What is the meaning of Oscar's tattoo ? And how did that guy manage to gain his position in the police force that young ? Oscar being a possible prodigy aside,he still would have to be a bit older to obtain that job title.

And on another note, for a effeminate looking guy who runs around in high heels, he sure has issues with women (sexual jealousy against Fujiko for sleeping with Zenigata aside). Yet, no one points that out, in or out of universe.
