After Oliver and the Leverage team arrange a meeting with Cray to discuss setting up Chinese immigrants as illegal labour, they not only steal and release all information of Cray's criminal deals, but then release a doctored video of Cray's meeting with Oliver, now edited to show Cray meeting with Chien Na Wei, planting the idea that he is actually working with the Chinese triad.

She is utterly convinced of his guilt but fears the evidence isn't strong enough, so she gets her witnesses against him to exaggerate or just flat-out lie. There's a good chance many of the witnesses are doing it of their own volition.
