In other words it was there according to proper portrayal of Japanese myth, but was subsequently Brainwashed And Crazyed by the witch.

This flat-out contradicts Japanese mythology's interpretation of them being divine creatures that appear with the imminent arrival or passing of a sage or illustrious ruler. They are also seen as good omens to occasion prosperity or serenity, not as beasts that would threaten people.
** The timing is right because of the Shogun's imminent arrival, and Kai does say there's something wrong with it. Unfortunately the latter part comes after the Samurai are already hunting it.
** The timing for it being "not right" makes sense as well since we see Mizuki out there watching. And when she reports in the first thing said to her asks about the old man being dead, ostensibly killed by the Mizuki enraged Kirin.
