The Magic Council is a major ruling body in the world of magic. Situated in Era, the Council consists of eight to ten of the most powerful wizards led by a Chairman and is what keeps all the wizard guilds in Fiore in check. For this reason, many of its members hold Fairy Tail in low regard for the property damage that they cause.
----

* BackForTheDead: After a long period where only Doranbalt and Lahar were shown, the rest of the council makes their appearance and is killed off in its entirety in the course of half a chapter.
* BarrierMaiden: The pulse bomb Face is connected to three random members of the Council via Body Link Magic, and can only be activated when all of the seals are broken. Since Tartaros doesn't know which members are which, they just decide to kill all of the councilors.
* BoardToDeath: Jackal's bombing on the Council occurs right when the Council is on the verge of taking action against Tartaros on a meeting.
* DroppedABridgeOnHim: The second roster is killed off in one fell swoop by Jackal at the beginning of the Tartaros arc.
* KillSat: Etherion, which is even called the Satellite Square.
* KilledOffForReal: In a series where DeathIsCheap, the deaths of virtually all the councilors in the Tartaros arc stand out in particular, especially since quite a few of them have been around since the beginning of the series.
* NeverMyFault: They never acknowledge responsibility for the major problems Fairy Tail faces if those problems threaten the authority they pose over the magic world.
* NotSoOmniscientCouncilOfBickering: There's the occasional ReasonableAuthorityFigure sitting on the Council, but for the most part they spend the series complaining about how much trouble Fairy Tail causes.
* OutGambitted: Their plan to stop Zeref in the Tower of Heaven arc is to fire Etherion at the tower believed to have the power to resurrect them, done at the request of Siegrain... except Siegrain is actually Jellal, and the tremendous energy of Etherion is what's needed to activate the tower in the first place.
* PoliceAreUseless: To call the Rune Knights horrendously incompetent would be an understatement. They're never seen arresting anyone they've beaten themselves, and several of the people they do arrest are often repentant or not truly evil in the first place. The moment they decide to act against Tartaros, they are massacred by one single guy who blows them all up.
* ThereIsNoKillLikeOverkill: One of the Council's ultimate weapons is Etherion, a KillSat WaveMotionGun with enough power to wipe an entire country off the face of the earth. Another is Face, an AntiMagic pulse bomb that can neutralize all magic across the continent. Naturally, there are villains who try to get their hands on these weapons.
* TookALevelInJerkass: The Second Council compared to the First incarnation. The original Council didn't like Fairy Tail, but they weren't actively plotting to disband them.
* UngratefulBastard: Even if their hatred of Fairy Tail is justified for causing more harm than any of the monsters or villains they're supposed to stop, there are cases where the guild manages to save the kingdom from total disaster, and yet the Council refuses to overlook whatever wrongs the heroes may have committed in the process.
* UnwittingPawn: Siegrain (i.e., Jellal) persuades the Council into firing Etherion on the Tower of Heaven to keep it from resurrecting Zeref. Not only does this give the tower's R-System enough magic energy to carry out its purpose, but it also discredits the Council and forces it to be reformed with new members.

!!First Council (X784)

These are the Council members seated by X784. They retain this position up until the Tower of Heaven incident, when they are forced to step down in disgrace after Jellal manipulates them into furthering his plans.

!!Crawford Theme
!!!Voiced by: Masafumi Kimura (Japanese); Bradley Campbell [2009 series], Bill Brooks [2014 series onwards] (English)

The chairman of the first Magic Council. After getting forced out of office over the Tower of Heaven incident, he throws in his lot with Tartaros as their secret informant in a bid to regain his power.
----
* AccentAdaptation: He has a light southern drawl in the English dub, giving him a touch of corrupt hick to his personality.
* BaldOfEvil: Barely even has a hair on his head.
* BitchInSheepsClothing: First appears to be a kindly, reasonable old man who offers Erza and Mirajane some tea during their visit. Then that tea turns out to be drugged, and it all goes downhill from there.
* CharacterTics: Has a tendency to make quotations with his fingers.
* ChekhovsGunman: He appeared only rarely early on, with both his name and appearance unknown, and was noted to be absent during the Tower of Heaven arc. He later on reappears again after his retirement, this time in a much more important role.
* DidntThinkThisThrough: He transferred the key to Face from Jellal to himself, and then asks who Tartaros would like him to transfer it to again, since killing that person would unseal Face. He apparently didn't consider the possibility that they would think his life would suffice.
* EvilOldFolks: He's presumably up there in years, both in age and term as chairman; long enough for him to get a bit too uncomfortable with giving up his position.
* FaceFramedInShadow: He's shown as such during his early appearances in the series.
* ImpaledWithExtremePrejudice: Kyôka pierces right through his chest from behind when she realizes he's become the final seal to Face.
* KarmicDeath: He stabbed both the Magic Council and Fairy Tail in the back, so it's only fitting that he winds up being backstabbed in the literal sense.
* LaughablyEvil: He's still a pretty goofy guy, as despicable a sellout as he proves himself to be.
* Magitek: His Super Archive gives him the power to pinpoint anyone anywhere in the entire continent.
* TheMole: He's the one who told Tartaros everything to know about the Face bomb and how to activate it.
* NewPowersAsThePlotDemands: He discovers that his Super Archive has the power to transfer the seal required to activate Face from Jellal to himself. This effectively protects Jellal from being killed by Tartaros. Crawford, not so much.
* NiceJobFixingItVillain: Doubled-edged in this case. While transferring the last key to Face from Jellal meant Tartaros had the last piece needed to activate Face, it also removes the need for Tartaros to come for Jellal himself.
* OnlyInItForTheMoney: He sold out his own country for wealth and power, evidently not realizing that if Tartaros wipes out mankind, he won't be around to enjoy it.
* RewardedAsATraitorDeserves: He gets stabbed InTheBack once Kyôka deems him to be of no more use to them.
* RobeAndWizardHat: His early silhouetted appearances depict him as a traditional-looking wizard.
* SmugSnake: He's far too confident in his standing as a human alongside demons who aim to wipe out the human race.
* TeethFlying: Natsu knocks his dentures out during his DynamicEntry into Tartaros' base.
* TooDumbToLive: He proudly announces to a room full of genocidal, human-hating demons that he's now the holder of the last key to the magic destroying bomb they're after, assuming he can just transfer the key to someone else. Surely they're trustworthy enough not to kill him, he thinks.
* VillainousGoldTooth: Once he reveals his true colors as a BitchInSheepsClothing and secret informant to Tartaros, he starts sporting gold-toothed dentures that he loves to show off.
* WalkingSpoiler: It's nearly impossible to talk about this guy without revealing that he teams up with Tartaros.

Jellal's "twin brother", who is actually a magical duplicate of himself he created to further his sinister plans. He houses half of Jellal's magic power in him, but is strong enough to be counted among the Ten Wizard Saints.

->For info on Jellal himself, see his entry on the Crime Sorcière page.
----
* AdaptationExpansion: TheReveal that he and his "twin" Jellal are one and the same is far more effective in the anime, where the relationship is established much sooner and discussed more frequently than the mere few pages the manga gives beforehand within the same chapter.
* ChickMagnet: He is listed in Weekly Sorcerer among the wizards most desirable for a boyfriend in various supplemental materials and the anime.
* FakeTwinGambit: He tricks the Council into thinking he is Jellal's GoodTwin, fighting to stop him from completing the Tower of Heaven; even Erza falls for the ruse, despite her suspicions that he's pure evil if he's in cahoots with Jellal. He's really just a copy of Jellal and is every bit as evil as he is.
* LightIsNotGood: Erza is certainly not convinced that he's up to any good, despite his appearance and magic. It turns out she's right.
* TheMole: He serves as Jellal's on the Council, mostly because he is Jellal.
* OnlyOneName: Everyone only calls him "Siegrain", and he doesn't appear to possess his "brother's" surname.
* ReusedCharacterDesign: He bears a deliberate resemblance to Sieg Hart from Mashima's earlier work, Manga/RaveMaster.
* TeenGenius: He's approximately Erza's age, making him one of the youngest members of the Council and the known Ten Wizard Saints, and is seen as a prodigy for it.
* TwoAliasesOneCharacter: He is Jellal for all intents and purposes, but he tricks everyone who knows both names into thinking he's really Jellal's GoodTwin.
* WellIntentionedExtremist: He proposes the vote that the Council fire on the Tower of Heaven with Etherion when he reveals the risk it poses at reviving Zeref. Of course, it's AllAccordingToPlan, since Jellal needs Siegrain to convince the council to fire on the Tower of Heaven to gather the necessary magic energy.

One of Fairy Tail's few sympathizers on the Council, and Makarov's old friend. After retiring from the Council, he opens up a restaurant called 8 Island.
----
* AccidentalMisnaming: He has a habit of mispronouncing certain names, calling Jellal "Zellal".
* AffectionateNickname: Makarov calls him "Yan-bo" ("Yaj" in the English dub) just as Yajima calls him "Ma-bo" ("Macky" in the dub), identifying them as old friends.
* BigOlEyebrows: His eyebrows practically cover his eyes.
* CombatCommentator: He serves as a guest commentator on every day of the Grand Magic Games.
* EyesAlwaysClosed: Like many characters who demonstrate this trope, he hardly opens his eyes except when he's angry.
* MeaningfulName: "Yaji" derives from the Japanese word "oyaji", which means "grandpa" or "old man".
* MiniatureSeniorCitizens: He's just as tall as Makarov, barely standing above the waists of the series' teenage protagonists.
* OnlySaneMan: He's the only councilor who votes against firing Etherion on the Tower of Heaven right down to the very end, which proves to be the right decision.
* PaperPeople: He can make his entire body paper-thin, which is useful for eavesdropping and wrapping himself around others' bodies.
* ReasonableAuthorityFigure: He's the most lenient on Fairy Tail during his time in the Council, and he gives some sound advice to the guild's younger members every now and then.
* RetCanon: He and Makarov are simply friends in the original manga, but in the anime, he's a former Fairy Tail member who was on Makarov's old team along with Bob, Goldmine, Porlyusica, and Rob. This AdaptationOriginConnection is made into official manga canon in a flashback in 100 Years Quest.
* RetiredBadass: He opens up a restaurant called 8 Island once the old Council is disbanded.
* SpellMyNameWithAnS: His name card in the manga spells his name out as "Yazima".
* SupremeChef: He finds a new passion in cooking after stepping down from the Council, finding he prefers being a chef over a politician.
* WhatKindOfLamePowerIsHeartAnyway: His ability to flatten himself has some practical uses, but it doesn't exactly make him stand out in a WorldOfBadass.
* WhenEldersAttack: He may not be much of a fighter and is hopelessly outmatched, but when Tempester trashes his restaurant, he doesn't just sit back and take it lightly, not that it does much good against a OneManArmy.

A member of the Council who serves on both the first and second rosters. He, like the rest of the Council, can't stand Fairy Tail's destructive antics, but warms up to them over time.
----
* AnimalMotifs: Has a bat on top of his head.
* TheComplainerIsAlwaysWrong: He starts out just as opposed to Fairy Tail as the rest of the Council, but when he starts actually sympathizing with the guild, his fellow councilmen suddenly don't like to hear what he has to say.
* DirtyBusiness: Though he ultimately supports firing Etherion on the Tower of Heaven to prevent Zeref's potential return, the idea of killing countless others in the process weighs heavily on him, regardless of their evil intent.
* EyesAlwaysClosed: Downplayed; his right eye is always closed.
* GrumpyOldMan: His advanced age and poor disposition with Fairy Tail cement him as this.
* HumblePie: Early in the series, he is poised to become the new Council chairman and swing the hammer down on Fairy Tail's head once and for all. This all comes crashing down after Jellal disgraces him along with the rest of the Council for their unwitting complicity in activating the Tower of Heaven. After that, he finds he's in no position to criticize Fairy Tail for threatening the magic world when he helped nearly do the same, and in fact becomes their sole voice of support on the new Council.
* InkSuitActor: Inverted with his English dub actor, who looks exactly like him.
* OnlySaneMan: Winds up becoming this for the Council after the Tower of Heaven arc, realizing Fairy Tail's actions have wound up saving the world more than the rest of the Council would like to give them credit for.
* PointyEars: They go with his bat motif.
* ReasonableAuthorityFigure: Even when he hated Fairy Tail he was still quite level-headed, and he was the councilor who expressed the most reluctance and regret at using the Etherion on the Tower of Heaven due to the potential loss of lives, innocent or guilty.
* SacrificialLion: He comes to be one of the few sympathetic Council members in the series, and so it comes as a major shock when Jackal personally dashes any hope of him surviving the Council bombing.
* WizardBeard: Not as impressive as the likes of Grand Doma, Hades, and August, but it's still quite thick.
* YourHeadAsplode: Jackal kills him off-screen by grabbing his head and working his bomb curse on it.

!!Michello
!!!Voiced by: Masaki Kawanabe (Japanese), Creator/SonnyStrait (English)

A member of the original Council who also thinks little of Fairy Tail. After stepping down from the Council, he lives with his granddaughter Michellia under witness protection.
----
* AdaptationalHeroism: After he's shown to be nothing but a cowardly, selfish, entitled jerk who only caves to doing the right thing after getting his ego trashed, the anime gives him one extra redeeming quality by showing him lending his magic to Lucy's Fairy Sphere during the FinalBattle.
* BackForTheFinale: In the anime's penultimate episode, he's seen with Michellia among the many wizards across Ishgal lending their magic to Lucy's Fairy Sphere against Acnologia.
* BreakTheHaughty: Although he's ultimately spared the fate of his fellow councilors at the hands of Tartaros, the ordeal leaves him in a serious state of mental shock, a far cry from the high and mighty politician he once was.
* DirtyCoward: When targeted by Jackal, he knowingly withholds information about Tartaros' goals that could be useful to Fairy Tail, opting instead to run and beg for someone to save him.
* EntitledBastard: While he's on the run from Jackal, he believes that the citizens should sacrifice themselves for him because of his service on the Council over the years.
* GrumpyOldMan: He has no love or tolerance for Fairy Tail, makes rumblings in the Council to get the guild disbanded once and for all, and does nothing but complain about having to be surrounded by them as bodyguards, except when they save his skin.
* HateSink: Even though Fairy Tail is assigned to guard him in the Tartaros arc, the depths he sinks to just to save his own hide doesn't earn him any spot in their good books. Eventually, Natsu gets so fed up with him that he punches him out cold.
* ItsAllAboutMe: Despite claiming to have the magic world's best interests at heart, he clearly values his own life over others. No better is this demonstrated than during the Tartaros arc: when Lucy is given a SadisticChoice between killing him and a pregnant woman, Michello frantically hollers that letting him live should be the obvious choice. Although he justifies this by positing that killing him could trigger Face and put the country at risk, this ultimately turns out to be false.
* Jerkass: He is rude, self-centered, and disregards others as either mindless sheep who should be grateful for his protection, or a threat to public safety that needs to be dealt with.
* LackOfEmpathy: Unlike several of the other Council members who decide to fire on the Tower of Heaven despite the potentially catastrophic loss of life, Michello justifies that sacrificing them is necessary and unavoidable.
* LittleBitBeastly: He has cat ears and a tail, but he's otherwise supposedly human.
* TheUglyGuysHotDaughter: His granddaughter Michellia is quite the looker, inheriting none of his physical traits, and is all but said to have...done things with Loke.

There are two Council members with the name Leiji, one sitting on the first and second rosters, respectively. Any other connection between them is unknown.
----
* AllThereInTheScript: Leiji #2 isn't addressed by name in the manga, and is instead identified via the anime credits.
* CoolShades: The round sunglasses are about the characters' most defining characteristics besides their unusual facial hair.
* DroppedABridgeOnHim: Leiji #2 gets unceremoniously blasted by Jackal with the rest of the building.
* InTheHood: Leiji #1 always wears his jacket with the hood up.
* SameCharacterButDifferent: There is a similar-looking character on the second Council who sports an entirely different beard, but shares his name in the anime's credits, which implies they're one and the same.

One of the original Council's members. She looked after Gajeel after Metalicana's disappearance.
----
* BusCrash: She was killed in her sleep by one of the members of Tartaros in their search for the seals to Face.
* CoolOldLady: Her contention with Fairy Tail aside, she is a very caring person, especially towards Gajeel, her foster son.
* JerkWithAHeartOfGold: She's annoyed by Fairy Tail's antics, but is more tolerant and level-headed about it. And then there's her maternal relationship with Gajeel, whom she worried over when he fell in with Phantom Lord.
* ParentalSubstitute: She's the one who looked after Gajeel after he was abandoned by Metalicana.
* PeacefulInDeath: Gajeel and Levy find she was killed peacefully in her sleep, unlike the other councilors who were far more brutally slaughtered.
* SacrificialLamb: Despite not getting a whole lot of development, her death has a significant impact on Gajeel.
* YouRemindMeOfX: She once told Gajeel that he reminded her of her dead son.

!!Second Council (X784-X791)

Following the Tower of Heaven incident, the Magic Council reorganizes with an entirely new roster to make up for its previous members' mistakes. This roster remains for the next seven years until the destruction of their headquarters by Tartaros in X791, which wipes out all of the councilors.

The chairman of the new Magic Council. He runs the Council with an iron fist and has absolutely zero tolerance for Fairy Tail, threatening to disband the guild for even the slightest offense.
----
* DeadHandShot: While his dead body is shown in the manga, the anime focuses instead on his lifeless hand holding his now shattered staff.
* KnightTemplar: He lumps Fairy Tail with other, greater threats to their world such as Grimoire Heart and Zeref that need to be contained, if not outright disposed of, to make up for the previous Council's mistakes.
* MinorMajorCharacter: His position puts him in charge of all wizard guilds in Fiore and threatens Fairy Tail's disbandment, but doesn't really do anything more than that. He also gets killed with the rest of the Council before he even has a chance to change that.
* PetTheDog: He's the only one on the Magic Council who doesn't laugh off Org's seemingly ridiculous (and correct) claims that Tartaros is offing their own guilds, and takes it as a sign that they must act immediately. This one kind act is also the last thing he ever does.
* ReasonableAuthorityFigure: In spite of his threats to dissolve Fairy Tail, Doma was willing to listen to Org's explanation about Tartaros eliminating their own guilds. Unfortunately, he was too late to take action against Tartaros.
* RobeAndWizardHat: His attire brings him closer to resembling a traditional wizard than any other character.
* SpellMyNameWithAnS: Kodansha's initial spelling of his name is "Gran Doma", which is also how Funimation spells it.
* ThereIsNoKillLikeOverkill: He's willing to blow up Sirius Island using Etherion with Fairy Tail, Grimoire Heart, and Zeref still on it in order to rid the world of its problems. Thankfully, it never comes to that. Acnologia does it instead.
* WizardBeard: It adds to his overall wizard-like appearance.

* AllThereInTheScript: Apart from Grand Doma, Org and Leiji (who may or may not be the same guy), the others' names are only mentioned in the anime credits: Babaraki (the broad-shouldered man), Loewen (who wears a bandana), Mazuu (who has extremely tall hair), Noura (the sole woman), Saban (the hooded man), and Sid (who wears an eyepatch).
* AnimeHair: Half of them have gravity-defying hair, but one has hair twice as tall as his own head.
* EyepatchOfPower: One of the members wears an eyepatch, giving him an intimidating appearance.
* SinisterSchnoz: While they're not necessarily evil per se, the good majority of them have hooked noses, and they certainly mean business when it comes to cracking down on Fairy Tail.
* TheSmurfettePrinciple: There is only a single female member on this roster.
* WeHardlyKnewYe: Other than the chairman and Org, they don't get nearly as much development as any of the other Council members. They aren't even identified by name in the manga.

Head of the Fourth Custody Enforcement Unit of the second Magic Council. Whenever major threats to the peace emerge, this bespectacled man is usually there to arrest them.
----
* BrutalHonesty: Is fairly blunt with Jellal about his potential punishment, noting it's entirely likely he'd be executed.
* CombatCommentator: On the third day of the Grand Magic Games.
* DeadHatShot: Shortly before Doranbolt discovers Lahar's lifeless body after the Magic Council headquarters explodes, the anime focuses on his shattered glasses to drive in the notion that he's been cruelly and abruptly killed.
* DiabolusExMachina: Just when it seems the reformed Jellal is free to live his own life at the end of the Nirvana arc, Lahar and his men show up to put him away.
* DroppedABridgeOnHim: His death comes right out of nowhere while he's standing guard outside the meeting room that gets blown to smithereens.
* EveryoneHasStandards: While he's willing to follow the council's order if they want to fire Etherion to wipe out Grimoire Heart, he's not particularly happy about Fairy Tail getting blasted as well.
* GeometricMagic: He uses a souped up version of Fried's Jutsu-Shiki to corral wizards for arrest or questioning.
* InspectorJavert: Despite Jellal and Hoteye pulling a HeelFaceTurn, Lahar refuses to overlook their past crimes and arrests them, and nearly does the same to Fairy Tail when they protest violently. However, he takes his job very seriously, and allots Jellal time to say goodbye to his friends.
* MyMasterRightOrWrong: He states that he will carry out Grand Doma's orders without question, even when firing Etherion on Sirius Island with Fairy Tail still on it is a possibility if it means eradicating the powerful enemies on the island.
* NotSoStoic: One of the few times he shudders with fear is when he learns that Acnologia is approaching during the Sirius Island arc.
** He's increasingly weirded out by Lola Chapati's fanboy antics during the Wendy vs Chelia match, questioning the guy's sanity at one point.
* PerpetualFrowner: The guy hardly ever cracks a smile, at least when on the job.
* PetTheDog: Lets Jellal go during the games, despite not buying the Mystogan story, out of respect for Yajima.
* ReasonableAuthorityFigure: After Erza gets everyone else to stand down after they try to stop Jellal's arrest, he opts to simply leave rather than take anyone else into custody.
** Releases Cobra/Erik to deal with the Dragon attack, despite his doubts about the idea.
* SacrificialLion: By the time of his death at the start of the Tartaros arc, he's just developed and likeable enough for his death to add extra weight to Tartaros's atrocities.
* SkewedPriorities: A army of Dragons is on the way...and he focuses on how Eclipse breaks at least thirty council laws.
* SpellMyNameWithAnS: His name is sometimes spelled as Laharl in the Funimation dub.
* StoicSpectacles: His glasses, coupled with his humorless expression, are enough to tell you of his strict demeanor.
* SympatheticInspectorAntagonist: He appears hard-assed in his contempt for rule-breakers and criminals, particularly Fairy Tail and Jellal, but his genuine friendship with Doranbalt gradually makes him out to be this.

!!Third Council (X792)

One year after the Council was crippled during the Tartaros incident, another one was formed by the Ten Wizard Saints. Unlike the past Council, they have no quarrel with Fairy Tail and are far more concerned with staving off Alvarez's invasion.

* TheArchmage: They officially stand as the most powerful wizards on Ishgal. While the Ten Wizard Saints' membership is politically motivated, the fact that the previous Councils recognized them as being the most powerful legitimate wizards on the continent speaks volumes.
* AsskickingLeadsToLeadership: This Council is composed by the Ten Wizard Saints, who use their unfathomable magic talent not only to kick ass, but to set an example for the rest of the magical community as well.
* TheBusCameBack: After being defeated by God Serena and remained absent for the majority of the Alvarez Empire arc, they return and respond to Lucy's GondorCallsForAid across Ishgal and provided their magic power to her Fairy Sphere trapping Acnologia.
* EliteFour: The Four Emperors of Ishgal--Hyberion, Wolfheim, Warrod, and Jura (who was promoted after God Serena's defection to the Alvarez Empire)--are considered by Fairy Tail to be the strongest team on the entire continent. Unfortunately for them, they're hit with TheWorfEffect against God Serena, who is subsequently worfed by Acnologia, just to demonstrate how out of their depth the rest of the continent really is.
* HeroicSecondWind: After God Serena wrecks their collective asses off-screen, they manage to pull themselves together and launch one last assault to take him down with them. It doesn't work, unfortunately.
* ReasonableAuthorityFigure: Compared to the first two rosters, this Council has zero contention with Fairy Tail whatsoever. If they do, it's overshadowed by the Alvarez invasion.
* TheWorfEffect: They're all totaled by God Serena to demonstrate how powerful he is (moments before God Serena himself gets totaled by Acnologia).
* YouShallNotPass: They attempt to stall God Serena, August, and Jacob's advance towards Fairy Tail in the Alvarez Empire arc. Too bad for them, God Serena alone hopelessly outclasses them.

The second most powerful of the Ten Wizard Saints behind God Serena, ranking him among the Four Emperors of Ishgal. He is selected as the new Council chairman after the previous Council is crippled by Tartaros. He uses Vampire Magic.
----
* AsskickingLeadsToLeadership: He stands out for becoming Council chairman due to being the strongest Wizard Saint following the defection of the superior God Serena. During the Emperors' HeroicSecondWind against God Serena, it is Hyberion's Vampire Magic that noticeably gives the traitor pause and manages to restrain him the longest before he activates his Dragon Slayer Magic.
* BadassCape: It adds to his imposing vampire look, complete with a HighCollarOfDoom.
* BadassInANiceSuit: On top of being the Council's strongest member, he has a classy look to boot.
* CulturedBadass: He has the look of a man of great wealth and power with his nice suit and classy wine glass. He is also one of the four mightiest wizards on his home continent.
* DarkIsNotEvil: He is an imposing and dark-cloaked figure, but he fights for the good of his country and is undoubtedly the most benevolent of the Council chairmen.
* EeriePaleSkinnedBrunette: He has inky blue hair and ghostly grayish skin, complimenting his appearance as a vampire.
* FacialMarkings: He sports a cross-shaped tattoo on his upper left forehead.
* LastNameBasis: Unlike most of the series' characters, he is primarily known and addressed by his surname.
* MeaningfulName: His surname is derivative of "Hyperion", one of the Greek Titans and father of Helios, the Sun God. His given name is also very similar to Dracula, one of the most iconic vampires of all time.
* OurVampiresAreDifferent: He has the look and powers of a vampire, but it's ambiguous whether he actually is a vampire (feeding into the rumor that none of the Four Emperors are human), or it's all just part of his magic.
* TheParalyzer: His magic can completely paralyze his opponents in a way that makes them look like their blood is being drained. It's effective enough to affect God Serena, however temporarily. According to August in the anime, the fact Hyberion can do this to someone as strong as God Serena without directly touching him is proof of his mastery.
* PointyEars: He wouldn't be a vampire wizard without pointed, bat-like ears.
* RedEyesTakeWarning: His eyes are blood-red in the anime, reflecting his dangerous power.
* TheStoic: He maintains a calm, serious air when speaking, and even upon confronting the traitorous God Serena he asks why the former Wizard Saint betrayed his own country with an even tone and only his DeathGlare indicating his true feelings.
* WineIsClassy: As high-ranking Wizard Saint and head Councilor, he's usually seen holding a glass of some sort, even marching into battle with it. Upon closer inspection of the bottle, it's actually milk.

The third strongest Wizard Saint and one of the Four Emperors of Ishgal. He is an irritable old man who uses Ultimate Destruction Incarnate that turns him into a hulking monster when provoked.
----
* ClippedWingAngel: Normally he'd show off his chops as one of Ishgal's best wizards in his gargantuan beast form. While it helps him withstand God Serena's onslaught longer than most, he's still no match for when God Serena gets serious.
* EmeraldPower: The anime gives his ultimate beast form a green coloration.
* GrumpyOldMan: He's very grouchy and tetchy, which becomes especially justified when Ishgal is on the verge of invasion at the hands of Alvarez.
* HulkingOut: He changes form from man to beast when he gets especially tetchy.
* MagicPants: When he switches between his human and beast forms, his clothes are none the worse for wear.
* MeaningfulName: He's named "Wolfheim" because he can transform into a massive wolf-like beast on the fly.
* MiniatureSeniorCitizens: He's about as small as Makarov and can grow just like him with his magic. Of course, his transformations are a bit more monstrous.
* OurWerebeastsAreDifferent: He takes on a form similar to Elfman's Beast Soul Takeover, but is of a much higher tier, fittingly called as Ultimate Destruction Incarnate.
* PowerMakesYourVoiceDeep: He has a very deep menacing voice when in his massive beast form.
* ThisCannotBe: He is shocked at how vast God Serena's strength was after effortlessly defeating him and his fellow Wizard Saints.
* VerbalTic: He has a habit of saying "Oi!" constantly.

!!Ten Wizard Saints

The Ten Wizard Saints are a group of ten extremely powerful and skilled wizards of Ishgal who are officially recognized by the Magic Council.

* AlwaysSomeoneBetter: They are on the receiving end of this by their former comrade, God Serena who defected to Alvarez and joined the Spriggan 12, who are as strong as him. Even Warrod Sequen, one of the Four Emperors of Ishgal, admitted to Natsu and his friends that there are stronger wizards than him outside Ishgal, stating that just because he's one of the top 4 strongest in the continent, it does not mean he's the most powerful in the world.
* ArtifactName: Downplayed. Despite the expulsion of Jose Porla and Jellal and later, the defection of God Serena to Alvarez Empire, they are still called as the Ten Wizard Saints even though the four other unnamed members (two of them as replacements for Jose and Jellal) are TheGhost.
* DubNameChange: A variation in that as Ooba Babasaama called the top 4 Wizard Saints the "Ishgal Four" in the Funimation dub.
* EliteFour: Ooba Babasaama stated that the top 4 Wizard Saints are regarded to be so powerful they shouldn't even be considered human, being famously known as the "Four Emperors of Ishgal" compared to Jura who holds the 5th rank being called the "Strongest Human Wizard".
* TheForceIsStrongWithThisOne: The Ten Wizard Saints have magic power so great it intimidated the likes of average mages upon encountering any of them. Even more so when three of the top 4 Wizard Saints are in the same room that freaked out Levy and Jura, the 5th ranked Wizard Saint who is regarded as the "Strongest Human Wizard". If two members, current or former, were to clash in a fight, it could cause a "cataclysm" as demonstrated in a fight between Makarov and Jose, and later Jellal and Jura.
* TheGhost: Four other unnamed members of the Ten Wizard Saints have yet to appear, as their existence hasn't been plot-relevant.
* NotSoOmniscientCouncilOfBickering: Despite being known as the Ten Wizard Saints, the members don't really work together as a group and mind their own business as Hyberion remarking to Wolfheim that they were once wandering wizards. However, they do have meetings which Jura mentioned this to Makarov that he should attend but this was never shown. Averted after Tartaros arc where the Ten Wizard Saints reform the Magic Council as its new leaders except God Serena who defected to the Alvarez Empire and Makarov who returned to the reformed Fairy Tail.
* NormalFishInATinyPond: The Ten Wizard Saints are powerful in their own right in Ishgal but compared to the Spriggan 12 from Alakitasia and Gold Owl from Guiltina who are far stronger, they are this.
* OneManArmy: Each Wizard Saint is capable of taking down scores of average wizards with ease and defeat more powerful opponents with little effort.
* WorldsBestWarrior: They are this to Ishgal where they are well-renowned throughout the continent for their great strength and magical power recognized by the Magic Council.
