In a world where racism towards Faunus is the norm even among decent people, the sign on the door doesn't tell us if he classifies as a jerkass, and given that the establishment is in the seedier end of town, neither is the knife. If anything, honouring the deal indicates he might not be — the point being that we don't see enough of this one-shot minor character to do anything but WMG.
