This was lampshaded repeatedly, and it's commented that the Justice League's initial debut was mostly a publicity stunt to distract people from Task Force X and get more superpowered vigilantes to reveal themselves so they could protect cities outside the Justice League's control in hopes of being added to the roster. Even so, the only reason they started adding more people to the roster so soon was because [[spoiler:A.R.G.U.S. learned that the Dominators were about to invade Earth]]. And even with that, they stopped at seven and plan to stay at that number for a while because adding any more would just screw up the team dynamics.

In this case though, the public base is only there because they need a headquarters to meet in and to show the team isn't all talk.
