Characters can have [[AdaptationDyeJob radically different palettes]] between the anime, manga, games, and illustrations. According to WordOfGod, no colors are set in stone aside from what is explicitly stated in the manga, such as Dio and Giorno's hair being blonde (and even those aren't immune to being shown in a different color for artistic purposes, i.e. if Araki thinks a specific drawing of Giorno will look better with him having blue hair, he'll give him blue hair).
