When Sebastian comes to in a room full of stone people while chasing Stefano, he finds a note from Stefano about not being responsible for them, but wanting to display them anyway and how proud he was that there was "another artist in here". However, Theodore's servants are either flaming monsters or the Harbingers carrying flamethrowers. When Sebastian is chasing after [[spoiler: Myra]], she summons living Lost just like those in this room. The room and note are both early hints that there's a third party involved in Union's demise aside from Stefano and Theodore. Stefano is displaying [[spoiler: Myra's]] monsters and doesn't mention her because he doesn't know her like he does Theodore.

This move strangely detaches the importance of the bottle from the actual ability (you presumably could have used the butt of a gun or anything else to stun your foe now that you were free.)

* Sebastian's change of character from the first game to here is due to the result of what happened to his family. His daughter was killed in a fire and his wife left him. Like any other human being, he buried those emotions away in order to not face the reality which was where the first Evil Within came. The stress of going through that nightmarish world, losing his partner and failing to save a child like he lost Lily caused those blocks to be destroyed and all of his emotions resurfaced.

Half the facility is likely on the sociopathy spectrum, and they'd need to specifically hire less-than-stellar psychoanalysts who don't ask enough of the right questions in order to prevent the upper ranks from being outed, and in understaffed numbers under harsh conditions no less. And of course, the staff can't talk about things their therapist doesn't have the clearance for. In short, the nature of Mobius' secrecy and ruthlessness meant it was doomed to insert psychopaths into STEM from the beginning.

Edited my point with the Anima song of Clair de Lune and added another regarding Sebastian's revolver

Perhaps there IS a part of Sebastian that is haunted by the tune, and Anima singing it is taunting his feelings of safety anywhere as she searches for him. Notice that this stops when Sebastian "kills his past", effectively coming to terms with what's happened and ending his suffering from it. From then on, the only time you hear it is when near a mirror.

* Seems a bit like an arbitrary gameplay mechanic of "do side-quest, get reward" that Sebastian gets the revolver after the third and final encounter with Anima. However, the revolver seems to represent more than that. He acquires it once he "kills" his past self and frees himself from the torment of Ruvik's STEM, even admitting he finally feels good. Immediately he notices his revolver in his hand and calls it "my trusty revolver" and remarks how long it's been since he had it. Consider this: this is a weapon he is comfortable with, and he just destroyed his lingering trauma and guilt. The revolver is the strongest of the pistols, and handguns are typically your go-to weapon in this game for a majority of the fights. The revolver is his new strength of will in a physical, familiar form to fight back and put an end to everything.

** There's also the fact that they were surfacing ''DURING'' the first game, as everyone's minds were contributing to the STEM in the first game in some fashion and Sebastian keeps picking up his old journal entries detailing his promotion to a detective, to meeting Myra and marrying her, to having Lilly and the subsequent fire, and to Myra disappearing during her investigations. The barriers he had erected were crumbling in the first game, and as the above point mentions, he simply had no strength to reinforce them again after the failure of everything in Ruvik's STEM.

* As we move further into the plot, we see Union in a progressive state of decay. Entire blocks cut out and floating around; houses, streets and buildings crumbling; even the sky progressively more messed up. At first, it might seem that each of the people in control make it worse (as they twist it around to reflect their personality, indicated by the color and general feel), but then we learn that STEM actually needs many people connected to it, whose brains will act as processors, to keep it stable. At first, even with all the Lost running around, things seem relatively normal...but then Sebastian comes in, killing them by the hundreds, and things start going awry. That's because Sebastian is destroying the very same brains keeping the place in order, one by one!
** In regards to this. While Union actually IS designed by Mobius and there are plans for each building and the entire city, each brain makes it as it is. In the end, Union is but a pile of dust and goo with just 2 buildings standing: the Castellanos' house and Seb's room. Guess who the only 3 people still connected are...
