Her navel indentation being visible doesn't help matters. It's even worse in the manga since being black and white it lacks the slight color difference between the fabric and her skin present in the anime that makes it more obvious she actually ''is'' wearing something. Oddly enough no one in-universe ever seems to get the wrong idea, suggesting this world does ''not'' follow BarbieDollAnatomy.
