In reality, once the LAPD found out that the South African diplomats were running a drug ring, they could have just notified the State Department, who would have them deported. Since South Africa is a United States ally, it's probable they would then be extradited, or at least tried in their home country. Once Rudd's men started assassinating police officers, diplomatic immunity would have gone out the window and Pretoria would disavow him in an instant, since his actions could be considered terrorism--and the entire situation as an ''act of war''--against the United States.
