* I think that it can still be both. It can take place in the 1920s and the Depression as the Depression started in 1929. Some episodes could take place during the Roaring 20s when the US had a big booming economy like Regatta. Other episodes like Munitions could take place during the Depression as it makes sense that the Z-Stacks would take that contract. Desperate times means no job's out of the question.

Based on how much heavy naval activity there is during this series-- the ships needing loads of munitions, the destroyers looking for target practice, and in the "Nothing to Declare" tie-in book, Johnny Cuba stops a spy submarine from infiltrating Bluenose's inspection. The massive amount of military scrambling is because the war is just around the corner and the Navy is trying to prepare for it.

They do share the same models, and maybe when they were arrested. The pirate tugs took the goggles off, (presumably because the police tug doesn't know what they look like without their goggles off) and went around as berk and blair and no one is the wiser, not even o.j.!

The Star Fleet members are actually the crew he had working the tugboats, and Star is referring to them by the names of their respective boats. So "Ten Cents" is the guy who captained the ''Ten Cents'' tug, and so on. Star is trying to keep the story simple for his audience.

After the Cuba incident, the two tugs went rogue, and decided to become barge pirates for a living. The two stole from a munitions factory one day, where they met Sea Rogue and his Uncle. Eventually, the events in Pirate happen, and since the Pirates had decided to disguise themselves with the big lights at the beginning of their career of theft, Zip and Zug failed to recognize the two... until they were arrested, and their masks were removed.

Y'know how sea rouge has the munitions logo on his stack, right? There obviously there was a horrific explosion, and his family got blown up in it, and whilst trying to save them, he lost his eye. and with his family dead, his uncle took him in and raised him.
