTrope In that she makes her opponents pop like tomatoes.]]

->'''Appears in Missions:''' Windurst\
'''Appears in Quests:''' Windurst [s].

The former minister of the Optistery during The Crystal War, who is considered "The Hero of Windurst." After spending most of the war in his hidden sixth ministry, Karaha-Baruha sacrificed himself to save Windurst against the Yagudo Theomilitary during the final battle of Windurst.
----

* TheAce: He is on the same level as Shantotto in terms of power and accomplishments.
* BackForTheDead:[[spoiler: He comes back from the dead through his Joker Cardian. He dies shortly after, restoring Fenrir's power to Full Moon Fountain]].
* BrokeYourArmPunchingOutCthulhu: [[spoiler:After summoning Fenrir and trying to bend him to his will, Fenrir reverses this and ends up absorbing Karaha-Baruha]].
* GodzillaThreshold: [[spoiler:Summoning Fenrir]] did massive damage to Full Moon Mountain and robbed the Star Sibyl of her ability to see into the future. It was also the only way to save Windurst.
* HeroicSacrifice: [[spoiler: Done 3 times. During the ''Wings of the Goddess'' story line, both his past self and his future self sacrifice themselves to summon Fenrir. Then in the current day story, he comes back through The Joker Cardian in order to restore Fenrir's power, which kills him once again]].
* TheHermit: He cuts himself off from the outside world in order to research how to summon Fenrir.
* HistoricalBadassUpgrade: In universe [[spoiler: the people of Windurst believe that he tamed Fenrir. In fact he lost control of Fenrir, who absorbed him instead]].
** [[spoiler:Additionally, he didn't summon Fenrir by himself. Robel-Akbel helped him summon Fenrir, and died along side Karaha-Baruha, yet his contribution to the process is never mentioned]].
* MercyKill: [[spoiler: You have to do this to him after he is absorbed by Fenrir]].
* PintSizedPowerHouse: He is one of the strongest mages in Windurst.
* ScrewDestiny: His ultimate goal.
* StarCrossedLovers: With the Star Sibyl.

'''Appears in Quests:''' Windurst [s].

Father to Apururu and Ajido-Marujido and the Minister of the Manustery during The Crystal War. His prize invention, the cardian (living dolls) helped massively revitalize Windursts military and proved vital to the war effort. He disappeared during the end of war.
----
* BloodKnight: While he does little fighting himself, he still gets a thrill commanding his cardians on the battlefield. He is one of the only people looking forward to the final battle of Windurst.
* ForScience: [[spoiler: His excuse for remaining locked up is it allows him to observe how the cardians act when Tarutaru aren't around.]]
* InsufferableGenius: As much of an egomaniac he is, his inventions have had a massive influence on Windurst
* LargeHam: When he gets excited.
* MadScientist: He has shades of this.
* {{Narcissist}}: He credits himself with Windurst's victory over the Yagudo Theomilitary and not Karaha-Baruha, has no idea why his children hate him and can't say two sentences with out complimenting himself.
* ParentalNeglect: It's implied that he was neglectful towards his children. At the very least Apururu has some major unresolved issues with him that he is completely unaware about. Ajido-Marujido's insistence of joining the war despite being a child could be seen as an effort to connect with his father.
** [[spoiler:ParentalAbandonment:]] When you finally meet him in the main game he tells you [[spoiler: that he doesn't mind being locked up by cardians. The fact that it meant that he has missed out on his children growing up doesn't really factor into his thoughts at all.]]
* TurnedAgainstTheirMasters: [[spoiler:He was kidnapped and thrown in jail by his own cardians during the end of The Crystal War.]]
* UnwantedRescue: [[spoiler: When you go to rescue him in the Windurst story, he flat out refuses to go with you.]]

->'''Appears in Missions:''' The Voracious Resurgence\
'''Appears in Quests:''' Summoner.

A former minister of the Manustery. Barely out of his studies at the Aurastery at the time, he was quickly put into the position by Koru-Moru after Zonpa-Zippa suddenly disappeared. He himself disappeared soon after, and only reappears during the summoner storyline and becoming a major character in ''The Voracious Resurgence.''
----
* AllThereInTheManual: For decades, the identity of the character who he was trying to ressurect was only revealed in art books and guides. It wasn't until ''The Voracious Resurgence'' - nearly two decades after the Summoner quest was added that we learn it was Garazu-Horeizu.
* AmnesiaDanger: While a powerful mage in combat, what makes him particularly dangerous is his ability to erase peoples memories, meaning that a lot of people able to stop him have completely forgotten who he is and what his motives are.
* AscendedExtra: After only appearing in a few sidequests in ''Rise of the Zilart,'' he later becomes one of the major players in ''The Voracious Resurgence.''
* BigBad: Of the summoner storyline.
* TheDragon: While in the summoner storyline he is largely acting on his own volition, in ''The Voracious Resurgence'' he his able to communicate with Garazu-Horeizu and starts following his instructions.
* EnemyMine: He teams up with the player during the events of ''The Voracious Resurgence,'' in order to deal with to investigate the world destroyer eggs and take down the beastmen affected by them.
* EnergyAbsorption: His strategy for bringing Garazu-Horeizu.
* EvilPuppeteer: He uses a magic doll.
* TheHeavy: In ''The Voracious Resurgences'' he manages to communicate with Garazu-Horeizu, and serves his will in Vana'diel while Garazu-Horeizu is trapped in Valhalla.
* KarmaHoudini: [[spoiler: He flees before he is able to be captured.]]
* LaserGuidedAmnesia: His specialty. He erases the memories of Rhinostery researches in attempts to steal energy from the avatars collected by adventurers. [[spoiler:He also erased memories of himself across Windurst, with only a select few able to avoid its effects due to Koru-Moru's actions]]
* MasterOfIllusion: [[spoiler:He tricked Ildy-Goldy into thinking that he was in the magic draining prison with him]]
* OutGambitted: At the end of the summoner side quest, [[spoiler:he is completely blind sighted by Ildy-Goldy, who reveals he was only pretending to be possessed to catch him off guard]].
* SpeechImpediment: While other Taru-taru all have some form of verbal tic, Uran-Mafran has a stutter. It doesn't effect his speech to the extent it hurts his ability to communicate.

The former Minister and current principal of the Ministry of Aurastery. He retired from the ministry sometime after The Crystal War, but was forced to comeback to the ministry after his successor disappeared.
----
* BrilliantButLazy: He doesn't show much interest in the Aurastery since he assumed the role of principal, and uses his magical dolls to most of his menial tasks.
* GirlfriendInCanada: He is in a long distance relationship with a girlfriend that no ones seen. [[spoiler:It turns out that he's being conned by his successor Sedal-Godjal, who is trying to get back the money Koru-Moru stole from the ministry.]]
* CorruptPolitician: [[spoiler: He has been siphoning money off from the Aurastery for years.]]

!The Windurst Military
Due to Windurts isolationist behavior after the end of The Age of Magic, their military had fallen into decay until the start of The Crystal War. They eventually found two sources to help add the wizards that had previously made up the majority of the military - Cardians invented by Zonpa-Zippa and Mithra mercenaries imported by the Mithran homeland.

The acting Warlock Warlord for Windurst during The Crystal War. A tarutaru of immense power, his strategies are all the stand between Windurst and complete annihilation.
----
* ArchEnemy: Since he is in charge of Windurts military, Tzee Xicu is naturally his biggest enemy. [[spoiler:Then you find out that he comes from a timeline where Tzee had already managed to kill every one he ever loved and hold dear to him.]]

* DeadPersonImpersonation: [[spoiler: He is actually a future version of Karaha-Baruha, who goes back in time and impersonates Robel-Akbel, who had recently died during the war.]]
* TheDeterminator: He will protect Windurst, no matter what.
* DramaticUnmask: He does this in front of Karaha-Baruha during the end of the story. Although we don't see the direct results ourselves, we do see Karaha-Baruha's reaction to the revelation that [[spoiler: Robel-Akbel is a future version of himself.]]
* GoodIsNotSoft: He has no problems executing those who disobey his orders.
