We see Anna had both princess dolls, so maybe their parents saw just how sad and lonely Elsa was and they tried their best to at least make her feel a little less lonely.
** A breakdown of the puffin's name just makes it worse: Jørgen is the Norwegian form of George, which is typically associated with St. George, ie. the guy who slew a dragon. Saint George is the patron saint of England and is typically used to represent Good triumphing over Evil, bravery, and protection. And Björg means to “help, save, or rescue”. Which raises a whole new can of worms about Elsa's isolation.
