The Menace [[PlayingWithSyringes conducted experiments]] involving fear that involved using his own park as a testing ground. People would die or be traumatized riding on the attractions that either contained poor design or were just dangerous by nature. Later, he found out that [=HorrorLand=] was made on the spot that his park once stood, so he got contact with a Horror--park employees who were real monsters--to manipulate the protagonists to escape from [=HorrorLand=] into Panic Park. Once there, the Menace subjects the kids to horrific situations that not only scare them, but leave them mentally and physically changed. It's revealed that he's done this before, but the previous kids had died and he simply doesn't care. The other villains that were following him—-even Slappy--forged an EnemyMine with the kids because they realized the Menace would kill them all eventually.

Drawing ghouls from all over the universe to the park using a device called the Cosmic Monster Attractor, Storm has them terrorize and kill people while he [[SnuffFilm records it for broadcast on the Monster Channel]]. Anyone who survives the park's deadly rides and attractions gets [[FedToTheBeast fed to beasts]] or drowned, with Storm at one point musing that his preferred victims are [[WouldHurtAChild children]], whose terrified shrieks and cries are [[LovesTheSoundOfScreaming music to his ears]]. After the Morris family and their friend Clay manage to make it out of Horrorland alive, the enraged Storm teleports them and the PlayerCharacter back to the park and subjects them to its latest horrors, all the while toying with them by pretending to be a benevolent Horror named Stump. Years later, when the protagonist, Spencer Kassimir, stumbles across the brothers' grave, Oswald, now a ghoul himself, [[GrandTheftMe hijacks his body]], leaving Spencer a disembodied spirit. The Menace conducted experiments involving fear that involved using his own park as a testing ground. People would die or be traumatized riding on the attractions that either contained poor design or were just dangerous by nature. Later, he found out that [=HorrorLand=] was made on the spot that his park once stood, so he got contact with a Horror [[note]]the park employees who were real monsters[[/note]] to manipulate the protagonists to escape from [=HorrorLand=] into Panic Park. Once there, the Menace subjects the kids to horrific situations that not only scare them, but leave them mentally and physically changed. It's revealed that he's done this before, but the previous kids had died and he simply doesn't care. The other villains that were following him—even Slappy--forged an EnemyMine with the kids because they realized the Menace would kill them all eventually.

After the Morris family and their friend Clay manage to make it out of [=HorrorLand=] alive, the enraged Storm teleports them and the protagonist back to the park and subjects them to its latest horrors, all the while toying with them by pretending to be a benevolent Horror named Stump. Storm eventually reveals that he is holding Mr. and Mrs. Morris captive, and that he is going to [[ForcedToWatch make the children watch]] while he either crushes them or mutates them into Horrors.
