Lorraine had a mental breakdown, normal or magically brought on, as a result of longstanding stress mixed with previous mental illness. In that state she took Callum into the haunted house where he wouldn't be found, killed him, and ditched his body. Then she reported him missing to the police to throw off suspicion for when he was eventually discovered. Unfortunately for Lorraine in her deranged state she wasn't able to keep her story straight and ultimately started to conflate Callums disappearance with a previous incident at the park where an employee named Chad lost his mind which lead to child stabbing. Since the police already knew that Chad was in prison and that Lorraine had previous issues they started to pick their way through her distorted memories. By this point Lorraine had suppressed the memory of the deed behind layers of self-obfuscation so even Lorraine wasn't consciously aware of what she'd done.

Why is she not screaming in terror to any of these? Because she already knew the park was abandoned, and she and the Bogeyman had met before. And the only way she could've known all this is if she was already part of the Council. This is partly supported by the fact that the Bees tried to warn her in-game to stay away from the park.
