The main antagonist. Once a disgraced military official following Holland's defection, he ultimately seizes control over the United Federation Forces so he can lead a crusade to destroy the Coralians [[TheUnfettered at all costs]].

''Hi-Evolution'' reveals Dewey was not always a bad person at heart, but after witnessing the planet nearly wiped out, he lost faith in what little was left and rejected the pathetic state of the world afterward. Feeling entitled to better, Dewey began a crazed effort to shape a better world without care for how much worse he made it on the way there.
----
* AlasPoorVillain: [[spoiler:In spite of all the atrocities he committed, he was still Holland's brother, and so Holland cries for him after his death.]]
* AloofBigBrother: [[spoiler:To Holland, as he was cold and distant towards him in their youth. Now, he has no warm feeling for his brother at all.]]
%%* AmbitionIsEvil
* AnArmAndALeg: [[spoiler:In the manga, he lost his left leg when he was younger, saving Holland.]]
* AuthorityEqualsAssKicking: He's not a pushover when it comes to physical combat, even with a brittle military dress sword.
* AxCrazy: He disguises it under a veil of superficial charm and charisma, but he's an unrepentant psychopath who gleefully murders more people than the Coralians ever did.
* BadassCape: A long flowing white one that gives off a very regal appearance.
* BigBad: The main antagonist of the series who is trying to kill the Coralians.
* BitchInSheepsClothing: To the public and Anemone, Dewey presents himself as a strict but fair leader. The reality is that he's a ruthless megalomaniac willing to destroy the world to satisfy his ego.
* BrokenPedestal: For Dominic, who very obviously respects the man up until the point he realizes what a monster Dewey is.
* CainAndAbel: [[spoiler:The Cain to Holland's Abel.]]
* TheChessmaster: In a complicated and carefully calculated plan, he undermines the public's faith in the Sage Council and overthrows them.
* ColonelBadass: He's a colonel in the army, a brilliant strategist and a very capable combatant.
* CynicismCatalyst: Dewey was a kind person until he witnessed the cataclysm of Operation Necrosis. It caused enough destruction that he became a total nihilist and refused to care about ''any'' life as long as the world he hated living in still stood, and began this delusional effort to make a better world come about by ''continuing'' to screw over what he believed was not worth saving.
* DarkMessiah: Becomes one, when the [[spoiler:Ritual of the King]] becomes laid out to us.
* DramaticIrony: Adrock was Dewey's mentor and the father figure in Dewey's life he really needed to keep him humane, as he was not some adherent to a strange quasi-mystical order but a human who thought on human terms. When Adrock was taken into the Command Cluster, Dewey lost the one person who helped him get a grip on life and not think about seeking glory, though there were some signs of cracks starting to show in his mentality regardless (he was obsessed with the idea of completing Operation Necrosis and thus have the honor of personally saving the world). [[spoiler:Dewey later tried to go after his own brother in his escalating madness, and by extension, Renton, the son of his dear mentor.]]
* DrivenToSuicide: [[spoiler:He martyred himself in an attempt to become a hero just like Adrock, believing that if he was going to be unable to a live a hero, he could die like one, and he hated the world he lived in so much that he didn't care about dying. Only... he wasn't a hero, as every step he took bastardized the idea of being a hero and instead put humanity through more and more crap. All he managed to do was go batshit crazy and kill himself in a final act of misguided and perverted justice. Even worse, he never learned Adrock as well as his daughter was still alive and he almost killed him for good in attacking the Command Cluster where he presided, but with the world of Scubs apparently being a vast network, Adrock and Diane somehow got away.]]
* EntitledBastard: Dewey is a massive example. When you fail to save the world the first time around and your father emphasized the importance of becoming a king on high, and you lose the only person in your world keeping you from falling back to those old and unpleasant ways, what do you do? [[spoiler:Force another crisis to happen and eliminate the people who know what you're really up to so that you have an excuse to set the stage so can have your proper moment of being humanity's hero and avenge the apparent death of your mentor and piss on the world that you live in that you hate all in one go.]]
* EvilCounterpart: [[spoiler:To his younger brother, Holland. Both are the respective leaders of their teams and both have the same flaws -- entitlement, pride, and often [[NeverMyFault blame others]] for their mistakes. Also, they act as an AloofBigBrother towards a younger person in their care (Dewey to Holland and Holland initially to Renton) and both may have had a romance with Talho (she's in a committed relationship with Holland and a line only implied she was previously with Dewey). However, Holland underwent a BreakTheHaughty moment that had him come to terms with his numerous flaws and work to get past them, including becoming a father figure to Renton. However, Dewey never changed and became more and more of a monster before his suicide.]]
* FamilialReveal: [[spoiler:He is Holland's older brother]].
* FauxAffablyEvil: While he can be charming and seductive in order to get what he wants, he is ultimately revealed to be a [[AxCrazy psychotic]] megalomaniac driven solely by his hatred for the Scub Coral [[spoiler: and his brother, Holland]].
* FreudianExcuse: [[spoiler:Dewey witnessed the planet laid to ruins by Operation Necrosis when it went horribly wrong. He saw the world left behind as beyond saving and unworthy of continuing, and decided he might as well take the destruction to its ultimate extreme and say "to hell with whoever's left, they don't matter, I'll keep going until we finally get rid of the Scubs and have a world to ourselves".]]
* IJustWantToBeSpecial: Getting passed over as family heir for his younger brother and his failure to fulfill his family's ritual when he was young gave Dewey a desire to assert himself as a superior person by becoming the savior of humankind [[spoiler:through destroying humankind and the Scub Coral in order to bring about the death and rebirth of the planet.]] It gets even worse with ''Hi-Evolution'', which reveals one big detail that makes it all snap into place. [[spoiler:Dewey was the one who played the final and most important part in Operation Necrosis, the original plan to quiet the Scub Coral. He would have been the one to complete it by making Silver Box properly sync to the Command Cluster, and that would finally bring it under control. He would then know the honor of being the one person who was the savior of the world by means of being the finishing touch to the plan. Instead, he bungled it at the last moment because he and Holland were riding intensely unstable Trapar waves and a sonic boom tore through his Devilfish, causing him to wipe out. Dewey didn't reach Silver Box before it activated and it struck the Earth instead of the Command Cluster. Ten years later, Dewey decided to make up for this mistake by engineering another excuse to attack the Command Cluster by gradually stealing control over the military and getting rid of anyone who could talk sense into the world, made it seem like the Command Cluster was going to become a threat to humanity all over again by provoking the Scubs into action when Adrock had already put the cluster at rest, and took advantage of their gullibility in a time when they were already upset the Scubs remained agitated and caused destruction at times.]]
* ImpoverishedPatrician: According to the lifestory he recounts to Anemone, he's allegedly descended from a noble family responsible for leading humanity's exodus from Earth. [[spoiler: After Dewey murders his father in order to become the family's new patriarch, the Novak family is deprived of its legitimacy and he and Holland are forced into poverty.]]
* InsaneTrollLogic: [[spoiler:Dewey's plan to save the world is to give up on the world that has been already pushed to the brink by the Operation Necrosis disaster and do everything in his power to make for a world with no Scubs at all, no matter how much death it causes.]]
* ItsAllAboutMe: While he claims to be acting in the interests of mankind, it is ultimately revealed that he cares about nothing but satisfying his hunger for vengeance against a world which he perceives has wronged him since his childhood.
* KnightTemplar: He sincerely believes in his cause, and he's all the more nasty because of it. [[spoiler: Subverted towards the end of the series when you find out [[OmnicidalManiac his idea of "saving" the world means destroying it.]]]]
* LackOfEmpathy: Despite being prone to melancholy bouts of self-pity over an unhappy childhood (much of it do to his own making), he has no regard for the well-being of those around him and is downright contemptuous of displays of compassion. When Dominic objects to how he repeatedly refers to Anemone as a "thing", he [[EvilLaugh laughs derisively]] at his subordinate's concern before coldly dismissing him.
* LightIsNotGood: He wears an all white uniform and is the BigBad of the series.
* ManipulativeBastard: [[spoiler:How he preys off of Anemone's abandonment issues in Episode 36 is downright creepy. "My sweet little Anemone..."]]
* MyDeathIsJustTheBeginning: [[spoiler:By declaring that his death will bring forth a new world, Dewey shoots himself in the head to set his plan of planetary genocide in motion.]]
* NeverMyFault: Blames Holland for the succession ritual failing when he caused it in the first place.
* NoCelebritiesWereHarmed: His character bears an uncanny resemblance to [[http://en.m.wikipedia.org/wiki/Adolf_Hitler Adolf Hitler]], the dictator of Nazi Germany, given how he similarly plots a campaign of mass murder and deception that causes devastation on a global scale in order to satisfy his own hatred.
* OmnicidalManiac: [[spoiler: Despite professing to be the savior of mankind, he admits towards the end of the series that his real objective is to preserve humanity's "dignity" by destroying it along with the Scub Coral. His reason for doing so is rage toward the fact the first attempt to quiet the Command Cluster failed and plunged humanity into an age of ruin he felt they couldn't recover from.]] [[spoiler:This worsens by the time of the third ''Hi-Evolution'' movie; where during his hunt to take out both Eureka and Iris, he kills thousands, if not millions of innocent bystanders in the process without any care in the world.]]
* ParentalSubstitute: For Anemone and the Ageha Squad in the anime. In the manga, it's implied he was one for Dominic.
* PetTheDog: In the manga, he thinks back to fond memories of the times he and Holland spent together as children before his death. In the anime, he is depicted as a thoroughly [[ItsAllAboutMe egocentric]] and [[LackofEmpathy cold-hearted]] individual with no humanizing moments aside from a brief flashback to his childhood where he is seen visibly grief-stricken over the death of his mother.
** Subverted with the alleged kindness he showed the Ageha Squad, as he treated them nicely so that they'd become admiring of him and dependent on him all while he raised them as {{Tykebomb}}s.
* ProstheticLimbReveal: [[spoiler:The manga reveals his left leg is a prosthetic when he dies.]]
* SealedEvilInACan: At the beginning of the series, he was imprisoned for war crimes committed against the Vodarac - and for losing the Federation's most advanced ship at the time, the Gekko. When the Coralian threat reemerged, the Sages saw fit to reinstate him with full rank and authority. They soon learn that EvilIsNotAToy.
* SelfMadeOrphan: Dewey kills his and Holland's father in an attempt to perform the "Sacrificial King" ritual.
* SetRightWhatOnceWentWrong: ''Hi-Evolution'' shows that Dewey was supposed to make Silver Box properly connect to the Command Cluster. Instead, he wrecked the Devilfish trying to reach it and the Silver Box blew apart the Earth by accident. Outraged at how this all led to humanity being reduced to a smattering of ruins, Dewey performed a villainous version of the trope when tried his own hand at taking care of the Command Cluster and decided to outright destroy it.
* TheSociopath: His self absorbed mentality towards everything and LackOfEmpathy for others as he carries out many atrocities shows him to be one.
* StartOfDarkness: It was already in motion after Holland was born, but Dewey didn't fully snap until Operation Necrosis failed. [[spoiler:Witnessing the destruction of the world firsthand and the loss of his beloved mentor Adrock because of the fiasco with Silver Box drove Dewey to a point of despair where he decided there was no point in salvaging what was left, but taking the destruction ''even further'' just to reach a point where there could be a world without Scubs and humanity could finally have a chance to start over... if they proved worthy enough of surviving the destruction yet to come. Holland realized what Dewey was planning on doing when he started committing malicious and atrocious acts to get to this outcome, which finished Dewey's transition to full villainy when he realized Holland did not share in his sentiments and grew to completely hate his younger brother, who now opposed him and tried to rise up on his own accord. Dewey now felt threatened by Holland rallying people around him and remembered how he had been robbed of a royal title due to Holland, saw this as another slap to the face, and began a crusade to be rid of his brother along with the Scubs.]]
* StrawNihilist: A ''very'' twisted example. After losing Adrock in the First Summer of Love and failing to save the world himself, Dewey gives up on trying to salvage the badly damaged civilization after this tragedy and would rather bring about a new one entirely, with no interest left in the ruined one, and a lot of hatred toward it he represses until he starts to crumble. It doesn't matter to him how much more he kills and destroys as long as he eradicates the Scubs. If he achieves a universe with no Scubs, then he's won.
* TookALevelInJerkass: [[spoiler:After he witnessed the cataclysm of Operation Necrosis as well as the death of Adrock, Dewey became an amoral StrawNihilist and concocted his plan to get rid of the Scrubs]].
%%* {{Ubermensch}}
* TheUnfettered: There is ''nothing'' he will not do in pursuit of his goal.
* VillainousBreakdown: Dewey goes through multiple instances where he feels robbed of his moment of esteemed glory in life, and when even his dress sword breaks at the discovery it's just for decoration, it's enough to really piss him off. [[And when he finds himself cornered at the end of all his plans going up in smoke, he decides to gain his glory through a suicide, becoming a martyr. If he could not live a hero, he could always die one.
* VillainTeamUp: With the [[Anime/AfterWarGundamX Frost Bros.]] and [[Anime/TurnAGundam Gym Gingham]] in ''VideoGame/SuperRobotWarsZ''.
* VillainWithGoodPublicity: Through his combined talents of charisma and intelligence, he seizes control of the United Federation and begins a murderous campaign to rid the world of the Scub Coral.
* WouldHurtAChild: Or murder them en masse to be more specific.
* WhiteHairBlackHeart: His gray hair is often depicted as white and he's the sociopathic BigBad.

Pilot of the Federation LFO, Nirvash typeTheEND. Prone to violent mood swings that can only be controlled through the use of sedatives, she refuses to listen to anyone other than Dewey. Owns a strange badger-like pet named Gulliver.
----
* AcePilot: She's a great pilot who prefers to ambush her opponents and rain blow after blow upon them. However, she's only that way because she uses a PsychoSerum before she pilots.
* AdaptationalNiceGirl: In the manga, Anemone is a lot less hostile and much more mentally stable, to the point of quickly befriending Eureka in their first meeting. She only turns villainous when under the effect of the PsychoSerum. She's also much less abusive towards Dominic, mitigating her treatment of him into more typical {{Tsundere}} behaviour.
* AngerBornOfWorry: [[spoiler:When she goes to save Dominic after she accidentally attacks him with her mech while he's falling from the sky, clinging to a ref board to try and save her. She admonishes him for doing something so reckless, even though they're ''both'' in a freefall at this point. Now she's normally been pretty harsh on poor Dominic until now, but fortunately for him, she lets it slide. Cue BigDamnKiss.]]
* AntiVillain: She starts as a PsychoForHire, but becomes more sympathetic as more of her true personality and tragic past is revealed.
* AxCrazy: When she takes the serum, Anemone becomes ''viciously'' determined to kill her enemy with, even with overkill.
* BadassAdorable: She's a cute young lady with pink hair and can pilot [=theEnd=] like a pro.
* BelatedLoveEpiphany: [[spoiler:She realizes she is in love with Dominic when he makes a HeelFaceTurn and Anemone thinks he has abandoned her, which leads to a far more serious DespairEventHorizon for her. Fortunately, Dominic comes back for her and they become a couple.]]
* BeneathTheMask: Her DaddysLittleVillain attitude is revealed to be a facade.
* BloodKnight: She loves violence, at least when she is on her PsychoSerum.
* BrokenBird: In the later part of the series reveals that she is in fact a lonely and mentally damaged girl who desperately wants to live a normal life and find someone to love and love her in return. Especially apparent in episode 48, where even Eureka's children note how sad she sounds.
* ChildhoodFriendRomance: In the manga, it's shown Dominic was by her side since they were kids and he was possibly the only one who ever treated her like a person instead of a test subject. [[spoiler:Sadly, Dominic dies before Anemone can return his love.]]
* CrazyConsumption: The way she eats strawberry jam is both disturbing and [[EroticEating alluring]].
* CuteAndPsycho: She can switch from a typically cute teenage girl to a violent psycho fast and suddenly.
* DaddysLittleVillain: For Dewey. Turns out to be a subversion; she puts on a facade of admiring Dewey because she's terrified of being killed by him if she becomes useless in his eyes. In truth, Anemone is disgusted by him.
* DarkActionGirl: A psycho AcePilot who rivals TheHeroine in battle.
* DarkAndTroubledPast: [[spoiler:Her family was murdered when she was a child and later was diagnosed with Desperation Disease. She was then subject to horrible experiments to become Coralian-like.]]
* DarkMagicalGirl: Shows more traits of this as the series goes on. She's an AntiVillain and the heroine's EvilCounterpart who seeks to please the BigBad and is terrified of being abandoned and finally [[spoiler:makes a HeelFaceTurn thanks to ThePowerOfLove]].
* DefrostingIceQueen: She does warm up to Dominic by the end and gives up her violent tendencies to be with him.
* DevotedToYou: Her bitchy and psycho personality and constant abuse doesn't affect Dominic's devotion to her at all. He will always protect her no matter what.
* DomesticAbuse: She's got it in for poor Dominic for most of the series.
* EmotionlessGirl: It's implied she just recently gained emotions, as Dominic and Dewey note that she has a personality now.
* EvilCounterpart: To Eureka. Both are the AcePilot of their organization and have a LoveEpiphany when their love interest vanishes. They each even have their own MoralityPet (the kids for Eureka, Gulliver for Anemone). However, Anemone is with the United Federation, while Eureka is a member of Gekkostate. They also contrast in color scheme: Anemone is red (violent and emotional) and Eureka is blue (reserved and calm). [[spoiler:Subverted in the end. She became the way she was because of the constant inhuman expreiments forced on her by Dewey, who she really hates. That and her HeelFaceTurn at the end shows she never was "evil".]]
* EvilIsHammy:
** "Ha ha! Wow, what great reactions! That why - ''I'm going to have to '''kill you!!!'''"''
** Japanese version: "Hello, my look-alike! Want me to kill you?!"
* EvilLaugh: When she fights, she tends to laugh like a manic.
* EvilRedhead: She has pink hair and is an antagonistic towards the main characters. She's also the EvilCounterpart of TheHeroine. [[spoiler:Subverted at the end. She was never "evil" and only did what she did because of Dewey's emotional manipulations of her. She makes a full HeelFaceTurn by the end of the series.]]
* ExoticEyeDesigns: Her purple eyes each have a single straight line etched across them.
* FakeUltimateHero: Dewey dressed her up as one in later arcs as the leader of his anti-Coralian army, even devising a stage-name like title for her "our beautiful goddess of war". In truth, he timed the length of the Coralian attacks and only sends her in when they are about to end anyway.
* FreudianExcuse: The reason behind her personality is the frequent inhumane experiments she was forced to endure at a young age and Dewey's emotional manipulations.
* GoodCostumeSwitch: [[spoiler:She abandons the slightly creepy doll-like dress-up outfit she wears upon reclaiming control over her destiny and puts on more relaxed clothes, even pinning her hair up.]]
* HealTheCutie: Thanks to Dominic's love, Anemone goes from an angst ridden BrokenBird to [[TookALevelInKindness a nicer young lady]] [[WhenSheSmiles who can give a genuine smile.]]
* HeelFaceTurn: [[spoiler:She abandons the U.F. Force after Dominic shows up to try and save her in her final battle against Renton and Eureka, which makes her realize he still loves her.]]
* HiddenDepths: She's introduced as a crazy psycho, but then the reveal is brought up on ''how'' she became the way she is. And in a private soliloquy, she admits she desperately wants a normal life with someone she truly loves.
* HumanAllAlong: Her appearance and role (and possibly her name) seem to imply that she is a Coralian. It turns out she's just a human [[spoiler:whose appearance and abilities have been modified by horrible military experiments]].
* IJustWantToBeLoved: Besides wanting to have [[IJustWantToBeNormal a normal life]], Anemone also wants to find someone to love and who will also truly love her.
* IJustWantToBeNormal: Anemone desperately wants to be normal.
* ImAHumanitarian: During her first encounter with Renton in a dream state she tries to eat him.
* InsecureLoveInterest: Anemone never thought that Dominic would really love someone like her.
* InterspeciesRomance: She (artificial Humanoid Coralian) and Dominic (human).
* ItIsDehumanizing: Dewey and [[MadScientist Deckard]] refer to her as an "it."
* {{Jerkass}}: Moody, callous, and prone to violent outbursts.
* JerkassHasAPoint: While biting him on the lip may have been excessive, Anemone was correct in the fact that Dominic hardly knew anything about her.
* LatexSpaceSuit: She wears a black form-fitting suit with nipple highlights when she pilots [=TheEND=] (and she does ''that'' suspended from all limbs in the cockpit in a way that accentuates her form even more).
* LightFeminineAndDarkFeminine: She's the vicious and hot-tempered Dark Feminine to Eureka's heroic and calm Light Feminine.
* LoveHurts: [[spoiler:When Dominic seemingly abandons her, she finally realizes how much he means to her, but believes it's all too late. She delivers a gut-wrenching soliloquy, convinced that she doesn't deserve to live. Fortunately, Dominic arrives just in time.]]
* LoveRedeems: [[spoiler:In Episode 48, her love for Dominic changes her for the better.]]
* MeaningfulName: She's named after anemones, flowers linked to bloodshed in Greek and Christian mythology. Her last names, revealed in ''Hi-Evolution 2'', are the places her mom and dad hail from and are also named after (Ms. Fuka and Ken Ishii).
* MilitaryBrat: She was found by the Federation military and taken in to be a human military experiment.
* MistressAndServantBoy: Her relationship with Dominic.
* ModestyShorts: Wears them under her dress and they are seen rarely.
* MoodSwinger: Goes from violent to emotionless to cheerful at a drop of a hat.
* MoralityPet: To [[PunchClockVillain Dominic]] -- he acts his kindest when around her.
* MusclesAreMeaningless: Anemone, a girl with a slim body type, manages to easily carry and hold her pet fat badger, Gulliver. An action that causes trouble to the more muscular and older Colonel Jurgens.
* NamesToRunAwayFromReallyFast: See MeaningfulName above. Also applies to [=TheEND=].
* NeverGivenAName: In the manga, she was nameless until Dominic named her after the flowers he brought her from outside.
* NightmareFuelStationAttendant: [[spoiler:One can be pretty sure all those drugs and experimentation had something to do with it, but still...]]
* NoFullNameGiven: In the anime series, Anemone is only ever called by her given name. In ''Hi-Evolution 2'', however, her full name is Anemone Fuka Ishi (Fuka and Ishi being the regions each of her parents came from).
* OfficialCouple: Towards the end of the anime, [[spoiler:she finally accepts Dominic's love and becomes his girlfriend.]]
* OOCIsSeriousBusiness: For most of the series, Anemone hates taking the neurological stimulants. However, the moment she takes them ''willingly'' signifies how desperate she is to please Dewey.
* PhlebotinumGirl: A young girl that definitely isn't a normal human, the pilot of a powerful HumongousMecha and [[spoiler:a test subject of an attempt to copy Eureka's Coralian nature]]. She's used and manipulated as a human weapon, blindly follows the orders of her evil boss and is both very physically frail and mentally unstable.
* PsychicNosebleed: In this case, used as an indicator of the abuse her job puts on her mind and body rather than actual PsychicPowers.
* PsychoForHire: When she is on her PsychoSerum, she is indeed vicious in her Dewey-assigned missions.
* PsychoPink: She's pink-themed, and she's CuteAndPsycho (as opposed to blue-themed heroine Eureka).
* PsychoSerum: ZigZagged. She seems to have a growing dependence on a specialized drug, but it serves more as a painkiller which makes her crazy rather than a mutagen.
* PsychoticSmirk: The PsychoSerum makes her expressions deranged.
* RedemptionEarnsLife: [[spoiler:After her HeelFaceTurn, she gets to live and begin a happy life with Dominic.]]
* RedOniBlueOni: The red (loud, emotional, and violent) to Eureka's blue (quiet, reserved, and calm).
* ReverseGrip: [=TheEND=]'s swords are located in [[BladeBelowTheShoulder its forearms]] and they're wielded with a reverse grip.
* RoseHairedSweetie: Inverted. It's pink-haired, orange-themed Anemone that's the near-crazy AntiVillain to Eureka's blue-themed heroine. [[spoiler: Played straight by the end, when she's freed from Dewey's influence and reforms.]]
* SanityStrengthening: She starts off as a violently psychotic TykeBomb, but grows much stabler in the presence of her handler/guardian Dominic. Late in the series, he manages to restore her sanity completely through ThePowerOfLove.
* SingleTargetSexuality: [[spoiler:Realizes that she's Dominic-sexual.]]
* SingleWomanSeeksGoodMan: [[spoiler:She ends up falling for DoggedNiceGuy Dominic who would always take care of her just because he wanted to.]]
* SlasherSmile: She sports a crazy smile almost all the time when fighting.
* SweetTooth: In the manga, Anemone loves sweet foods and candy.
* TheTease: In the manga, she has fun asking Renton if he wants to sleep with her. She also seems to make passes [[LesYay at Eureka.]]
* TechnicolorEyes: She has purple eyes because of the experiments done on her to become an artificial Coralian.
* TookALevelInCheerfulness: [[spoiler:Being freed from Dewey, plus becoming an OfficialCouple with Dominic]] makes Anemone a truly happy person.
* TookALevelInKindness: At the end of the series, due to [[spoiler:her being free from Dewey and no longer being drugged]], she becomes more pleasant and friendly.
* TrademarkFavoriteFood: She ''loves'' jam.
* {{Tsundere}}: PlayedForDrama. She spends most of the series being absolutely brutal towards poor Dominic. Eventually, [[spoiler:she realizes she is in love with him and she regrets not telling him how she felt before he went AWOL.]]
* {{Tykebomb}}: Raised by [[BigBad Dewey]] to defeat and kill Eureka.
* UnknownRival: She's hellbent on defeating Eureka, but the latter doesn't think too highly of Anemone and their rivalry.
* VillainousBSOD: [[spoiler:After multiple failures against the Nirvash. It gets worse when Dominic seemingly abandons her.]]
* WeWantOurJerkBack: In the manga, Anemone undergoes a treatment that makes her act sweet and affectionate towards Dominic. This only freaks Dominic out and he rejects Anemone's displays of affection because she isn't acting like herself. He's relieved when the effect wears off and she starts yelling at him like usual.
* WhenSheSmiles: Dominic comments that her truly happy face is beautiful in Episode 48.
* WoobieDestroyerOfWorlds: She was raised to defeat and kill Eureka. She also lost her family in a war and diagnosed with Desperation Disease later on. Afterwards, she was subjected to horrible experiments to turn her into a humanoid Coralian. While she survived, Anemone was left mentally and physically scarred.
* YouHaveFailedMe: She is terrified of being replaced for failing too much.

An elite officer in the U.F. Force and Dewey's confidant. He also has the unenviable job of looking after Anemone who, despite [[LoveMartyr being on the receiving end of a very abusive relationship with her]], he is actually fond of.
----
* AdaptationalBadass: Not that he wasn't already a badass in the anime, but he gets to see more of the action in the manga. Lampshaded in a sketch with various comments from the cast about the manga series, where Dominic comments that he was pretty cool.
* AntiVillain: He takes orders from his superiors seriously, but considers himself [[FriendlyEnemy a friend of Renton]] despite being on the opposite side.
* BadassAdorable: Despite being slightly older than TheHero, Dominic gets his dorky moments while still being a badass officer.
* BigBrotherMentor: He acts as one to Renton in the manga, particularly in Ch. 20 when Renton's having a HeroicBSOD.
* TheCaretaker: He is officially responsible for taking care of Anemone. He's the perfect person for such a thankless role because he is personally invested in her well being.
* TheChampion: He will ''not'' stand for something interfering with Anemone's well-being.
* CharacterDevelopment: Dominic begins to question the motives behind to why he fights and what he should be doing. He eventually realizes how [[spoiler:messed up Dewey is and makes a HeelFaceTurn.]]
* ChildhoodFriendRomance: In the manga, it's revealed Dominic had been Anemone's caretaker since childhood. He even gave her the name Anemone, because [[NeverGivenAName she didn't originally have one]]. This makes their connection deeper by making clear they were each other's closest relationship most of their lives.
* DarkAndTroubledPast: Dominic was a young child when he lost his entire family in the civil war that began in the aftermath of The First Summer of Love and he was taken in by Dewey, who taught him to be a soldier.
* DeathByAdaptation: [[spoiler:He survives and stays with Anemone in the anime, but is killed towards the end of the manga.]]
* DeclarationOfProtection: He promises to stay by Anemone's side and take care of her.
* DefectorFromDecadence: [[spoiler:He finally abandons the U.F. Force when he sees several girls being subjected to brutal, and ultimately fatal experiments in an attempt to made them into [=TheEND=]'s pilots. This hits especially hard when he realizes Anemone had to go through the same.]]
* DefusingTheTykebomb: He tries to help Anemone move past being Dewey's attack dog. [[spoiler:It eventually works.]]
* {{Determinator}}: In the manga, he ''shrugs off laser burns'' to save Anemone. For added coolness, he gives a ShutUpHannibal moment before that, or afterwards when he puts up with the pain--if not putting himself in ''more'' pain--to get him and Anemone out of there.
* DoggedNiceGuy: He's persistent in taking care of Anemone, beyond his role as her caretaker, even when she is less-than-appreciative (read that as "abusive"). [[spoiler:His perseverance ultimately pays off.]]
* DudeWheresMyRespect: There are men in the military far older than him and yet of much lower rank, who often have trouble obeying his orders. Dominic is also aware that commanding officers give him a hard time following his orders for Dewey as they think he's still a kid.
* EasilyForgiven: The Gekkostate crew decides to trust him implicitly as soon as he shows similarities to Renton, especially his commitment to the one he loves.
* EnemyMine: He and Renton are forced to work together to save Eureka and Anemone.
* EvenEvilHasLovedOnes: "Evil" is a little much for him, but he does has someone he cares about: [[MoralityPet Anemone]]. He's as equally devoted and in love with her as Renton is to Eureka.
* EvenEvilHasStandards: Calling him evil is a bit of a stretch, but he will NOT stand for [[spoiler:inhumane experiments performed on young women to make them into pilots for [=TheEND=]. ESPECIALLY if Anemone already suffered through such a treatment herself.]]
* EvilCounterpart: To Renton. Both are relatively new members to an organization, and are given little respect by the other members. The only person of the organization they have a close connection with is an AcePilot girl they quickly become devoted to. Both of them are WideEyedIdealist and go through a BrokenPedestal moment with their organization's leader. However, while Renton is with Gekkostate, Dominic is with the Federation. [[spoiler:Subverted since Dominic is never truly "evil" and makes a HeelFaceTurn near the end.]]
* FreudianExcuse: As a result of having been orphaned at a young age and seen the effects of a war, Dominic becomes stoic and blunt towards others, and takes his duty as a soldier seriously.
* FriendlyEnemy: He considers Renton (who is a member of the Federation's enemy) as a friend.
* HeelFaceTurn: [[spoiler:Near the end of the series, he abandons U.F. Force and joins Gekkostate's side.]]
* HeelRealization:
** In the anime, Dominic realizes how sadistic his organization is [[spoiler: when he sees girls, just like Anemone, undergo brutal, and ultimately fatal, experimentation in the lab.]] Cue the VomitDiscretionShot and [[spoiler: his HeelFaceTurn.]]
** In the manga, this occurs when Ruri informs him of Dewey's true motives, with Dominic realizing that everything he's fought for up until now was a lie.
* HeroicBSOD: Coinciding with his HeelRealization above, he goes into a mental funk though it doesn't last for long.
* HeroicSacrifice: In the manga, via YouShallNotPass fashion, [[spoiler:as he shields Renton from a hoard of Coralians.]]
* ImpaledWithExtremePrejudice: In the manga, [[spoiler:he's mortally wounded in battle when a giant spike is pierced through his body]].
* ImprobableHairstyle: The back part of his hair stands up on its own.
* InnocentlyInsensitive: When Dominic gives Anemone a couple of anemones as a present, she asks if he's mocking her -- he didn't realize that anemones mean "disappearing hope."
* InterspeciesRomance: He (human) and Anemone (artificial Humanoid Coralian).
* LivingEmotionalCrutch: Even though he's mostly the victim of Anemone's abuse, his devotion to her is actually what keeps her from completely losing it. [[spoiler:She finally realizes it after he seemingly abandons her and she hits the DespairEventHorizon. Dominic returning to her is what causes her HeelFaceTurn and the restoration of her sanity.]]
* LoveMartyr: He endures Anemone's [[{{Jerkass}} condescending manner]] and [[DomesticAbuse physical assault]] because he wants to take care of her and make her happy. [[spoiler:It does happen at the end of the anime.]]
* MeaningfulName: Originally from the late Roman-Italic name "Dominicus" its translation means "Of Our Lord", "Lordly", "Belonging to God" or "of the Master". This fits with him being the servant of Dewey and Anemone, both who outrank him.
* MistressAndServantBoy: His relationship with Anemone can be viewed as a reliable valet looking after a snotty princess.
* MusclesAreMeaningless: You don't realize it until you see him twist the arms of thugs twice his size without any visible effort, as well as his ability to shoulder Anemone's improbably heavy Gulliver without extreme strain. There's also the stuff he does while saving Anemone in the manga, like shrugging off ''laser burns''.
* MyMasterRightOrWrong: {{Deconstructed}}. Dominic is loyal to Dewey's cause, but comes to be greatly disturbed by his amoral actions and disregard to Anemone's mental well-being.
* NiceGuy: Develops into one Post-HeelFaceTurn; he's now a humble, polite, respectful man to those he initially considered beneath him.
* NoSenseOfDirection: You know you're bad when [[IdiotHero Renton]] calls you out on it.
-->'''Dominic:''' Is "west" the direction of the hand you hold a fork with?
* OfficialCouple: [[spoiler: He ultimately becomes Anemone's boyfriend towards end of the anime.]]
* OnlyFriend: He is the closest to Anemone (sans Gulliver) and he genuinely cares about her.
* OrphansOrdeal: As revealed in Episode 44. It helps to explain why he's so devoted to Anemone - hers is the closest connection he has with another person.
* PrettyBoy: Even Anemone comments on his gentle good looks.
* PunchClockVillain: He may work for the United Federation, but he's only doing his job, and he doesn't even think it is a villainous one. [[spoiler: He clock out when he sees just how villainous it is.]]
* ShutUpHannibal: In response to a [[MindScrew hallucinated skeletal Dewey]] trying to BreakThemByTalking, in the manga.
* SingleTargetSexuality: Dominic has no interest in girls, except for one: Anemone.
* SmugSnake: Initially, he loved nothing more than to throw around his authority just to piss off Jurgens. CharacterDevelopment quickly got him out of this, especially after getting to know Jurgens a little bit better.
* SubordinateExcuse: While Anemone doesn't outrank him, it should be clear that he chose this position for something more than a good paycheck.
* SugarAndIcePersonality: He can be cold at times, mainly when on the job, but he's a pretty nice guy otherwise.
* TeethClenchedTeamwork: He doesn't get along well with Jurgens, pre-HeelFaceTurn, so their cooperation only goes as far as their jobs require.
* ToBeLawfulOrGood: [[spoiler:Once it's clear that this divide exists to begin with, he easily chooses 'good,' even telling Jurgens that there isn't even a choice.]]
* TokenGoodTeammate: Between Dewey, Anemone, and the Ageha squad children, he's about the only one in the faction who's actually trying to do the morally right thing.
* TookALevelInKindness: From Ep. 45 and onwards, as signified by his newfound friendship with Jurgens and Gulliver, neither of whom he got along with before due to his previous uptight behavior.
* VomitIndiscretionShot: In Episodes 43 and 44, he vomits from the horror that is [[spoiler: the experimentation meant to create artificial coralians.]]
* WideEyedIdealist: A bit subtler than most, but still very naive about how the world and human relationships work.

Anemone's pet badger.
----
* ArtificialGravity: Notably, the critter has some kind of control over weight; he becomes light enough that Anemone can lift him easily whenever she plays with him, but can also gravitationally weld his fat rear to your bunk if that's where he wishes to nap. A memorable scene is him doing this to Dominic, leaving the poor boy to vainly attempt to yank several "tons" of white fluff out of his bed so he can get some god-damned sleep.
* EmpathyPet: Gulliver is stoic, unwieldy, and a general annoyance to everyone but Anemone. He does become more affectionate towards Dominic toward the end of the series, often riding on his shoulder, as Anemone is becoming generally softer and less psychotic. So maybe in that sense the trope is played straight.
* MoralityPet: To [[AxCrazy Anemone]]. He is the only one she shows a gentler side to.
* ShipperOnDeck: For Dominic/Anemone. He [[spoiler:puts their hands together as they are all falling from the sky.]]
* TeamPet: For the Federation, but specifically towards Dominic and Anemone.
* TrademarkFavoriteFood: Like Anemone, Gulliver appears to really like jam.

A group of specially-trained children who answer directly to Dewey.
----
* BecauseYouWereNiceToMe: They admire Dewey and follow his orders because of this.
* CreepyChild: All of them are girls at least under the age of 14.
* CuteAndPsycho: The sage Coda notes they're beautiful children. This is right before [[EstablishingCharacterMoment one of them shoots a maid in the head]] with no hesitation.
* EmptyEyes: Zig-zagged. The girls are normally cheerful and poised in whatever they do, without any full cognizance of the awful things Dewey leaves them to carry out, but their eyes have no highlights in them, indicating that this demeanor is inherently ''wrong''.
* EnfantTerrible: Despite their young age, they're some of the most psychotic characters around in the series.
* EvilCounterpart: To Anemone. They all work under Dewey and are CuteAndPsycho. However, Anemone isn't truly "evil" and actually despises Dewey; the Ageha Squad are shown to be more cold-hearted than Anemone and truly admire Dewey.
* FreudianExcuse: [[spoiler: They were victims of an ethnic cleansing. Apparently Dewey was the first one to show them kindness.]]
* HappilyAdopted: By Dewey [[spoiler: and by Captain Jurgens at the end of the series once Dewey is dead.]]
* NoNameGiven: Their names are never revealed.
* ShadowArchetype: To Anemone. They represent what she could've become had she actually cared for Dewey.
* TroublingUnchildlikeBehavior: They show no qualms with murder and gleefully follow Dewey's messed up orders.
* {{Tykebomb}}: Raised by [[BigBad Dewey]] to help him with his nefarious plans.
* VillainousBSOD: [[spoiler:All five have to be restrained by military officers upon learning that Dewey is dead, and the blonde one in particular tears up and shouts racist put-downs she was made to believe about herself. The girls also swiped and tore at Jurgen's hands when he tried to extend a peaceful grasp, made evident by the fresh bandages concealing many cuts and sutures he has in the finale.]]

Captain of the Federation flagship ''Izumo''.
----
* AntiVillain: Can barely even be called a villain, he's just fighting on the wrong side for most of the story.
* BigBrotherMentor: Downplayed with Dominic. His scenes with the young one has brotherly vibes but he's more of a ParentalSubstitute.
* ColonelBadass: His rank equates to this. Besides, [[spoiler: being willing to take on an entire enemy armada in one ship takes some balls!]]
* DarkAndTroubledPast: His wife and two daughters were killed in a battle at Warsaw.
* DarkIsNotEvil: Jurgen wears an all black uniform but is and AntiVillain prior to his HeelFaceTurn.
* DefectorFromDecadence: [[spoiler:Sides with Gekkostate after witnessing the inhuman experiments done to make artificial humanoid Coralians.]]
* DemotedToExtra: While a minor character to begin with, he only appears once in the manga and then never again, with the role of facilitating Dominic's HeelFaceTurn going to Ruri instead.
* EvenEvilHasStandards: He draws the line at [[spoiler:horrible experiments and deliberately harming innocent people.]]
* AFatherToHisMen: Looks after all his troops with care, is a BigBrotherMentor to Dominic, and a ParentalSubstitute to Dominic, Anemone, and even the Ageha Squad at the end of the series.
* HeelFaceTurn: Makes one at the same time as Dominic.
* OutlivingOnesOffspring: His two daughters were killed.
* ParentalSubstitute: Besides being a BigBrotherMentor to Dominic, he also acts like more of a father figure to him and later Anemone and even the Ageha Squad.
* PunchClockVillain: He does his services only because it's his job, and even then he has limits.
* ReasonableAuthorityFigure: For starters, he reads ''Ray=out'' and actually takes it seriously when the heroes reveal information in it.
* RedOnesGoFaster: Invoked. He has the ''Super Izumo'' painted red because it befits a HotBlooded mindset, and uses the ship to go all-out against the ''Ginga''.
* ShipperOnDeck: He's all for Dominic/Anemone.
* TeethClenchedTeamwork: With Dominic at first.
* ToBeLawfulOrGood: He chooses good.
* YouShallNotPass: Tries to pull this off in Episode 49 with his crew.
